Medal of Valor Award Honorees
The South Bay Police & Fire Memorial Foundation recently held their 49th Annual Medal of Valor Awards Luncheon honoring individuals who demonstrated extraordinary bravery beyond the call of duty.
Congratulations to Lieutenant Luke Muir and Sergeant Alex Leavitt on receiving the Life Saving Award for their heroic actions.
In March 2024, Lieutenant Muir and Sergeant Leavitt quickly applied tourniquets to a man’s leg and arm to control the severe bleeding after he suffered a gunshot wound just outside the City. They remained with him, calmly explaining the procedure until ESFD paramedics arrived. Their quick thinking and decisive action most likely saved the man’s life.
And congratulations once again to Sergeant Alex Leavitt on receiving his second Life Saving Award and to Officer Ryan Smith on receiving his first. In November 2024, they responded to a medical emergency, and without hesitation, administered CPR to a man in critical condition until ESFD paramedics arrived. Thanks to their immediate and effective response, the man survived. Help us celebrate the incredible heroism of these officers!

Startup Expands to Triple Production Capacity
Picogrid recently celebrated the opening of a new state-of-the-art facility in El Segundo. The new factory expands the company's existing hub for research and development and triples Picogrid's production capacity, offering over 25,000 square feet for prototyping, manufacturing, and testing.
"El Segundo's reputation as a global center for aerospace and defense is not new. We walk in the footsteps of legends who developed El Segundo into an industrial powerhouse over 100 years ago - Jack Northrop, Howard Hughes, Donald Douglas - visionaries who pushed the boundaries of human flight, sent astronauts to the moon, and built the backbone of modern aviation and space technology," said Zane Mountcastle, CEO of Picogrid.
"For nearly a century, El Segundo has been the cradle of aerospace innovation - it's where GPS was born, where SpaceX got its start, and where a new generation of pioneers like Picogrid are continuing our legacy. This expansion is not just about growing a business, it's about reaffirming America's commitment to technological leadership. We're proud to have Picogrid as a part of our story, we are proud of their success, and we are excited to see them build the future in El Segundo," said Chris Pimentel, Mayor of El Segundo. Hyperion Update
Below are the most recent updates on the situation with the Hyperion Water Reclamation Plant, which is owned and operated by the City of Los Angeles:
- City Staff received an additional response to mosquito concerns and Hyperion has formed a team of dedicated maintenance & operation staff to mitigate mosquito issues. The team will identify any possible mosquito breeding grounds and take necessary action. For example, any standing water in storm drains, out of service tanks would be pumped out using vacuum trucks or portable pumps. Two employees are taking classes to be certified for applying pesticides. Pesticides would be used, if necessary, for controlling mosquitoes. The latest mosquito counts in the El Segundo neighborhood from the LA County Vector Control District (from May 8) showed lower numbers compared to the reading from the week before (from May 1).
- Over the past two weeks, SCAQMD received approximately 27 odor complaints. The facility was issued a notice of violation for nuisance odors on May 2.
Watch the latest update at the May 20 City Council meeting here. Additional details and documents continue to be shared on elsegundo.org/hyperion and at future City Council meetings. Sign up to receive the latest Hyperion news and updates from the City of El Segundo directly to your inbox.
