On December 8, 2022, the Registrar of Voters certified the results of the recently concluded Fremont City Council election. As a result, the installation of newly elected and re-elected Councilmembers will occur at the December 13, 2022, Fremont City Council meeting.
Official Election Results:
District 2 – Desrie Campbell (newly elected)
District 3 – Jenny Kassan (re-elected)
District 4 – Yang Shao (re-elected)
Prior to the installation of the newly elected/re-elected Councilmembers, Mayor Lily Mei will present outgoing Councilmember Rick Jones with a proclamation to honor his dedicated years of service to the Fremont community.
Regular City Council Meeting:
At 7:00 pm, the regular City Council meeting will begin with our currently seated City Council. The tentative agenda for the ceremonial component of the meeting is as follows:
- Recognition of and comments by outgoing Councilmember Rick Jones.
- Oath of office and installation of newly elected/re-elected Councilmembers.
- Comments by Mayor and newly elected/re-elected Councilmembers.
- Mayor Mei resumes the normal agenda with the newly seated Council in place, by taking up the regular Public Communications agenda item (Item 4.A).
In accordance with current City of Fremont meeting protocols, we invite and encourage the public to participate via Zoom, or by watching on Channel 27 or via webcast.
As in years past, the City of Fremont will be implementing a Holiday Closure for many non-public safety City services from Friday, December 23 through Monday, January 2, 2022. City Holidays are observed December 23, 26, 30, 2022, and January 2, 2023, while limited City services will be offered December 27, 28, and 29, 2022. City offices participating in the Holiday Closure will re-open for business on Tuesday, January 3, 2023. Police and fire services will not be affected during this Holiday Closure.
Help Fremont Firefighters bring holiday cheer to local children in need! Donate new, unwrapped toys or gift cards (denominations of $25 are suggested) from Amazon, Target, Walmart or Visa and drop the items off at any Fremont Fire station until Thursday, December 15, 2022.
This weekend, December 10-11, Fremont Firefighters will also be collecting gift cards and unwrapped, new toys for the Toy Drive in front of the Pacific Commons Target (43950 Pacific Commons Boulevard) from 9:00 am to 5:00 pm.
It’s not too late to support Giving Hope this year! Our staff has started shopping for wish lists that were not sponsored and we still need gift cards. Donated gift cards are combined with purchased gifts to support these unsponsored wish lists. Cards that remain after the holidays will be distributed to those who need them through our Urgent Need Fund. Donating gift cards is an opportunity to increase choices for our neighbors this season. The National Weather Service has issued a Wind Advisory for Saturday, December 10 at 2:00 am through 3:00 pm. Winds from 14 to 23 mph are forecasted, with gusts up to 29 mph. Tree limbs could be blown down, lightweight objects may blow away, and isolated power outages are possible. The National Weather Service advises to use extra caution when driving. Secure outdoor objects.
Heavy rain is forecasted, with up to .75” rain possible Saturday, and a possibility of thunderstorms and additional rain Saturday night into Sunday.

Fremont residents and businesses may pick up a maximum of 10 sandbags (per household/business), if needed, at the following locations. Bags and sand will be provided; however, you must bring your own shovel.

Did you know Fremont is home to 30 affordable housing developments, and more are on the way? To make it easier for community members to learn about these existing and upcoming developments, the City has launched a new tool, Affordable Housing in Fremont. This new interactive mapping tool includes the following information for each development: location, photos, number of units, income requirements, and contact information (if available). The tool includes an introduction, a map showing all developments, a map showing only upcoming developments, and a list of affordable housing resources. Explore the tool to learn about all of the different affordable housing options in Fremont.
Caltrans has scheduled to close northbound Interstate 680 overnight from the I-680/State Route 84 junction to the Sunol Boulevard exit starting December 12, 2022, and anticipated to complete in April 2023. All lanes of northbound I-680 will be closed from 10:00 pm to 5:00 am Monday through Friday. Weekend closures are not anticipated, barring unforeseen circumstances. The work is scheduled to begin Monday, December 12, barring unforeseen developments such as weather. All work is weather-dependent. The work is part of a major improvement project that will repave I-680 and replace entire sections of the roadway to enhance safety and provide a smoother ride to motorists.
California State law, Senate Bill 1383, aims to keep food and other compostable materials ("organics") out of landfills to reduce emissions that contribute to climate change. In Alameda County, the law is implemented and enforced under the Organics Reduction and Recycling Ordinance.
The City is sharing this reminder from StopWaste that all Fremont businesses, nonprofits, institutions, schools, and multifamily properties must have compost and recycling collection service or a waiver on file. This is the law under this new California Senate Bill 1383. In January, StopWaste will begin issuing citations to sites that do not have the required service or waiver. Act now to avoid fines.
The City is implementing a Holiday Closure for many non-public safety City services from Friday, December 23, 2022, through Monday, January 2, 2023. During the closure, all construction and development services will be unavailable. More details are available below. The City appreciates your patience and cooperation and wishes everyone a happy holiday season.
- The City’s online permitting portal, Citizen Access, will be unavailable starting Thursday, December 22, 2022, at 5:00 pm through Tuesday, January 3, 2023, at 8:00 am. Online requests for permits and building inspections will not be available during this time. This includes planning, building, and engineering permits. Please keep this in mind when planning construction and development projects requiring these types of permits.
- The City has adopted the 2022 building and fire codes, which are effective on January 1, 2023. Applicants who wish to apply for a building/fire permit under the 2019 building and fire codes must submit their request in Citizen Access by 5:00 pm on Thursday, December 22, 2022.
- To schedule a building inspection for Tuesday, January 3, 2023, the City’s Inspection Scheduling Phone Line will be available starting Thursday, December 29, 2022. The phone number is 510-494-4885. Online inspection scheduling through Citizen Access will not be available until Tuesday, January 3, 2023, at 8:00 am.
- General email accounts and phone lines will not be monitored during the Holiday Closure. Staff will not be responding to emails received during the closure. Community members should avoid sending any emails during this time.
- The City's Development Services Center/Permit Center will be closed and reopen on Wednesday, January 4, 2023, at 8:00 am.

As you gather with friends and family this holiday season, keep COVID-19 and other respiratory viruses in mind:
- Get your flu and updated COVID-19 booster. It’s the best way to protect against becoming severely ill.
- Stay home if you are sick, and get tested before and after gatherings or if you have COVID- 19 symptoms. School-aged children should also test before gatherings, and before going back to school from the holiday.

Check local conditions. Take extra precautions if you’re visiting a community with higher COVID-19 community levels.
- Wearing a high-quality, well-fitted mask (N95, KN95, or KN94) over your nose and mouth is one of the best tools to protect yourself from COVID-19 and other respiratory infections like the flu.
The flu vaccine and COVID-19 updated boosters can safely be given at the same time and Alameda County strongly encourages everyone eligible to get their doses now.
- The Centers for Disease Control and Prevention (CDC) recommends everyone ages 6 months and older receive a yearly flu vaccine.
- If you are at higher risk of developing serious flu complications, receiving a flu vaccine is important.
- The flu vaccine and the COVID-19 booster can safely be given at the same time, but they can also be given at different times. Alameda County recommends getting both vaccines before gathering for the holidays. It can take up to two weeks for the vaccines to be fully effective.
- Side effects from vaccines are temporary and normal signs that your body is rebuilding protection against severe disease.
- The flu vaccine is available through Alameda County’s at-home vaccination program. At this time, the at-home flu vaccine will only be offered to those also receiving the COVID-19 vaccine.
- Many pharmacies accept most insurance, including Medi-Cal. Schedule a vaccination at www.vaccines.gov/find-vaccines or https://myturn.ca.gov/.
