FY 2022/23 Proposed Operating Budget - Presentation of FY 2022/23 Proposed Operating Budget. The first public hearing to comment on the budget will be on June 7, and the second hearing and adoption will be on June 14. Public hearings are part of the Council meeting which will begin at 7:00 pm. City Council agendas and how to attend the virtual meetings will be posted online in the Agenda Center at least 72 hours in advance of the meeting.

Alameda County’s daily reported COVID cases and testing positivity are similar to Delta, but far below what was observed during Omicron.
- COVID case rates are highest among residents in their 20s to 40s, and the County is not yet seeing race or place-based disparities in case rates that characterized previous waves.
- Hospitalization of people with COVID remain at levels well below what we saw during Delta and far below Omicron, and ICU admissions are low. Deaths from COVID are similarly much lower now.
- This is likely attributable to high vaccination and booster rates, which are providing strong protection against severe illness, as well as availability of COVID medications, and greater immunity from past infections.
- Alameda County and the State strongly recommend taking measures like wearing masks in indoor public settings to protect yourself and others from this highly infectious virus.
Following FDA authorization of COVID boosters for 5-11 age group, Alameda County awaits CDC and Western States Scientific Safety Review Workgroup recommendations.
- If these recommendations align with the FDA’s, the County will provide boosters at County-supported and operated vaccine clinics.
- The CDC’s recommendations will inform how boosters are rolled out to this age group.
- Sixty-two percent of 5–11-year-olds, higher than the statewide average, are fully vaccinated. Forty-seven percent of fully vaccinated 12–15-year-olds have received a booster.
- The primary series provides strong protection against hospitalization and death, and boosters have been found to bolster this protection in ages 12 and up.
- Vaccine for all kids, even if they had a previous COVID infection continues to be important.
Wastewater data can confirm what Alameda County is seeing in other COVID data points, especially as more testing is happening in homes and going unreported.
- To be more useful, it needs to provide information for the entire County. Currently there is only one sampling location in Alameda County. The one site is East Bay Municipal Utility District (EBMUD) influent, serving the EBMUD sewer shed (Oakland, Berkeley).
- UC Berkeley and EBMUD started wastewater surveillance there early in the pandemic. Reporting now occurs through California Department of Public Health (CDPH).
- There is also variability in the day-to-day data, and it may be best to use longer time frames for data interpretation purposes.
