COVID-19 State of Emergency Orders Expired February 28, 2023
On February 28, 2023, Governor Newsom ended California’s COVID-19 State of Emergency, and the Board of Supervisors ended Alameda County COVID-19 Emergency. Similarly, City of Fremont COVID-19 emergency legislation, proclamations, and orders not previously terminated, and which are tied to the state and/or county emergency orders, have expired as of February 28, 2023.
Regarding eviction moratoriums, the City’s Residential Eviction Moratorium was previously terminated by the City Council, and the Small-Scale Commercial Eviction Moratorium will expire on March 30, 2023 (30 days after the end of Covid-19 local emergency). The Board of Supervisors has voted to extend the Alameda County Eviction Moratorium through April 29, 2023 (Saturday), at which time it will expire unless further extended. The City of Fremont Human Services Department can provide information and referrals to mediation and eviction assistance and other services. During the last three years of the pandemic, the City of Fremont assisted 1,450 households with $17.2 million in rental and utility assistance. The City will continue to provide information about resources available for community members.

The City of Fremont held a City Council retreat on Tuesday, February 28, 2023, from 9:00 am to 3:00 pm at the Downtown Event Center. The retreat provided an opportunity for Councilmembers to establish norms and protocols to maintain a strong dynamic of Council-staff teamwork. Fremont’s newly seated Council discussed trends in local government and top priorities to focus resources on in Fremont. Emphasizing that all core services operate on the foundation of fiscal sustainability, the Council will once again focus its top priorities on supporting the vitality of neighborhood commercial districts, taking measures to address homelessness, and public safety. The City will be publishing a report that summarizes the results of the retreat in the coming months.

Attend the next Fremont City Council meeting on Tuesday, March 7 at 7:00 pm. City Council agendas and how to attend the meeting will be posted online in the Agenda Center at least 72 hours in advance of the meeting.

Trends, services, initiatives, and the partnership between FUSD and the City’s Human Services Department were discussed.

The City’s Geographic Information Systems Division (GIS) would like to hear how you make use of or visualize information and data. Your responses to the GIS survey posted on MyFremont will help us develop a 5-year Strategic Plan to guide and improve GIS services and products. To see an example of a current GIS product, we invite you to visit the City’s Open Data Hub, an online library and reference tool that provides easy access to maps, data, websites, story maps, and applications. The survey will be available from March 1 through April 16.

Fremont Ranks No. 1 in the Nation for Happiest Cities
The City of Fremont once again ranked No. 1 as the happiest city in the U.S. according to a recent study conducted by Wallet Hub. The national study compared large cities across three key dimensions: 1) Emotional & Physical Well-Being, 2) Income & Employment and 3) Community & Environment.
In celebration of Youth Art Month, the Human Services Department’s Youth and Family Services Division, in partnership with Fremont Unified School District, is excited to announce its Sixth Annual Virtual Student Art Contest. The contest promotes National Children's Mental Health Awareness Day on May 11, 2023. Fremont residents or FUSD students' kindergarten through 12th grade are invited to digitally submit original art, photographs, and poetry based on this year’s theme “My Happy Place.” The first 100 entries are guaranteed to be judged. Deadline to submit entries is 12:00 pm on Friday, March 24, 2023.
Assembly Bill 481 went into effect on January 1, 2022, which defined certain law enforcement equipment as “military equipment” and required all state law enforcement agencies to seek council’s approval for the equipment. Fremont City Council reviewed and approved FPD’s equipment at their April 19, 2022, Council meeting. Moving forward, the police department is required to produce an annual report outlining the use of the approved equipment, hold a community event showcasing all such equipment, and then attend a council meeting for annual review. For clarity, the Fremont Police Department does not participate in the Military Surplus Program (AKA 10-33 program).
