 The BART West Access Bridge and Warm Springs Plaza is Now Open
The West Access Bridge and Warm Springs Plaza, located at the Warm Spring/South Fremont BART Station, opened to pedestrians and bicyclists on Thursday, February 3. The West Access Bridge and Plaza Project is a $41 million investment that connects the surrounding community to transit, housing, and workplaces – enabling a more seamless, enjoyable commute for all who work and live in Fremont.
The City would like to acknowledge the partners that made this project possible, including:
- BART, the owner of new station access point
- Alameda County Transportation Commission, the primary source of construction funding ($30 million)
- Union Pacific Railroad, the provider of support for the bridge over their tracks
- Biggs Cardosa Associates, structural engineer
- HNTB, bridge architect
- Gates and Associates, plaza designer
- Shimmick Construction, the construction contractor
 Safe Parking Host Site Pilot Program
The Safe Parking Host Site Pilot Program is one of many programs the Fremont City Council has recently adopted to help address homelessness in the City of Fremont. The program is designed as a safe, transitional space for individuals living in their vehicle. It's a rotational model, with four faith-based organizations across the city hosting individuals or couples on their site for one month before rotating to the next site. The four sites are: Christ the King, Grace Church, Niles Discovery Church, and South Bay Community Church. On January 31, 2022, the City launched the Safe Parking at the first of the four sites. Volunteers staff the check-in and check-out process in the evenings and mornings, fostering a community for our unsheltered neighbors.

 City Hosting Webinars for Fremont Businesses on Outdoor Patio Regulations
As the City transitions into the next phase of pandemic response and recovery, our staff is making plans to allow the vibrant outdoor spaces created through the Pop Up Patio program on a more permanent basis. Staff kicked off this process in November 2021 with a survey to current Pop Up Patio businesses about their current operations and initial thoughts on potential regulations. Using that feedback, the City has developed an initial proposal that will be presented for feedback at two upcoming virtual webinars for the business community on February 7 and February 10.
A link to participate in the webinar will be sent via email within 1-2 business days of registration. The same webinar content will be presented on both days, so interested parties should only plan to attend one of the two webinars.
The City will also be posting a recording of the first webinar on the Pop Up Patio webpage for anyone who is not available to attend.

 Help AC Transit Improve Bus Stops in Fremont
AC Transit is seeking input from the community on improvements to their bus stops. Fremont residents that use their service can help by completing a 5-minute survey addressing the topics of seating, shelter, lighting, bus service information, and trash collection.

This webinar is part of a series sponsored by the Alameda Countywide Clean Water Program, of which the City is a member agency.
Alameda County hopes to see a more substantial decline in Omicron cases in the coming weeks but urges residents to continue following COVID precautions while rates remain very high.
- The County is currently observing a decline in COVID-19 cases and if the current trend continues, we should see a substantial decline in the coming weeks.
- The County predicts that the risk for COVID-19 will continue post-Omicron, likely with intermittent waves.
- Preventing and addressing COVID disparities including supporting vaccination, testing, and treatment access will continue to be public health priorities.
- Universal Case Investigation and Contact Tracing are likely going to be replaced by a focus on high-risk settings.
- Resource and care navigation will continue to be important for our vulnerable communities.
- Emergency requirements will continue to ease while more selective care and prevention efforts will be necessary.
- Masking and/or other restrictions, once lifted, could be needed again for a severe variant.
- Individuals, families, and institutions will need to understand and manage ongoing COVID risk.
Alameda County is closely monitoring the emergence of the BA.2 Omicron subvariant.
- The subvariant was reported in California and, while case have not yet been detected in Alameda County, it is likely here.
- The County has learned that BA.2 spreads more easily than Omicron, and the severity of the virus may be similar.
- Being vaccinated and boosted offer protection against BA.2 and, as of now, the County does not expect that it will change the overall trend in the winter wave.
Eligible Alameda County residents, ages 16 and over, can now make vaccine booster appointments at County supported vaccination clinics.
- Appointments can be made online.
- Drop-in appointments will continue to be prioritized for residents living in highly impacted zip codes to ensure equitable access.
Alameda County is not reintroducing the face mask exemption at this time for vaccinated people in limited settings.
- Case rates and hospitalizations in Alameda County continue to be much higher than when that local order was first introduced.
- Alameda County rescinded the exemption on December 30 and everyone, regardless of vaccination status, must wear a mask in all indoor public settings.
