Season's Greetings from the City of Fremont! We’re wrapping up 2021 with our last issue of The Fremont Connection newsletter, which debuted in March. We hope you’ve enjoyed keeping up on City-related news throughout the year. As a reminder, the City of Fremont is implementing a Holiday Closure for many non-public safety City services from Thursday, December 23 through Friday, December 31, 2021. City offices participating in the Holiday Closure will re-open for business on Monday, January 3, 2022. Police and fire services will not be affected during this Holiday Closure.
We hope everyone stays healthy and safe this holiday season!

Construction and Development Services Not Available during Holiday Closure
During the City’s Holiday Closure scheduled for December 23-31, 2021, all construction and development services will be unavailable.
- The City’s online permitting portal, Citizen Access, will be unavailable starting Wednesday, December 22, 2021, at 12:00 p.m. through Monday, January 3, 2022 at 8:00 a.m. Online requests for permits and building inspections will be unavailable during this time. This includes Planning, Building, and Engineering permits. Please take this into consideration when planning for your project.
- To schedule a building inspection for Monday, January 3, 2022, the City’s Building Inspection Scheduling Line will be available starting Wednesday, December 29, 2021. The phone number is 510-494-4885.
- General email accounts and phone lines will not be monitored. Staff will not be responding to emails received during the Holiday Closure. Community members should avoid sending any emails during this time.
- The City's Development Services Center will be closed and will reopen on Monday, January 3, 2022.
When planning for your construction or development project, please consider that these services will be unavailable during the Holiday Closure. The City appreciates your patience and cooperation and wishes everyone a happy holiday season.
Fremont Mayor Mei joins 26 US Mayors in calling for the Biden Administration to expand parole protections for Afghans and Haitians and provide federal funding to assist local communities in addressing housing and legal service needs for these targeted populations.

The next Fremont City Council Meeting will be held on Tuesday, January 11, 2022.
Being a good neighbor fosters a sense of community and enhances the quality of life in Fremont. To remind residents what it means to be a good neighbor and how to comply with City requirements, the City is sharing some helpful tips to follow.
If a concern arises, discuss it with your neighbor in a calm and considerate manner. Bring up how it affects you and/or the neighborhood and work together to find a solution. If there is still an issue about a code compliance issue, the City’s Code Enforcement team can provide support. For more information, visit our Code Enforcement webpage.
Remember that doing your part to be a good neighbor benefits the entire community. You can help keep Fremont a safe and desirable place to live, work, and play!
To combat a nationwide spike in traffic fatalities related to reckless speeding and homeless individuals, the Humans Services Department and the City’s Public Works Transportation Division have partnered to distribute 100 traffic safety kits. These kits, consisting of a safety vest, flashlight, bicycle reflectors, and a reflective backpack, will make unhoused members of our community more visible while walking and biking at night.
Simultaneously, the Fremont Police Department is placing officers at visible locations to ensure drivers are following all necessary precautions to driving safely, especially during the holiday season. These efforts expand upon the City’s existing Vision Zero action plan. Learn more about Fremont’s Vision Zero efforts to keep all drivers, pedestrians, and bikers safe.
The City’s Environmental Services Division encourages residents to compost Christmas trees this holiday season. From Monday, January 3 through Friday, January 14, single-family homes can place their Christmas trees in the gutter on their respective collection day. Trees that are over 6 feet should be cut in half before placed in the gutter. Alternatively, residents can also cut the tree into pieces and place it in the green organics cart with the lid closed.
If you’re living in a multifamily complex, residents are encouraged to contact their property manager to learn how their trees can be properly collected and composted.
Trees are compostable if they are free of all decorations, tinsel, nails, and tree stands (including wooden stands nailed to the bottom of the trunk). Compost your tree first, if possible, but if your tree contains decorations or flocking that cannot be removed, it can be cut up and placed in your black garbage cart on scheduled collection days.

Friday, December 31, 2021 – New Year’s Eve at Gurdwara
The following partial road closures will take place on Friday, December 31, 2021, from approximately 4:00 pm to 1:00 am on January 1, 2022 near Gurdwara Sahib (300 Gurdwara Road, Fremont)
- Gurdwara Road (between Grau and Mission Blvd.) will be partially closed for the event
- No left turn will be allowed from Gurdwara Road onto Mission Blvd.
- No left turn will be allowed from Mission Blvd. on to Gurdwara Road
A shuttle will be operating between Gurdwara Sahib and a parking area at 7th Street in Union City during hours of the event. Please note the consumption or possession of alcohol, meat, or tobacco is not permitted at the site, and head scarves are required on Gurdwara premises. Sundays January 2022 (Jan. 9, 16, 23, & 30, 2022) – Early Bird Bicycle Race Training in South Fremont
The following road closures will take place on multiple Sundays in January to include January 9, 16, 23, and 30, 2022, from approximately 6:00 am to 6:00 pm. The bicycle training races will take place on a one-mile loop of City streets, which will be closed to all but local vehicle traffic and controlled access to businesses during the events.
- Gateway Blvd. between Bayside Pkwy. and Lakeview Blvd.
- Lakeview Blvd. between Gateway Blvd. and Bayview Drive
- Bayview Drive between Lakeview Blvd. and Bayside Pkwy.
- Bayside Pkwy. between Gateway Blvd. and Bayview Drive
Approximately 200 new and experienced bicycle racers will be taking part in the seven separate multi-lap events each Sunday on the course. Please drive in the direction of race traffic, so as not to meet the bicycles head-on. The first event of the day will start at 8:00 am and the final race will end by 4:45 pm. Roads are anticipated to be closed to the public from as early as 6:00 am and will reopen by 6:00 pm. For more information reach out to the Event contact or send an email.

 Alameda County Water District Declares Water Shortage Emergency
Mandatory Water Use Restrictions in Effect
Following two critically dry years and with expected water supply constraints, the Alameda County Water District has declared a water shortage emergency and adopted an ordinance with mandatory water use restrictions aimed at reducing water use by 15% across the Tri-City area. Individual customer accounts will not be subject to specific reductions.
Customers are asked to eliminate water waste, limit outdoor irrigation while maintain landscape viability and minimize other non-essential water use.

The City of Fremont will award approximately $783,000 in Social Service grant funds to non‐profit organizations in FY 2022‐2025 (July 1, 2022 – June 30, 2025). The grants are awarded on a three‐year funding cycle. Agencies funded through this Request for Proposals (RFP) process will receive funding for FY 2022‐2023. These agencies will also receive funding in FY 2023‐2024 and FY 2024‐2025, pending availability of funds, satisfactory mid‐year evaluations, Senior Citizen Commission or Human Relations Commission recommendations and City Council approval.
The City of Fremont supports social services designed to foster the independence of service recipients/clients and prevent the need for services in the future, while also supporting those organizations that assist persons in crisis and those who lack the basic necessities of life.
Old Mission San Jose will celebrate 225 years in June of 2022. An active group of community volunteers has come together and are planning a series of events to promote the anniversary during the upcoming months. Commemoration activities will feature live music and concerts, organized walking tours, and a speaker series. Join the interest list to be informed of events and activities during the yearlong celebration.
Bay Area Community Health is partnering with the City of Fremont to offer free pop-up COVID-19 testing on a monthly basis. Drive-thru appointments are available on the following dates from 9:00 am to 3:30 pm at the Fremont Central Park Sports Complex, located at 1110 Stevenson Blvd.:

- Friday, January 14, 2022
Masks are required to protect the health and safety of both workers and visitors. Walk-ups are accepted, but registration is highly recommended to help reduce your wait time.
Bay Area Community Health receives United States Department of Health and Human Services (HHS) funding and has Federal Public Health Service (PHS) deemed status with respect to certain health or health-related claims, including medical malpractice claims, for itself and its covered individuals.
The California Health and Human Services Agency and the California Department of Public Health issued a joint statement recommending expanded Pfizer-BioNTech Booster eligibility for 16- and 17-year-olds.
- The State’s recommendation follows the Western States Scientific Safety Review Workgroup’s recommendation to expand eligibility for boosters at least six months after completing their primary vaccination series.
- At this time, only the Pfizer-BioNTech COVID-19 vaccine is authorized and recommended for adolescents aged 16 and 17.

MyTurn.ca.gov is currently being updated to reflect the expanded eligibility. Parents and guardians are encouraged to check with their teen's health care provider to schedule their booster appointment.
Alameda County modified its mask Order by adding exemption language to align with the State’s modifications to masking for youth sports and musical instruments.
- All local mask policy remains the same except that, with this change, children who play sports indoors who remove their masks due to heavy exertion during play will not be in violation of our local mask requirements now.
- Similarly, children who can't use masks because they use wind instruments will not be in violation of our mask requirements now.
- The state has made their own school and sports mask policy flexible to accommodate these possibilities, and Alameda County’s Order is now aligned.
- Earlier versions of our mask requirement would have treated mask removal in these situations as a violation.
- Alameda County is in regular communication with the schools about this issue.
- It should be noted that rules for indoor masking for groups of vaccinated people remain unchanged at this time.
The Centers for Disease Control and Prevention (CDC) recently updated guidance to address new requirements for international air travel to the United States.
On December 13, CDPH mandated that everyone in California wear a mask in indoor public spaces and workplaces and posted recommendations and requirements.
- Per the State’s Face Covering Q & A, Alameda County’s local face covering order and amendment remain in effect.
- Residents will not experience any differences in policy. Everyone aged two and older, regardless of vaccination status, is required to wear a mask in indoor public settings, with a limited exemption for certain controlled settings with a small, stable group of fully vaccinated people.
- With vaccination and boosters, masks are one of the best tools we must prevent spreading COVID-19 to family, friends, and community members.
- Alameda County will continue to monitor emerging evidence and the local epidemic to determine if changes to local mandates will be needed.
- Alameda County will not lift the local masking mandate before the State lifts its requirements (January 15, 2022 or later, depending on transmission or hospitalization rates) even if the local masking metrics are met sooner. Alameda County will begin using its metrics again after the State has lifted its mandate.
The State also issued a Travel Advisory and updated its Mega Event guidance.
- Follow CDC travel guidance
- Test 3-5 days upon arriving in or returning to California from out-of-state or international travel
- If attending a Mega Event and unable to provide proof of full vaccination, test within one day for antigen tests, and within two days for PCR tests prior to entry into the facility or venue
