Mid-Year City Council Priority Progress Report Now Available

In 2023 the Fremont City Council adopted three core priorities for the City which included focusing on public safety, combatting homelessness, and fostering the vitality of commercial corridors, while ensuring financial health and sustainability remain the City’s core principle. This week, City Manager Karena Shackelford released the mid-year Priority Progress Report outlining how staff has focused its efforts on these key areas so far this year.   

City staff has been off to a strong start working toward these priorities this year. Here are just a few milestones we’ve achieved in pursuit of these priorities:

• Used one-time revenues to increase funding for Capital Improvement Program projects to provide for improvements to city facilities and infrastructure desired by the community.
• Launched Homelessness Strategic Plan development process with plan completion expected in 2024.
• Fremont Police Department (FPD) completed a comprehensive assessment and evaluation of recruitment and hiring policies, procedures, and practices to ensure the department remains competitive and sustains the ability to hire qualified and competent police personnel.
• Launched Fremont's inaugural Restaurant Week, which generated tens of thousands of unique online visits to the Restaurant Week website and social media engagement and supported over 40 local restaurants during what is typically a slow time of year.

Vallejo Mill Historical Park Site Development Plan

On Tuesday, July 18, 2023, the Fremont City Council adopted the Vallejo Mill Historical Park Site Development Plan, which includes a dog park, four pickleball courts with lighting, driveway and parking improvements, security fencing and gates, and tree mitigation planting.

During the community engagement process for the Parks and Recreation Master Plan and through additional communication, the community expressed significant need for the City to provide pickleball facilities throughout the city, with a goal of 15 new courts to provide a standard level of service by 2026.  In addition to pickleball, the community expressed significant need for additional dog parks outside of Central Park. Central Park currently has the city’s only dog park. Staff identified the Vallejo Mill Historical Park as an ideal park site to be activated with pickleball and dog park amenities to satisfy priorities identified in the Parks and Recreation Master Plan.

The existing Vallejo Mill Historical Park site is situated in the Niles area with Niles Canyon Road (State Route 84) to the south, Mission Boulevard (State Route 238) to the west, and the Niles Canyon Railway to the north. The park site was home to two former mills built by Don Jose de Jesus Vallejo in the mid-1800s. The current park site consists of mill structure remnant, a paved parking lot in fair to poor condition, unpaved paths, park furnishings and signage, trees, and grassland. It is currently difficult to use this space for its intended park use with the current design.

The draft site development plan is for phase I of the Vallejo Mill Historic Park. The City hopes to implement a second phase that could include a historical park component, two additional pickle ball courts, additional parking and access to future trails in coordination with EBPRD. The draft site development plan for phase I can be viewed online. 

A request for proposals is expected to be issued in late summer and staff will return to Council for construction approval in the fall. The City’s Homeless Services Manager is leading a team of cross-departmental representatives, to develop a plan, to help assist those who are currently living within the park, with transitioning into shelter and housing programs. Project construction is anticipated to begin in late fall/winter and will likely take several months to complete. Staff will continue to provide updates on this project through our City communication channels.

Fremont’s Draft Climate Action Plan

Don't miss your chance to provide feedback on Fremont's updated draft Climate Action Plan! The plan, titled Climate Ready Fremont, presents short-term and long-term actions that the City will implement to both reduce community-wide greenhouse gas emissions and prepare for and adapt to the impacts of climate change.

Quarterly Maintenance at Central Park Dog Park

The Central Park Large and Small Dog Park Areas will be closed for quarterly maintenance July 25-27, 2023. The Dog Park will reopen on Friday, July 28. Tasks include deep steam cleaning, maintaining shrubs/trees, and disinfecting the turf, structures, fixtures, and drinking fountains.
