Ribbon-Cutting Ceremony for Fremont Motel Transformed into New Affordable Housing
FREMONT, Calif., July 21, 2025 – Building on its commitment to lease over 560 affordable housing units in 2025, the City of Fremont, in partnership with Resources for Community Development (RCD), will celebrate the grand opening of its newest affordable housing property, Bell Street Gardens, on Wednesday, July 23 from 10:00 a.m. to 11:30 a.m.
To develop this unique affordable housing property, the City and RCD transformed the former Islander Motel through adaptive reuse and expanded the site with a new four-story building. Bell Street Gardens provides 126 affordable homes for low-income families and individuals, including 79 renovated apartments and 49 newly built apartments. Two apartments are designated for on-site property management. The property offers a mix of studios, one-bedroom, two-bedroom, and three-bedroom units for families and individuals earning 20-50% of the area medium income.
The ribbon-cutting ceremony will include remarks from the City of Fremont, RCD, Housing Trust Silicon Valley, the California Department of Housing and Community Development (HCD), and JP Morgan Chase. Additionally, a resident of Bell Street Gardens will share their personal experience.
Members of the media will have the opportunity to interview key representatives and attend a guided tour of an available unit after the ribbon-cutting ceremony.
Bell Street Gardens is centrally located at 38889 Bell Street, at the corner of Bell Street and Mowry Avenue in Fremont, with easy access to amenities. Residents have access to on-site services and case management support from Abode Services and East Bay Innovations. The property is Green Point Rated and has several sustainability features, including electric vehicle chargers, solar panels, energy-efficient appliances, and more.
The property was funded using $10.47 million from the City of Fremont Affordable Housing Fund, $1 million in Federal HOME Funds, $1.82 million in CDBG Funds, $21 million from the Alameda County A1 Bond Fund, $68.1 million from a construction loan, over $400,000 in developer contributions, $20 million from the HCD Multifamily Housing Program, $48.3 million from the HCD California Housing Accelerator Program, $6.6 million from the State No Place Like Home Fund, and additional funds from Federal Section 811 Project Rental Assistance.
