City Offices Closed on Memorial Day
The City of Fremont offices are closed on Monday, May 27 in observance of Memorial Day. This closure will not affect police and fire services, except for the Fremont Police Department’s front desk will also be closed. City offices and FPD’s front desk will reopen Tuesday, May 28, for regular business hours.
New Homelessness Response Plan Frames Fremont’s Path to Address Homelessness
On Tuesday, May 21, the Fremont City Council took a significant step towards addressing homelessness in Fremont. The Council adopted the City’s first Homelessness Response Plan, which will guide the development of policies, investments, and actions over the next five years to address homelessness in Fremont. The plan identifies five strategies that are based on expert recommendations from leaders in the field and were refined through an extensive engagement process with the community. The new plan will guide the City’s approach to funding and conducting programs with a focus on helping Fremont residents on the verge of becoming homeless and housing currently unsheltered community members.
The Five Guiding Strategies in the plan include:
- Enhancing investment in homelessness prevention
- Creating and facilitating additional housing solutions
- Enhancing efforts to connect unhoused people to housing and other resources
- Further investing in activities that will reduce the environmental and health impacts of encampments on Fremont residents and businesses
- Strengthening coordination and capacity within the city and among regional homelessness resource providers
The next steps for implementing Fremont’s Homelessness Response Plan include evaluating current and prospective activities, funding, and resources addressing homelessness in Fremont and determining how to best bring them into alignment with the newly adopted homeless response strategies. Mitigation efforts, such as enforcement and trash removal, will continue to be an important part of the City’s work to address the impacts of homelessness, but the plan includes a stronger focus on addressing the root causes of homelessness as well.
During the meeting on Tuesday evening, the Council and staff listened to many community members’ concerns about vehicular homelessness and its impact on neighborhood character. The City will continue to evaluate parking, intervention, and enforcement options. We are committed to working collaboratively with the community to find solutions.

The Active Transportation Plan Phase 3 outreach has kicked off! Tell us what kinds of walking and biking projects and programs are most important to you! Provide your input on project and program priorities through the survey and location-based input on the proposed bicycle network and pedestrian priority areas through the interactive map. The Tri-City Animal Shelter is waiving adoption fees on all animals in the shelter through June 29, 2024. Visit our website to apply!
TCAS provides animals with the appropriate vaccinations, flea treatment, deworming, and medical care to be ready for adoption and a new life. Additionally, all cats and dogs are spayed/neutered and microchipped before adoption. Based on our shelter resources, we provide treatment for the medical conditions found to be affecting the animal's current quality of life while in the shelter.

As visitation to East Bay Regional Parks increases in warmer months, encounters with coyotes become more common. Coyotes are native to California and are found in various wildland habitats, as well as in rural and urban areas. Coyote parents are active and protective of den sites from spring through fall, when new pups are born. It is a normal reaction for them to run away when spotted, although some have become used to human presence and will continue their activities while being watched. Visitors are encouraged to keep coyote safety precautions in mind when visiting Regional Parks throughout the year.
