Fremont’s inventory of affordable housing properties continues to grow with the grand opening of Bell Street Gardens! On July 23, the City proudly joined Resources for Community Development (RCD) to celebrate this exciting milestone. Located right in the heart of central Fremont at the corner of Bell Street and Mowry Avenue (38889 Bell Street), this new property is ready to provide much-needed affordable housing for the community.
To develop this unique property, the City and RCD transformed the former Islander Motel through adaptive reuse and expanded the site with a new four-story building. Bell Street Gardens provides 126 affordable homes for low-income families and individuals, including formerly homeless residents and those with disabilities. Residents have access to on-site supportive services. The property has several sustainability features, including electric vehicle chargers, solar panels, and energy-efficient appliances.
The City would like to welcome these new families home and thank everyone who made this community possible!
Affordable housing continues to expand in Fremont. More affordable housing properties will be opening their doors later this year!

A General Plan, as required by state law, is a city’s “constitution” for growth and development and the policy foundation upon which all development and land use decisions are based.
Fremont's General Plan 2030 was adopted in 2011 and since its adoption, there have been no major revisions, except for the Housing Element which is required to be updated every eight years. The most recent Housing Element update was adopted in 2023.
2025 General Plan Updates:
Recent changes in state law now require the City to amend portions of the General Plan.
- Senate Bill 1425 (SB 1425) requires the Open Space Element to be updated by January 1, 2026. The updated Open Space Element will need to address equal access to open space for all residents, climate resilience, and rewilding opportunities.
- Assembly Bill 1889 (AB 1889) requires the Conservation Element to be updated on or after January 1, 2028. The updated Conservation Element will be required to analyze wildlife connectivity areas, identify wildlife passage features, and consider the impact of development on wildlife and habitat connectivity.
There will be opportunities for the community to share their input and help shape the 2025 General Plan updates!
Fremont residents are now powered by renewable energy! Today, August 1, the default electricity service plan for residents switched to Renewable 100 through Ava Community Energy (Ava), Fremont's electricity provider.
Renewable 100:
This plan includes 100% renewable energy from clean sources like wind and solar and marks a major milestone for Fremont, as it is outlined in our Climate Action Plan. It will provide cleaner energy to residents and businesses and achieve the high-priority goal of reducing community-wide greenhouse gas emissions. Renewable 100 is priced slightly above the other available service plans, costing about $3–$6 more per month than Ava’s Bright Choice plan (Fremont’s default plan since 2018) and $1–$4 more per month than PG&E.
Only residents have been transitioned to Renewable 100; commercial customers will be transitioned in August 2026. CARE, FERA, Medical Baseline, and customers who have either elected to stay on Bright Choice or opted out of Ava service to PG&E have not been transitioned.
Even with Fremont’s transition to Renewable 100, residents can still change their plan at any time by visiting AvaEnergy.org/Fremont. It will take one to two billing cycles for a change to take effect.
Ava Community Energy (Ava) is a not-for-profit public agency that provides electricity generation service for Alameda County and parts of San Joaquin County. While PG&E still handles the delivery of electricity to your home—including maintaining the electric grid, handling billing, and resolving outages—Ava is responsible for sourcing and supplying the electricity that PG&E delivers.
For more information, visit AvaEnergy.org/Fremont or contact Ava’s customer support team at 833-699-3223 (weekdays 9:00 am to 5:00 pm) or customer-support@AvaEnergy.org. Ava staff will also be available in person to answer questions during the Fremont Festival of the Arts (August 2-3) and the Festival of India (August 16-17).
