City’s Draft Housing Element Now Open for Public Comment
The City is excited to announce that the Draft 2023-2031 Housing Element is now available on the City’s website. The Housing Element is an eight-year plan to meet the housing needs of everyone in the community. The release of the draft marks a major milestone in the City's Housing Element Update and the culmination of months of community engagement, stakeholder outreach, and staff analysis.
The release of the draft starts a 30-day public input process where interested community members can submit comments on the draft to the City.
To kick off this public comment period, the Fremont City Council will receive an overview of the draft at their regularly scheduled meeting on Tuesday, July 12 at 7:00 pm. The Council agenda with meeting details is available by visiting the City Council Agenda Center. The City's Planning Commission is tentatively scheduled to discuss the draft in a work session on Thursday, July 28. View the Planning Commission Agenda Center.
The 30-day public comment period will be open from Friday, July 8 through Monday, August 8. Members of the public are encouraged to review the draft and email any comments to housingelement@fremont.gov.
New Outdoor Commercial Patio Program for Fremont Businesses
Time to apply! The City’s new Outdoor Commercial Patio Program will start accepting applications this Monday, July 11. The new program offers businesses a streamlined and low-cost process for obtaining a permit for their permanent outdoor space. Businesses can develop outdoor patios up to 750 square feet. All businesses who apply before January 2023—whether or not they were part of the City’s temporary Pop Up Patio Pilot Program—may qualify for reimbursement of the $500 permit fee. Join us this summer at the Central Park Performance Pavilion on Thursday evenings for the City of Fremont’s 2022 Summer Concert Series, brought to you by Washington Hospital and Fremont Bank. Our Concert Series has kicked off and will be held through August 11 from 6:00 to 8:00 pm and will feature a variety of musical genres and performers. Concerts are free and open to the public. Parking lots near the concert venue fill up by 5:00 pm, so plan to arrive early if you want a good spot. Also, barbecues are not allowed in the concert venue area.
On June 30, 2022, Governor Newsom signed AB 178: Budget Act of 2022, which includes $14.5 million in direct funding for the City of Fremont. City staff worked closely with its elected representatives, who championed Fremont’s budget requests to secure funding for the City. The City would like to extend its gratitude to Assemblymember Alexander Lee, Senator Wieckowski, and their staff for their dedicated partnership. The City’s state lobbyist, Townsend Public Affairs, was also instrumental in this effort. Fremont will be receiving direct funding for the following projects:
- $8,000,000 for the Fremont Teen Center Building Upgrades
- $6,000,000 for the Sabercat Bridge and Trail Project
- $500,000 for the Fremont Housing Navigation Center

The Tri-City Animal Shelter has extended their kitten promotion, and adoption fees are waived for all qualified adopters through August 6, 2022. Each kitten adoption includes microchip, spay/neuter surgery, age-appropriate vaccinations, and flea treatment. Caltrans will close Niles Canyon Road in both directions from Palomares Road in Fremont to Main Street in Sunol the weekend of July 22-25 for work on the Alameda Creek Bridge. The road will be closed from 8:00 pm on Friday, July 22 to 5:00 am on Monday, July 25.
