NEW VIDEOS: Station Art at Foothill Gold Line Stations from Glendora to Pomona

Public art plays an integral role in the Foothill Gold Line program. In fact, very early in the planning for the project – and years before the procurement process even began to hire the design-builder – each station-city appointed a committee of local officials and citizens to review qualifications of artists, conduct interviews, select a short list of three candidates and recommend the finalist to their respective city councils. Once the artists were approved, the committees continued to work with their selected artist(s) to refine the art concept for the station to capture elements of their city’s history, culture and environment into the public art.

In the years leading up to project construction, the selected station artists remained actively engaged in the project planning. They participated at community meetings where they showed their art plans to the general public and received feedback. They took that feedback and, as needed, further refined their plans. And once the design-build team was hired, each worked as part of the design-build team to ensure their artwork fit with the final design for the stations, met all required design criteria and, that once fabricated, would not only be beautiful but also durable. They then, in the final months of construction, oversaw the fabrication and installation of each piece at the new stations.

To provide more details in their own voices, including what they hope riders will feel and think when experiencing the art at the stations, the Construction Authority is releasing this series of videos that highlight the stories of each station's artwork, featuring the artists themselves as they narrate the journey of their art from research to concept and final design, and from fabrication to installation.

We hope you enjoy these videos and come away with a deeper understanding of not only the art itself, but the pride, care and attention put in by these talented and acclaimed artists to making the art meaningful and specific to the community, and in doing so, enhancing the station environments for generations of Metro A Line riders to experience.

Metro Begins TAP-to-Exit at Pomona North Station to Enhance Rider Safety and Fare Compliance

As part of Metro’s ongoing efforts to enhance rider safety and fare compliance throughout their rail system, Metro amended their design criteria over the last decade since the Pasadena to Azusa segment was built to add fare gates into the station design. As they work to retrofit their entire system to add fare gates at already-built stations, the new criteria was in place ahead of the Glendora to Pomona project beginning, so all four new stations from Glendora to Pomona were built with fare gates that not only require riders to Tap-to-Enter, they also accommodate Metro’s new Tap-to-Exit program.

As of now, all stations require riders to Tap-to-Enter, but only the Pomona North Station requires riders to TAP-to-Exit. It is our understanding that the other three stations will be added into the program in the future. Below is an excerpt from Metro’s announcement on how TAP-to-Exit works:

If you tapped your card and fare was deducted when you started your trip, tapping out will confirm fare was paid.

If you have not tapped your card when you started your trip, your fare will be collected when you TAP out. Point-of-emphasis: you are expected to pay fare when entering the system and you could be warned, cited, or removed from the system for failure to pay fare when entering.

Pomona to Montclair Update: Claremont Portion Reaches Next Milestone, Remains on Schedule Ahead of 2027 Construction Start

With 23 Foothill Gold Line stations now built and operational from Union Station to Pomona, only two stations remain to be built to realize the Construction Authority’s legislative mandate. Those two stations, in the cities of Claremont (Los Angeles County) and Montclair (San Bernardino County), were planned as one project - with funding to come from the respective counties. However, as previously reported, the San Bernardino County Transportation Authority (SBCTA) board of directors voted to stop negotiating with the Construction Authority and remove local funding for the portion of the project in San Bernardino County at their September meeting. With that decision, and the Metro board’s decision late last year to award $798 million to complete the portion of the project in Los Angeles County, the Construction Authority is now planning on building the final two stations in two separate projects.

While the Construction Authority remains committed to working with our partners in San Bernardino County to complete the system to Montclair in the years ahead, the update below relates to the ongoing procurement process that is now underway and focused on readying the 2.3-mile Pomona to Claremont project for construction:

Key Milestone Reached in Procurement Process for Pomona to Claremont Project

The Construction Authority is currently underway with the procurement processes to hire the design/engineering team, and separately a construction manager, for the 2.3-mile project from Pomona to Claremont.

The procurement process for the design/engineering team kicked off in June with the issuance of the Request for Proposals (RFP). As was shared in last month’s e-news update, the Construction Authority received proposals from multiple teams competing for the contract. The Construction Authority is on schedule to recommend award of the design/engineering services contract to the board at their January meeting.

Additionally, the procurement process for the construction manager contract took its first step this month when the Construction Authority announced the availability of the industry review draft of the upcoming RFP. This is a key milestone, as the purpose of the industry review draft is to solicit input on the contents of the RFP from potential prime contractors. The Construction Authority plans to utilize that feedback to make any necessary improvements to the RFP before it is formally released in January; with a contract award expected in May.

PROJECT  FUNDING:

Project funding for the Glendora to Pomona project segment is mostly from Measure M; with additional funding from Measure R and the State of California Transit and Intercity Rail Capital Program (including funds from SB1).

The portion of the final 3.3-mile, two-station project segment within Los Angeles County, that includes the future Claremont Station, received $798 million from a state grant funded by SB125 in late 2024; while the portion within Montclair in San Bernardino County has $41 million from a 2018 state TIRCP grant and needs additional funding to move forward.
