New Changes Implemented for Virtual Public Comment at City Council Meetings
In recent weeks, several of our neighboring city councils and regional elected decision-making bodies have been subjected to disruptive, racist verbal attacks by anonymous callers during virtual public comments. These incidents, also commonly referred to as ‘Zoom Bombings,’ appear to be a coordinated effort, possibly from people outside the Bay Area. As a result, the City of Fremont will be implementing preventative measures by removing the option for virtual public comment during City Council meetings. This measure will be effective at the October 10, 2023 City Council Meeting. Public comments will still be accepted in person and by email.
The City has limited ability to prevent participants from creating disturbing, disruptive intrusions while allowing public comment via phone and Zoom. We understand that these types of virtual meeting participation have allowed for greater access and we will still broadcast City Council meetings via Zoom for convenient viewing. However, the City will not tolerate hate speech and disruptive virtual behavior and, as a result, we are taking immediate steps to prevent this from occurring during future Fremont City Council meetings by eliminating virtual public comments.
Regularly scheduled Council Meetings will continue to be broadcast on Zoom (virtual comments disabled), on Fremont.gov, and our cable television Channel 27.
Members of the public may still watch meetings remotely and are welcome to submit public comments in advance of Council meetings via email. All email comments received by 4:00 p.m. on the day of a Council meeting, will be distributed to Councilmembers and published in the City’s Agenda Center on www.fremont.gov in advance of the meeting.
How to submit Public Communications/Public Comment by email prior to the meeting:
Send an email to councilmeetings@fremont.gov by 4:00 p.m. the day of the meeting. Please identify the agenda item number and meeting date in the subject line of your email or specify that it is not related to an agenda item. Emails will be compiled into files by agenda item number, distributed to the City Council and staff, and published in the City's Agenda Center on www.fremont.gov. If you wish to share an attachment/exhibit, submit the PDF formatted document(s) to the email above by the noted deadline.
Electronic comments on agenda items for the City Council meeting may only be submitted by email. Comments via text and social media (Facebook, Twitter, etc.) will not be accepted.

Morrison Canyon Trail has reopened after being closed since January when unprecedented severe weather caused mudslides, rockslides, and a partial collapse of the roadway. With the help of Federal Emergency Management Agency (FEMA) funding, geotechnical evaluations have been conducted and work has been completed to clear debris and provide a narrow path for recreational trail use. The area is still subject to rockslides and therefore should be used with caution. The road will remain closed to vehicles until further work is completed to stabilize the road and to withstand future extreme weather events. For more information about this and other storm repair and mitigation projects, please visit our Public Works Project Page.
This past Wednesday, 10/4, was International Walk and Roll to School Day. Students and families walked, biked, skated, took transit, and more to get to school. Most all of Fremont’s public schools participated in the event. Fremont elected officials were present at schools across the city to help greet students, distribute giveaways, and to thank them for walking and rolling. You can always refer to the City’s Safe Routes to School page for safety tips and the best route to bike or walk to your school here: city.fremont.gov/saferoutestoschool.
