 Affordable Housing Ordinance Update
The City is in the process of updating Fremont's Affordable Housing Ordinance. The purpose of the ordinance is to address the need for affordable housing related to market-rate housing production and to foster an adequate supply of housing in Fremont for all persons at all economic levels. Based on technical studies, stakeholder input, and direction from the Fremont City Council and the City's Planning Commission, the City developed a proposed update to the Affordable Housing Ordinance. On October 12, 2021, the City Council voted 5-2 to approve the City’s update. The major revisions included in the update are summarized.
This week the City Council approved construction for a major upgrade to the City’s traffic signals along most all of Fremont Boulevard. The 9-mile corridor from Ardenwood to the South Fremont Innovation District will see 37 signalized intersections get retrofitted with modern traffic signal hardware and software allowing for more efficient traffic flow. New detection systems will allow signals to adapt to changing traffic conditions and reduce stopping time at red lights. The advanced technology will also provide a “green wave” of traffic lights for Fire Department vehicles enabling a faster response to emergencies.
The $9.3 million project is funded through a grant from the Alameda County Transportation Commission and is planned for completion in Summer 2022.
The City is excited to welcome a new public art installation to Fremont, “The Flame of Inspiration” by artist Amie J. Jacobsen. This art installation was made possible by the City’s District Art Program and is located in the Warm Springs Innovation District at Inspiration Plaza, a new outdoor plaza within the Embark Apartments mixed-use development at 44762 Old Warm Springs Boulevard. Residents, visitors, and pedestrians are invited to visit the plaza, take in the new artwork, and get inspired. The City selected “Flame of Inspiration” through a public call for artists and a detailed art selection process. Amie designed the artwork under the premise that Fremont, as part of the Bay Area, is an area known as the present day epicenter of technological innovation. During October, the City of Fremont is partnering with Bay Area Community Health (BACH) to provide no-cost COVID-19 testing. Drive-thru appointments are available on the following dates from 9:00 am to 3:30 pm at the Fremont Central Park Sports Complex, located at 1110 Stevenson Blvd.:

The Fremont Family Resource Center is hosting a COVID-19 vaccination clinic on Wednesday, October 20, from 10:30 am to 3:30 pm at 39155 Liberty St., in Fremont. The FRC is ADA accessible and free parking is available onsite. Same day drop-ins are welcome and appointments are accepted. Make an appointment.

The Finance Department’s Revenue Division has updated its webpages to make registering your business easier. The webpages, which are listed below, are available on the ‘I Want To’ Revenue page and from the Other Permits page. Once you’ve completed the new and improved fillable application, bring it to the Revenue office for approval. Regulated industries must submit the application in-person and go through an approval process. The Revenue Division is located at the Development Services Center, 39550 Liberty St. Office hours are Mondays and Wednesdays from 8:00 am to 3:30 pm (closed from 12:00 pm to 1:00 pm).

Check out the CDC Booster Tracker. Alameda County continues to prioritize reaching people who still need their primary vaccine series. Alameda County has nearly 260,000 currently eligible residents who are not yet fully vaccinated. There is great urgency in vaccinating this population because the County will see high rates of infection and severe disease among this group this coming winter. Adults over 65 should get a booster since they are also vulnerable to severe disease. Alameda County is reviewing which long-term care facilities will need their support to provide their residents with boosters.
California’s health guidance for the use of face coverings may remain in effect after local masking requirements are lifted, meaning that people who are not fully vaccinated for COVID-19 must continue to wear masks inside businesses and indoor public spaces. The State also requires face coverings for everyone, regardless of vaccination status, in health care facilities, public transit, schools, and adult and senior care facilities.
COVID-19 Testing Situation Update: The overall positivity rates continue to trend down, 1.6%. Community testing sites supporting communities hardest hit by the pandemic continue to report higher positivity rates, Avg. 5-8%. The highest positivity is in Livermore, East Oakland, Hayward/Cherryland, and Unincorporated Alameda County. Community testing sites serve Alameda County free of charge and regardless of insurance or immigration status. Find locations and times.
Alameda County community members can fight the flu by getting the annual vaccination now. It takes about two weeks for the flu vaccine to become effective after you get the shot, so getting vaccinated early offers the best protection. The flu vaccine is recommended for everyone 6 months and older, and it is especially important for pregnant women, children younger than 5, adults 65, and older, and those with chronic medical conditions. People in the same household with someone at high risk can help protect that person from severe flu by getting a flu shot. If a patient is eligible, both influenza and COVID-19 vaccines can be administered at the same visit, without regard to timing as recommended by the CDC. If a patient is due for both vaccines, providers are encouraged to offer both vaccines at the same visit. It is also an important part of immunization practice if a health care provider is uncertain that a patient will return for additional doses of vaccine.
