The City’s Development Services Center/Permit Center, located at 39550 Liberty Street, is adding more in-person hours of operation to assist the public with their permitting inquiries. Starting the week of June 5, 2023, the new schedule—which includes an additional in-person day—will go into effect. The Center will be open to provide in-person services on Tuesdays, Wednesdays, and Thursdays from 8:00 am to 3:30 pm (closed from 12:00 pm to 1:00 pm). The Center will no longer be open for in-person services on Mondays, and it will continue to be closed for in-person services on Fridays. On these days, staff will be focusing on processing online permits. Staff will continue to be available on Mondays and Fridays to assist the public by phone and email. Additionally, online services will become available over the next few months, which will replicate the in-person services provided on the days the Center is open to the public.
The Development Services Center/Permit Center serves as the City’s one-stop shop for helping community members obtain permits for their construction projects. Staff members from Planning, Building and Safety, Engineering, and Revenue are available to assist visitors and answer questions.
Starting June 1, solar installation contractors will be able to apply for the City’s new Instant Solar Permit (ISP) with the help of SolarAPP+, an online portal for permitting new residential rooftop solar and storage systems. SolarAPP+ will help streamline the permitting process by instantly issuing an ISP for code-compliant systems. It will provide an automated permit process that integrates with the City's existing permitting portal, Citizen Access.
The ISP application will be available for contractors registered with SolarAPP+. (Contractors can register now to be ready for June 1!) The ISP will accommodate roof-mounted solar photovoltaic panel installations with or without an energy storage system. To see which systems will be eligible, please refer to the SolarAPP+ Eligibility Checklists.
SolarAPP+ will make it easier for Fremont residents to install rooftop solar and storage systems. This will help promote clean, renewable energy for Fremont and help the City achieve its climate action goals.
For more information and instructions on how to apply, visit the City’s Instant Solar Permit webpage.

 Recognizing an Important Day
May 11 was National Children’s Mental Health Day. Our Youth and Family Services team recognized this important day by launching a virtual art exhibition highlighting the winners and entries in the Sixth Annual Children’s Mental Health Awareness Art Competition. View the exhibition online.
Earlier this week the lead on the Youth Ambassador’s project, Miss Sanah Bhardwaj, accepted the City’s Proclamation for the day at the May 9 City Council meeting. The Youth Ambassadors have launched their project survey on mental health disparities in the community and are seeking your input. Take their brief, online anonymous survey. The Human Services Department’s Youth and Family Services division encourages you to learn more about how it serves the mental health needs of our community by visiting the website.

Set to start on September 11, 2023, the reimagined service plan will increase train frequencies so that riders will not have to wait more than 20 minutes for a scheduled train on any day or at any hour of the week. The plan will also include an improved service to and from the San Francisco International and Oakland International Airports. The new schedule is based on ridership trends and responsive to post-pandemic commute patterns.
