Mayor Raj Salwan is hosting an upcoming Town Hall meeting for Fremont residents. Scheduled for Tuesday, May 27, 2025, the Town Hall will take place at the Downtown Event Center, located at 3500 Capitol Ave., from 6:30 pm to 7:30 pm. Doors open at 6:00 pm. Come out and learn about the City’s Proposed Operating Budget and recent accomplishments!
On Tuesday, May 13, 2025, the Fremont City Council received the first presentation of the Fiscal Year 2025/26 Proposed Operating Budget. (The presentation of the FY 2025/26 Proposed Operating Budget begins at 1:40:34.) The proposed budget addresses an anticipated slowdown in City revenue growth brought about in part by the federal government’s recent imposition of high tariffs on imported goods, a projected slowing economy and high interest rates discouraging home buying and development. Consistent with the City Council’s foundational principal of fiscal sustainability, General Fund budgeted expenditures for the coming year have been limited to fit within the projected ongoing resources without the use of the Budget Uncertainty Reserve.
- The proposed budget maintains essential services prioritized by the City Council. 2025 community priorities include enhancing public safety, addressing, and preventing homelessness (Homeless Response Plan), and pursuing environmental sustainability.
- The proposal suspends $3.77 million in transfers from the general fund for pavement and median maintenance, tree trimming, and park capital replacement to help balance this year’s budget. (Suspension of general fund support will not affect pavement maintenance activities funded through State Gas Tax revenue and County Measures BB and F.)
- The proposed budget does not include compensation increases (all nine City labor agreements end June 30, 2025).
- Service enhancements include supporting wildfire prevention activities, customer service at the Animal Shelter, rental assistance for homeless prevention, temporary shelter for homeless individuals, and additional homeless encampment cleanup services.
Fremont’s adherence to fiscal discipline has made it possible for the City to take this balanced approach, but more sacrifice may be necessary if the anticipated economic slowdown evolves into a recession. The proposed budget currently maintains $6.7 million in the City’s Uncertainty Reserve Fund, and per Council policy, maintains a contingency fund of 16.7 % (two months of operating expenses) for natural disasters or other emergencies.

Members of the public are welcome to submit public comments in advance of City Council meetings via email. All email comments received before 1:00 pm on the day of a Council meeting, will be distributed to Councilmembers and published in the City’s Agenda Center on www.fremont.gov, in advance of the meeting. Save the date for the annual State of the City Address on Wednesday, June 18, 2025, from 6:00 pm to 7:30 pm at the Downtown Event Center, 3500 Capitol Ave. Fremont Mayor Raj Salwan will cover the issues and opportunities facing the City of Fremont. The event is free and open to the public (no ticket required). The Fremont Chamber of Commerce is hosting this event.
On Thursday May 8, the City’s Youth and Family Services and Aging and Family Services Divisions came together in recognition of Children’s Mental Health Awareness Day and Older Americans Month by announcing the winners of this year’s Intergenerational Art Competition.
Sharing the theme “Learning From One Another,” 145 original works were submitted by youth, older adults, and intergenerational teams. All entries were on display at the Age Well Center at Lake Elizabeth for a reception and awards ceremony. Entrants brought family and friends to enjoy refreshments, view all the art, and see who won.
The City’s Volunteer Income Tax Assistance (VITA) concluded another successful tax year. For the 2024 tax season, VITA offered in-person and virtual services via Get Your Refund, a secure portal where customers uploaded their tax documents. The VITA team of 157 dedicated multi-lingual volunteer greeters, translators, phone schedulers, intake specialists, tax preparers, quality reviewers, and tax coaches were committed to assisting the community and provided 12,687 hours of volunteer service. The IRS-certified tax preparers helped 2,442 families receive over $3.5 million in refunds.
Since 2002, our program has helped 40,561 families and returned over $59 million in refunds to the Fremont Community.
