 Giving Hope Wishlist Sponsors Still Needed
Giving Hope still has wish lists for seniors, families, and individuals in need of sponsors. By having wish lists fulfilled, the recipients can focus their resources on the things and traditions they find important at this time of year. Wish lists can include requests for specific gifts, gift cards, or both. Visit our website for information about how you can sponsor a wish list and increase the choices one of your neighbors will have the season.
Thanks to continued State funding support, including a recently allocated $12 million grant, plans are advancing on two exciting projects to expand Fremont’s trail network and celebrate Fremont’s unique prehistoric history.
Sabercat Trail will soon be extended west over Interstate 680 to connect with the Irvington community. The bridge over I-680 will resemble a fossil skeleton to reflect the surrounding area’s history. Additionally, plans are in the works for a museum to celebrate and educate the public about the Irvingtonian Period and to display a collection of Irvingtonian artifacts. The museum would provide a world-class natural history attraction in Fremont.

 Upcoming December 6 City Council Meeting
At next week’s City Council meeting on December 6, 2022, which begins at 7:00 pm, the Council will hear a presentation by City staff on the following items:

- Mission Peak Lease Agreement with East Bay Regional Park District

The City is nearing completion of the Housing Element update process for Fremont. The Housing Element is an eight-year plan to meet the housing needs of everyone in the community. Under State law, all local governments in California are required to adopt a Housing Element as part of their General Plan and update it every eight years.
This past summer, the City prepared a Draft 2023-2031 Housing Element that incorporated public feedback and submitted this draft to the State of California’s Department of Housing and Community Development (HCD). On November 22, the City received a letter from HCD regarding Fremont’s Draft Housing Element. The letter 1) indicated that the draft addresses most statutory requirements, and 2) identified a few areas of the draft that should be revised to comply with State Housing Element Law.
City staff is now revising the draft in accordance to HCD’s feedback and will be presenting an updated 2023-2031 Housing Element to the City’s Planning Commission on Thursday, December 22 at 7 p.m. At this public hearing, staff will be asking the commission to make a recommendation to the Fremont City Council to consider adoption. The agenda for this public hearing will include the updated Housing Element as well as instructions on how to provide public comment and participate. The agenda will be posted online at least three days before the hearing.
The Always Dream Play Park will be closed beginning Monday, December 5, 2022, for approximately 4 to 5 weeks to undergo a major surfacing upgrade project to the entire site.
The playground is located at Central Park on Stevenson Boulevard. While the playground is closed for renovations, park visitors can visit the three other playgrounds in Central Park. We apologize for the inconvenience. Your support and patience are greatly appreciated.

The Central Park Large and Small Dog Park Areas will be closed for quarterly maintenance December 6-8, 2022. The Dog Park will reopen on Friday, December 9.
Tasks include deep steam cleaning, maintaining shrubs/trees, and disinfecting the turf, structures, fixtures, and drinking fountains.

Fremont residents and businesses may pick up a maximum of 10 sandbags (per household/business), if needed, at the following locations. Bags and sand will be provided; however, you must bring your own shovel.

Starting in December - Northbound I-680 Overnight Closures Between State Route 84 & Sunol Boulevard
Caltrans will be conducting a major improvement project that will repave Interstate 680 and replace entire sections of the roadway to enhance safety and provide a smoother ride to motorists. They have scheduled to close freeway lanes and entire sections of northbound I-680 overnight from the I-680/State Route 84 junction to the Sunol Boulevard exit starting in December 2022, with an anticipated completion in April 2023. All lanes will be closed from 10:00 pm to 5:00 am., Monday through Friday.
I-680 Ramp Metering Activation in Alameda and Santa Clara Counties
Beginning Tuesday, December 6, Caltrans will activate ramp meters on northbound Interstate 680 between Milpitas and Pleasanton, including Scott Creek Road, Mission Boulevard/Route 262, and Vargas Road in the City of Fremont. Ramp metering improves the safety of vehicles merging and the flow of traffic by preventing large numbers of vehicles from getting on the freeway at the same time. The ramp meters will operate only on weekdays from 2:00 pm to 8:00 pm and will only regulate traffic once congestion develops.
Recently, the Biden-Harris Administration passed the CHIPS and Science Act of 2022 to support the American manufacturing of semiconductors. As one of the few remaining Silicon Valley cities to still have strong ties to the region’s semiconductor legacy, Fremont is eager to answer the call.
Home to some of the most well-known semiconductor equipment manufacturers, including Lam Research, Fremont stands to benefit disproportionately from the CHIPS Act and the reshoring of critical supply chains. With the ripple effects of the CHIPS Act already evident across various local developments.

Starting January 3, 2023, the following changes involving credit card payments will take place in Citizen Access, the City's online permitting portal:
- A 2% convenience fee will be added to each credit card payment. The convenience fee is a bank service charge and is not a fee charged by the City.
- There will no longer be a maximum credit card payment amount.

The California Public Utilities Commission (CPUC) will hold remote public forums to provide an opportunity for customers of various telephone, mobile voice, and Voice over the Internet Protocol (VoIP) service providers to offer their input to the CPUC regarding their quality of voice services. Join the forums and make your voice heard on December 6, 2022, at 6:00 pm and December 8, 2022, at 1:00 pm. The forums will also be recorded and archived for future viewing.

The following partial road closures will take place on Saturday, December 31, 2022, from approximately 3:00 pm to 1:00 am on January 1, 2023 near Gurdwara Sahib (300 Gurdwara Road, Fremont):
- Gurdwara Road (between Grau and Mission Blvd.) will be partially closed for the event.
- No left turn will be allowed from Gurdwara Road onto Mission Blvd.
- No left turn will be allowed from Mission Blvd onto Gurdwara Road.
A shuttle will be operating between Gurdwara Sahib and a parking area at 7th Street in Union City during hours of the event. Please note the consumption or possession of alcohol, meat, or tobacco is not permitted at the site, and head scarves are required on Gurdwara premises. Contact Gurdwara Sahib for additional event information.

The City of Fremont continues partnering with Bay Area Community Health (BACH) to provide no-cost drive-thru COVID testing. Drive-thru appointments are available on the following dates from 9:00 am to 3:30 pm at the Fremont Central Park Parking Lot, behind Aqua Adventure Waterpark, 40500 Paseo Padre Pkwy.:
