General Plan Land Use Element Update
In April 2025, El Segundo City staff held a kick-off meeting with consulting firm MIG, Inc. for the General Plan Land Use Element Update (GPLUEU). The General Plan Land Use Element is the long-term blueprint for the physical development of the City in both narrative and graphic terms. It contains broad goals, objectives, policies and programs, as well as more specific development criteria and standards, such as a map with the allowed distribution of land uses and listing of maximum limits on building heights and development density.
General Plan Land Use Elements usually have a 20-year shelf-life and the last time El Segundo's Land Use Element was comprehensively updated was in 1992 (32 years ago). The update process is anticipated to last 18-24 months and will include robust community outreach effort to reflect the community's vision for the next 20-30 years.
More information about the update process, including opportunities for community participation, will be shared on the City's website. Stay tuned for more information!

Hyperion Update
Below are the most recent updates presented to City Council on April 15 about the situation with the Hyperion Water Reclamation Plant, which is owned and operated by the City of Los Angeles:
City Efforts: City staff received a response from Hyperion Staff regarding the status of on-site meetings with Dr. Stenstrom and sub-consultant. And City Staff confirmed that the bioenergy facility generates all the electricity that Hyperion uses (about 20 mega watts.) There is no additional green energy or biogas available to the DWP or outside of Hyperion (nothing exported to the grid.)
AQMD: Over the past two weeks, SCAQMD received approximately 48 odor complaints. The facility was issued a Notice of Violation on April 10 for public nuisance related to odor.
Hyperion: Hyperion performed regular cleaning of some of their primary battery tanks from April 11-15. These tanks require regular cleaning to remove any buildup that can accumulate during the solids removal process. Odors may occur during this work and preventative mitigation measures were in place.
This update can be watched here. Additional details and documents continue to be shared on elsegundo.org/hyperion and at future City Council meetings. Sign up to receive the latest Hyperion news and updates from the City of El Segundo directly to your inbox.
