Halloween Frolic Saturday, October 26th 12:00 p.m. - 4:00 p.m.
Join us for our annual Halloween Frolic on Saturday, October 26th from 12:00 p.m. - 4:00 p.m. on the 300 and 400 blocks of Main Street in downtown El Segundo.
Unlimited game and bouncer wristbands will be on sale at the Clubhouse and Joslyn Center in Recreation Park beginning October 1st. Pre-sale wristbands are $8 each and will go up to $10 each on the day of the event.
It will be a spook-tacular day filled with bounce houses, arts & crafts, games, music, food, costume and pumpkin contests, and more!

Free Compost Giveaway October 1st - 31st
From October 1st- 31st, the City is providing FREE finished compost.
The compost will be available in a roll-off container next to George Brett Field every day from 9:00 a.m. to 9:00 p.m. while supplies last.

This October, there will be two free Candidate Forums in El Segundo
October 2nd hosted by the ES Woman's Club WC Clubhouse, 541 Standard St., 6:00 p.m. - 8:00 p.m.
October 7th hosted by the ES Kiwanis Club ESHS PAC, 640 Main St., 6:00 p.m. - 8:00 p.m.

2024 Election Information
The 2024 election is just around the corner, and we've got all of the information you need leading up to the November 5th election day.
The City of El Segundo has three City Council seats and one City Clerk seat up for election on November 5th. Candidate information can be found on the City's Website.
- Vote-by-Mail ballots will be mailed to all registered voters and the City’s Drop Box will open on October 3rd.

Sample ballots are available online.
- Last day to register to vote (Register online at LAVote.gov) is October 21st
- Early in-person vote centers open on October 26th and the 4-day vote centers will open on November 1st.
- On November 5th vote centers open from 7:00 a.m. – 8:00 p.m.

Fire Prevention Week - October 6th - 12th
Fire Prevention Week takes place October 6th -12th and this year's theme of "Smoke Alarms: Make them work for you!" strives to educate everyone about the importance of having working smoke alarms in the home.

EDCO Fall Bulky Item Cleanup Event October 7th - 10th
EDCO’s Bulky-Item Cleanup event will take place during the week of October 7th - October 10th.
Simply place the items you’d like picked up out on the curb with your regular collection carts on your regularly scheduled residential collection day by 7:00 a.m.
EDCO’s Bulky-Item Cleanup gives single-family and duplex residents an opportunity to place unwanted items curbside that are too large or heavy to put inside collection carts, such as broken appliances, water heaters, furniture, old mattresses, and other miscellaneous household clutter.
Yard waste will be recycled and must be bundled. Tree trimmings should be cut into 3’ lengths and tied securely into bundles not greater than 18” in diameter.
Debris from contractors, landscapers, or commercial businesses will NOT be accepted.

Pumpkin Pool-ooza Saturday, October 19th 1:30 p.m. - 3:00 p.m.
Take a plunge in our floating pumpkin patch! Our annual Pumpkin Pool-ooza will be on Saturday, October 19th from 1:30 p.m. - 3:30 p.m. at the Wiseburn Aquatics Center. Come for the pumpkin pickin', stay for the pumpkin decorating, games, raffles, and frightening good time!

Get ready for a fun-filled October with Recreation, Parks, and Library!
Día De Los Muertos - Contribute to the Día De Los Muertos (Day of the Dead) community altar at the El Segundo Public Library at the end of October. We encourage community members to contribute a flower, photo, or memory of those they wish to celebrate.

City Launches New Comprehensive and Collaborative Program to Address Homelessness in El Segundo
PATCHES
In response to the increasing number of people experiencing homelessness in El Segundo and the broader Los Angeles County region, the City launched the PATCHES Program (Proactive Approach to Combating Homelessness in El Segundo).
The PATCHES Program is a comprehensive and cross-departmental effort, that uses a progressive enforcement model - prioritizing offering shelter and services before any enforcement action is taken. ESPD officers and the PATCHES team members are trained to provide unsheltered individuals with information and guidance about available resources, offer transportation to shelters, and provide ongoing support at each point of contact.
The City is working closely with regional service providers such as Harbor Interfaith Services and the Los Angeles County Department of Mental Health to ensure efforts are well-rounded and impactful. PATCHES team members and community partners meet monthly to ensure that the program remains adaptive and responsive to the evolving needs of the community.

ESPD Pink Patch Project
For the month of October, ESPD will be participating in the Pink Patch Project, a breast cancer awareness and fundraising campaign that supports breast cancer research. Money raised from Pink Patch Project events (sales from t-shirts, pink patches, and donations) is donated to Helen's Room, a local nonprofit in the City of El Segundo. Construction Activity Around Town
Pavement Rehabilitation Project construction activities are underway and are expected to be completed by December 13, 2024, including overlay resurfacing, slurry seal resurfacing, pavement rehabilitation, and drainage improvements.
Project locations are in the northeast residential quadrant, three alleys in the Smoky Hollow area, and the Loma Vista St./W. Palm Ave. intersection. Work hours will be Monday through Friday, 7:00 a.m. to 5:00 p.m.

Grand Ave. Sinkhole Repairs continue to take place at the intersection of Grand Avenue and Indiana Street. Repairs are expected to continue through the middle of October, weather permitting.

Water Main Improvement Project construction activities to replace the existing degraded water main continue through the end of October 2024. Work hours are Monday-Friday from 7:00 a.m. - 4:00 p.m.

Hyperion Update
Below are the most recent updates on the situation with the Hyperion Water Reclamation Plant, which is owned and operated by the City of Los Angeles
- The City and Dr. Stenstrom have identified additional resources and candidates to assist Dr. Stenstrom in his advisory role to the City regarding Hyperion.
- The City is working with Dr. Stenstrom to execute a revised agreement for these services.
- On September 5th, City leadership and staff attended an AQMD hearing board meeting regarding Hyperion odors. At that meeting, the board voted to add more conditions to the order of abatement, including most of the City's recommendations. The additional conditions include:
- Responding to community members complaints
- Properly reporting odor investigation results
- Equipment refurbishment and/or repair schedules to be updated monthly and posted on Hyperion’s website
- Repair or replace the doors to the truck loading facilities by Oct. 5th and inspect daily
- Updating work practice operating and maintenance procedures
- Submitting its emergency prevention plan to AQMD
- AQMD issued an NOV to Hyperion on September 20th, for public nuisance
- On October 3rd from 5:00 a.m. – 8:00 a.m., Hyperion will perform planned electrical maintenance work. Temporary odors may be released during this work, all necessary measures will be taken to minimize the impacts.
- On September 23rd, Hyperion began performing six weeks of work on the Secondary Treatment Reactor - one of many reactors at the plant. This work may cause odors, in which case, odor mitigation measures will be put in place.
