Since 2022, the El Segundo Police Department has seen a significant increase in community member complaints and traffic crashes involving e-bikes. To address this critical issue, the Department proposed an ordinance to do the following:
First, the ordinance amends ESMC Section 8-4-24 to expressly prohibit off-highway motorcycles, electric bicycles, motorized bicycles, pocket bikes, motorized scooters, and "any other electric or motorized conveyance," from being ridden or operated on a sidewalk in any City business district, public park or recreation area. The amended Section 8-4-24 would also exempt electric or motorized wheelchairs and 4-wheel mobility scooters.
Second, it creates a new section (ESMC Section 8-4-25) that regulates the above-referenced conveyances. That section would prohibit such conveyances from being ridden in an unsafe manner, or being operated while the operator is under the influence of alcohol or drugs, and also requires passengers to be seated on a separate seat. If a juvenile violates the section, an ESPD officer would be authorized to impound the vehicle, to be released later to a responsible adult and upon payment of the impound fee.
The penalty for violating either section would be an infraction. An infraction is punished by fines ranging from $100 (for the first violation), $200 (for the second violation of the same provision within one year) and $500 (for each additional violation within one year).
City Council approved the ordinance and it will go into effect on Jan. 2, 2026.

El Segundo Blue Butterfly Habitat Restoration Volunteer Event Jan. 31, 9 a.m. - 12 p.m.
Transplant and water native plants at the LAX Dunes and help protect LA’s natural biodiversity. The LAX Dunes is the largest remaining fragment of the southern coastal dune ecosystem in Los Angeles. It is home to the endangered El Segundo Blue Butterfly and hundreds of other California native plants and animals. Contact athomas5@lawa.org or call 424-646-6518 with questions.

Business Tax Registration Renewals
Business registrations must be renewed annually and kept current. Renewals were sent out the week of Dec. 1, 2025. Businesses have until Jan. 31, 2026 to pay without penalty. Didn’t receive a renewal notice? Contact the Revenue Division.

Construction Updates
Metro crews will be performing electrical work involving lane reductions on city streets along the I-105 corridor between Nash Street and Inglewood Avenue at the following locations:
- Imperial Highway
- Nash Street
- Hornet Way
- Aviation Boulevard
- La Cienega Boulevard
- Felton Avenue
- Sundale Avenue
- Inglewood Avenue
To safely perform this work, intermittent freeway ramp closures will be necessary at certain locations.
Work began in December, with the overall work expected to last approximately six months. Work will last for three weeks at each street location along the I-105, while work along Imperial Highway is anticipated to last approximately 5-6 weeks.
Most work activities will occur Monday through Friday, during daytime hours (9 a.m. to 3 p.m.), though some occasional intermittent nighttime work (8 p.m. to 6 a.m.) may be performed.

City Hall Closure Dates
El Segundo's City Hall will be closed for:
- New Year's Day - Thursday, Jan. 1
- Martin Luther King, Jr. Day - Monday, Jan. 19
City Hall's regular operating hours are Monday - Thursday, 7 a.m. to 5 p.m. and Friday, 7 a.m. to 4 p.m.
