City of Fremont Celebrates Affordable Housing Month with 560 New Units in 2025
FREMONT, Calif. – May 12, 2025 –In honor of Affordable Housing Month, the City of Fremont is celebrating the leasing of 560 new units of affordable housing in 2025 as a part of the City’s ongoing efforts to expand affordable housing and support its residents in finding long-term stability.
To kick off the celebration, on Thursday, May 15, the City, in partnership with Abode Housing Development and Community of Christ, will host the grand opening of Fremont Family Apartments, located at 34320 Fremont Blvd. Built on repurposed land previously used for church parking, Fremont Family Apartments offers 54 units for low-income individuals and families, including those experiencing or at risk of homelessness.
Located just one block from Fremont’s Northgate Park, Fremont Family Apartments includes recreation areas, a community room, on-site social services, an outdoor play structure, and easy access to public transportation and community services. The Gold GreenPoint Rated building features electric vehicle chargers, energy-efficient heating and cooling systems, WaterSense plumbing fixtures, energy-efficient appliances, water-efficient landscaping, and high-efficiency lighting.
“Affordable housing transforms lives,” said Fremont Mayor Raj Salwan. “When families have stable housing, they gain the security to pursue opportunity—childhood poverty drops, homelessness declines, and entire communities grow stronger. Fremont is committed to creating housing that empowers families and builds a more inclusive, thriving city for all.”
Over the next few months, additional affordable housing developments will open their doors in Fremont—including Bell Street Gardens, Osgood North, Osgood South, and Serra Apartments—highlighting the City’s dedication to finding creative, sustainable solutions to the current housing crisis. For example, Bell Street Gardens involved refurbishing a motel into 126 refreshed, affordable units in a desirable location with access to shopping, transportation, and high-quality medical facilities. Similarly, Osgood North and Osgood South were built using prefabricated stackable units, a technology designed to reduce construction costs.
The City has contributed $30.7 million via restricted funds to support the majority of this year’s new affordable housing units, in addition to allocating $34 million in additional funding to support future affordable housing developments.
Efforts to establish more affordable housing options are occurring at a critical time; the California Association of Realtors found that in the first quarter of 2025, only 21% of Bay Area households could afford to purchase a median-sized single-family home. In January 2025, they reported that the Bay Area’s median home price increased 2.3% from the year before, further limiting residents’ abilities to purchase a home. In addition, Bay Area Equity Atlas reports that in the Bay Area, nearly half of renters are cost-burdened.
Guided by the City’s 2023-2031 Housing Element and Regional Housing Needs Allocation (RHNA)—which is determined by the State—the City is committed to creating nearly 13,000 new residential units, with over 7,000 designated as affordable by 2031. These projects are made possible through the City’s Affordable Housing Fund, County and State bonds, local developers, and housing agencies, all working toward a shared vision of equity and opportunity.
