 City of Fremont Launching its 2021 Redistricting Process
In 2017, the City began the transition from at-large to by-district elections. The district-based maps were adopted on June 13, 2017 by the Fremont City Council with an ordinance approving six new Council districts and establishing a phase-in schedule. Every ten years, following each federal census, cities that use district-based election systems must engage in a redistricting process to review the boundaries of voting districts and re-adopt district boundaries based on current census data to ensure that voting districts remain substantially equal in population and still protect the rights of members of communities of interest to vote for the candidates of their choice. This process will also require the City to provide extensive information and noticing to encourage civic engagement, host four public hearings, and adopt boundaries under defined parameters.
 Safe Parking Host Sites Program
Last month, the Fremont City Council voted to adopt an ordinance to allow safe parking for people living in their vehicles at community-based host sites in Fremont. Now, the City of Fremont has developed a program to support organizations in becoming safe parking host sites through assisting with the provision of temporary facilities, site coordination, and social services.
Staff will be presenting information about this program, including procedures for screening and intake of participants, at the July 20 regularly scheduled City Council meeting at 7:00 pm. Join us this summer at the Central Park Performance Pavilion on Thursday evenings for the City of Fremont’s 2021 Summer Concert Series, brought to you by Washington Hospital Healthcare, Lanner, and Fremont Bank. Concerts will be held July 15 to August 19 from 6:00 pm to 8:00 pm and will feature a variety of musical genres and performers. Concerts are free and open to the public. Lawn chairs and blankets are encouraged, but as a courtesy please make sure to keep 6 feet distance between your group and others. Beat the heat this summer at Aqua Adventure Waterpark. Family Fridays are back and better than ever! Join us on July 16 and August 6 from 4:00 pm to 8:00 pm. Family Friday admission is $12 and $4 for kids under 3. Please note, same day tickets are available in limited quantities at the gate. Tickets can be purchased online up to one-day in advance.
The City is currently working on a Housing Element update for 2023-2031 that will show how Fremont can accommodate its state-assigned housing allocation (tentatively 12,897 housing units) and strategize how to address housing-related issues such as affordability and equity. Under California law, all cities are required to plan for the housing needs of their community by adopting a Housing Element as part of their General Plan. Cities are required to update their Housing Element every eight years to address changing housing needs and to plan for their fair share of anticipated regional housing demand. The Centerville Complete Streets Pilot Project will repave streets and enhance safety and mobility for drivers, pedestrians, bicyclists, school children, and businesses. To test the project, the City is currently implementing a demonstration on Fremont Boulevard from Thornton Avenue to Parish Avenue to reduce the number of travel lanes and create more outdoor gathering and dining spaces. A community survey is scheduled for early summer to gather feedback before finalizing the design.
In April, Citizens for Better Community (CBC) held its 28th Annual Spring Celebration. CBC’s annual spring celebration brings the community together with entertainment, celebrates two honorees for their community service, and raises funds to support local nonprofits/CBO's. The City’s CleanStart Mobile Hygiene unit was one of this year’s beneficiaries. On July 8, members of CBC presented CleanStart with a check for $5,000! We are grateful to have been selected as one the beneficiaries.

Now that California has fully reopened its economy, the City of Fremont has transitioned to a substantial reopening of City facilities to serve our residents and business community beginning July 6. For updates on revised hours, which are subject to change, please visit www.Fremont.gov/Reopening.
As part of the new operating schedule, the City of Fremont Development Services Center, located at 39550 Liberty St., will be open to the public on Mondays and Wednesdays, from 8:00 a.m. to 3:30 p.m. (closed from 12:00 pm to 1:00 pm). On Tuesdays, Thursdays, and Fridays, the Center is closed while staff focuses on processing online submittals for permits. City staff from the different divisions within the Center are available by phone or email to provide assistance. While the City is pleased to restore in-person services, those needing building, planning or engineering permits also have the option of utilizing online permit services.
All visitors to City facilities are required to wear a face mask, even if they are fully vaccinated.
The City will continue to comply with Centers for Disease Control and Prevention (CDC), Occupational Safety and Health Administration (OSHA), and local health agencies to provide a safe workplace for our employees and customers.
