 Fremont Awarded $4 Million Grant in Recognition of Affordable Housing Production Efforts
The Metropolitan Transportation Commission (MTC) has awarded grant funding from its Housing Incentive Pool (HIP) program to 15 Bay Area jurisdictions with the most eligible affordable housing units produced between 2018 and 2022. Established in 2018, the HIP program funds transportation projects in jurisdictions that promote the production and preservation of affordable housing.
Of the 15 jurisdictions receiving HIP funds, Fremont ranked third, having produced an impressive 701 new affordable units during the five-year designated period. For this accomplishment, Fremont has been awarded approximately $4 million in HIP funding.
The City will use the funding for planned Complete Streets projects along Fremont Boulevard in Centerville and Downtown. These projects aim to improve Fremont streets to make them safer and more accessible for everyone, including pedestrians, bicyclists, and drivers.
This award is a win-win for Fremont! It highlights our commitment to affordable housing and safer streets.
 Council Selects New Vice Mayor
The Fremont City Council selected a new Vice Mayor at its regularly scheduled July 16, 2024, Council meeting. Vice Mayor Desrie Campbell will serve in this capacity from July 2024 through March 2025.

Lake Elizabeth in Central Park is a man-made 80+ acre freshwater lake designed for flood control. While approximately 90% of the lake is owned by Alameda County Flood Control, the City has had an operating agreement in place with the County since the late 1960s to maintain it.
On July 3, 2024, the City was notified that a larger than normal number of fish appeared to be floating in the water. While the City experiences a small amount of die off each year during the summer months, the number of fish that died between July 2-3, 2024, was the highest experienced in recent years, with an estimation of approximately 1,000 fish. The City immediately began a clean-up effort which lasted through Saturday, July 6.
On July 11, 2024, the City’s water quality consultant completed a new round of water tests on Lake Elizabeth. While onsite, the consultant also conducted an updated Dissolved Oxygen (DO) test and the DO levels showed significant improvement.
The City of Fremont and Alameda County Flood Control intend to meet in early August to debrief this event.

The City is happy to announce that Mike Wayne has been appointed as Fremont's new Building Official! Mike has proven to be a great asset to the City’s Building and Safety team. He brings a wealth of experience to the role, having worked in local government throughout the Bay Area since 1996.
Mike joined the City of Fremont in June 2018 as the Permit Center Manager and most recently served as the Acting Building Official since October 2023. Mike holds an Associate of Arts degree and a Building Inspection Technology certificate. He is currently pursuing a Bachelor of Science degree in Leadership Studies, with graduation expected early next year.
Mike was born and raised in Fremont, having attended local schools and graduating from Mission San Jose High School. Outside of work and studies, Mike enjoys spending time with family, traveling, and hitting the golf course.

Join us at this year’s annual Fremont Festival of the Arts on August 3-4, from 10:00 am to 6:00 pm in Downtown Fremont! The Festival is produced by the Fremont Chamber of Commerce. Enjoy activities and entertainment for the entire family including artist booths; food booths and food trucks offering a variety of delicious street eats; artisanal prepackaged food sales at the Gourmet Marketplace; live performances; Kid City filled with rides and, games, and street performers, including face painters, henna tattoos, and more! PG&E has closed a portion of Landing Parkway in the Baylands neighborhood, from July 15 through December to work on a project requiring the replacement of a gas line. Please expect traffic delays and use alternate routes, if possible. Motorists will be detoured to Fremont Boulevard and Warren Avenue during this road closure, which is in effect 24/7 during this time frame. Thank you for your patience!
The last day of service at the Irvington Library branch will be July 31, 2024. The Alameda County Library (AC Library) announced in late June that it had plans to permanently close the Irvington branch this summer and are working with the City to bring expanded modernized mobile book services to new locations in south Fremont. The Irvington and Fremont Main makerspaces will be combined to provide a more enriched makerspace experience at the Fremont Main Library.
The City of Fremont intends to use the Irvington Library building for auxiliary recreation classes soon. This building will add additional capacity for programing and will assist the City to provide services that have been (or will be) displaced due to the closure of the Fremont Community Center and eventually the Fremont Teen Center, during construction of the new Central Park Community Center.

 Adopt-a-Drain Program for Fremont
Want to make a difference in your neighborhood and help protect the environment? Adopt a storm drain!
Adopt-a-Drain is a community-driven program that encourages residents to take responsibility for maintaining storm drains in their neighborhoods. Participants "adopt" a local storm drain and commit to keeping it clear of debris like leaves, trash, and other blockages to prevent flooding and protect local waterways from pollution.
Storm drains empty directly into nearby lakes, creeks, estuaries, and bays, serving as pathways for trash and organic pollutants. By regularly cleaning and monitoring a Fremont drain, you can help our ecosystems and improve stormwater management.
Adopting a storm drain is a great way to make a difference and help Fremont become a climate ready community!

Did you know July is Plastic Free Month? This global movement unites people to reduce plastic waste and protect our environment. By participating in this movement and avoiding single-use plastics for the month of July and going forward, you can help Fremont become a climate ready community.
To help you get started, take the Plastic Free July Challenge. Then, check out this list of simple actions you can take at home and when going out.
- Use reusable bags for grocery shopping.
- Use a reusable water bottle.
- Bring your own reusable mug when grabbing coffee.
- Say no to plastic straws or use reusable straws.
- Skip plastic packaging and use reusable containers (e.g., use bar soap instead of plastic bottles).
- Avoid plastic utensils when eating out and bring your own reusable set.

The Global Covenant of Mayors for Climate and Energy (GCoM) has recognized Fremont’s commitment to global climate action! Our commitment is being recognized in the following three areas: reducing greenhouse gas emissions, adapting to climate change risks, and promoting access to green and affordable energy. Due to our continuous efforts in these areas, Fremont has been awarded the following badges for 2023: Mitigation, Adaptation, Energy, and Compliance.
Within Mitigation and Adaptation, we have completed inventories/assessments, established targets/goals, and included these targets/goals in our Climate Action Plan. Within Energy, which is a new area, we have started the assessment phase and are not required to complete all steps until 2025.
Seeing our commitment to climate action being acknowledged at the global level is inspiring. Keep up the great work, Fremont!
