 Fremont's Updated Housing Element Certified by State
Today, the City is proud to announce that the State has certified Fremont's updated 2023-2031 Housing Element. The Housing Element is an eight-year plan to meet the housing needs of everyone in the community. Under State law, all local governments in California are required to adopt a Housing Element and update it every eight years. The updated plan will help the City take significant steps toward ensuring fair housing and accommodating future housing needs for the community. Fremont is the sixth city in Alameda County to receive State certification.
 Council Selects New Vice Mayor
The Fremont City Council selected a new Vice Mayor at its regularly scheduled March 21, 2023, Council meeting. Vice Mayor Teresa Cox will serve in this capacity from March 2023 through November 2023.

If you participate in the green bin organics collection program, you are eligible to pick up two free bags of compost at the Fremont Recycling & Transfer Station, located at 41149 Boyce Rd., as part of our popular Compost Give-Away event on Sunday, April 2, from 8 am to noon, while supplies last. Just bring your most recent Republic Services garbage bill as proof! This quality compost comes from our yard trimmings and food scraps and is carefully processed into a useful soil amendment for landscaping. The City's Community Development Department is hosting an in-person community meeting to discuss necessary updates to Fremont’s accessory dwelling unit (ADU) ordinance on Monday, April 3 from 6:00 pm to 7:00 pm. ADUs are independent living units attached or detached to a single-family home or established within a multi-family development. An update to Fremont’s ordinance is necessary for consistency with recently adopted state laws and to simplify local development standards, consistent with the City’s General Plan and Housing Element.
This community meeting will be held at the Downtown Event Center, State Room, located at 3500 Capitol Ave. in Fremont. All members of the public are welcome to join. Parking is available adjacent to the building, and the Fremont BART Station is just a 15-minute walk away.
Join the meeting to learn about current laws governing the development of ADUs and the need for changes to the ordinance. The City wants your input!

 Fremont Celebrates Arts, Culture, and Creativity Month
April is Arts, Culture, and Creativity Month across California! First proclaimed by the California State Legislature in 2019, the state is celebrating its fifth year of recognizing the importance of the arts to the economy and the community. The City of Fremont declared its own proclamation in 2022, and Fremont Creates was formed this year to celebrate this special month at the local level. Fremont Creates brings together artists and creatives who are producing local events and exhibits throughout the entire month of April. There are a variety of events for the community to enjoy, including spoken word, music, visual arts, and history tours.
The Alameda County Water District Board of Directors voted unanimously at a special Board meeting on March 21, to rescind drought surcharges effective April 1. The surcharge of $0.82 applies to every 748 gallons, or unit of water, customers use.
ACWD thanks its customers for their continued water use efficiency.
The decision to rescind drought surcharges was based on several factors:
- Local precipitation
- Anticipated Sierra snowmelt
- Customers' continued efficient water use
- District's financial condition
ACWD’s water use restrictions and ordinance prohibiting some types of water use remain in effect. Several criteria will be considered to determine ending the local drought emergency status, including the State’s drought emergency declaration and executive orders, associated State emergency regulations, and local and imported water supply conditions.
