In spring of 2023, the Fremont City Council reaffirmed three core priorities for the City which included enhancing public safety, increasing the vitality of commercial corridors, and combating homelessness, while ensuring financial health and sustainability remain the City’s core principles.
This week, City Manager Karena Shackelford released the City’s Mid-Year Update for 2024 outlining how staff have focused its efforts on these key areas throughout the year.
Highlights include:
- City Council adopted Fremont's first Homeless Response Plan prioritizing resources to prevent homelessness, increase housing solutions, and improving health and safety conditions.
- Council also adopted a balanced, sustainable budget in June, maintaining the City’s long-term fiscal health.
- Facilitated the approval of two new development projects located within the
Fremont Hub shopping center and the Gateway Plaza shopping center.
- Police and Fire hired for several key positions and partnered to launch the Drone as a First Responder Program.
In the spring of 2024, City Council reaffirmed financial health as the City’s core principle, and updated the priorities to include ensuring public safety, prioritizing environmental sustainability and continuing to address homelessness. The City looks forward sharing its next update in early 2025, as we continue this work to improve our Fremont community.

You are invited for three outdoor movie nights this Fall! These events take place at Central Park. The movie will start in the evening after sunset. These events are FREE, so grab some blankets and low beach chairs. Closed captions available.
 Volunteers Needed for Safe Parking Host Site Program
The Safe Parking Host Site Program needs dedicated volunteers to administer services to our unhoused community members living in their vehicles.
The City of Fremont Human Services Department launched the Safe Parking Host Site Program (SPHS) to respond to the increase in vehicular homelessness. SPHS is one of many programs the Fremont City Council adopted to help address homelessness in Fremont. The program is designed as a safe, transitional space for individuals living in their vehicles.
Training is Provided to all Volunteers
Volunteers assist with hospitality:
- Daily participant check-ins and check-outs at the host site parking lots
- Delivering food
- Coordinating evening activities
Volunteers may also provide additional support:
- Providing haircuts or manicures
- Setting up activities like movie or game nights
- Editing resumes
- Collecting gas gift cards for Safe Parkers
Volunteers do not stay overnight.

 Share Your Feedback with AC Transit on Proposed Bus Line Changes
The Alameda Contra Costa Transit District (AC Transit) is seeking feedback on their Realign Draft Final Plan. Realign is a comprehensive assessment of every AC Transit bus line in response to shifting mobility needs of current bus riders and to attract more riders during a time of bus operator shortages and budget challenges.
The Draft Final Plan proposes several types of service changes, including re-routing bus lines, combining, or eliminating others, as well as proposing frequency and service hour adjustments. AC Transit conducted extensive community outreach since Spring 2023 which has helped shape the Draft Final Plan.
There will be four public hearings offered in September (in-person and virtual) to provide feedback on the Draft Final Plan, and the public comment period will close on September 11. To learn more and to provide feedback, visit the AC Transit Realign website.
