November 8th Election Information
The City of El Segundo has two City Council seats up for election on November 8th ;the five residents running for the seats are incumbent Chris Pimentel, Ryan Baldino, Michelle Keldorf, Robin Patch, and John Pickhaver.
All of the candidates participated in a City Council Candidates Forum held at the El Segundo Woman's Club on October 19th, which can be viewed on the El Segundo Media YouTube Channel here.
The City will have three ballot measures including Measure BT, a business license tax measure; Measure W, a city cannabis measure; and Measure Y, a cannabis tax measure. Measure and resolution information is available on the City’s website.
- Vote-by-Mail and sample ballots have been mailed to all registered voters and the City’s Drop Box is open.
- Online voter registration has closed, those who still need to register can go through the Same-Day Voter Registration process.
- 10-day vote centers are open. To find the closest location and hours, go to LAVote.gov
- 4-day vote centers will open on November 5th. The Teen Center at 405 E. Grand Avenue in El Segundo is a 4-day vote center and will be open from 10:00 a.m. – 7:00 p.m. November 5th - 7th, and 7:00 a.m. – 8:00 p.m. on November 8th.
- On November 8th all vote centers will be open from 7:00 a.m. – 8:00 p.m.

Measure BT would adopt an ordinance amending various sections of the El Segundo Municipal Code dealing with business license taxes ("BLTs.") The measure will be voted on in the November 8th election. Additional information, background and frequently asked questions (FAQs) can be found in the Election information section on the City's website.
Hyperion State of Emergency Update
At the recent October 18th City Council meeting, the City Manager and City Attorney provided an update on the situation with the Hyperion Water Reclamation Plant and shared that Hyperion is conducting maintenance cleaning through December 2022; two fence-line monitoring stations have been installed and a third one will be completed by the end of the year; AQMD's preliminary review of the 24-hour VOC samples taken last month show the results to be normal; Hyperion is in the process of a routine 5-year renewal of its National Pollutants Discharge Elimination permit, which the public is allowed to submit related written comments through November 14th; and the Hyperion Perimeter Road Improvement Project is underway which may cause intermittent construction noise. Additional details and documents continue to be shared on elsegundo.org/hyperion and at future City Council meetings. On September 8th, 2022, City Council declared a state of emergency for the City of El Segundo in response to the ongoing release of noxious gases and odors from Hyperion Water Reclamation Plant.

Smoky Hollow Parking Pilot Program Community Forum Wednesday, November 2nd
On Wednesday, November 2nd at 6:00 p.m. the Public Works Department is hosting a community forum in City Council Chambers to discuss the Smoky Hollow Pilot Parking Project.
On October 2, 2018, the City Council adopted the Smoky Hollow Specific Plan, one of the guiding principles of that plan is developing parking solutions in the Smoky Hollow area. One potential solution to add on-street parking is to alter some of the north/south streets that intersect El Segundo Blvd. from current two-way operation to one-way streets and create angled parking along those streets.
On September 20, 2022 Council approved a pilot parking project to convert Nevada St. and Oregon St. from El Segundo Blvd. to Grand Ave. and California St. from Franklin Ave. to Grand Ave. to one-way operation with potentially an additional 27 angled parking spaces, in accordance to the Smoky Hollow Specific Plan.
Community members are encouraged to attend this forum to provide their input on this project.

Native American Heritage Month Concert in Library Park Saturday, November 5th
Honoring their native cultures and traditions of the Zuni/Omaha and Cheyenne, Shelley Morningsong and Fabian Fontenelle will captivate their audience through song, dance and storytelling. This free family-friendly event will start at 11:00 a.m. at the gazebo in Library Park on Saturday, November 5th; be sure to come early and grab your spot on the grass for this one-of-a-kind experience. Returning to El Segundo where she once lived and raised her now adult children, Shelley Morningsong (North Cheyenne) was recognized as the 2019 Native American Music Awards Artist of the Year and has recorded seven Native American Contemporary albums, emerging as one of New Mexico's finest Native performers. Fabian Fontenelle (Zuni/Omaha) brings his breathtaking traditional northern plains style dancing, storytelling and drumming, which honors his Omaha family and people. As a child, Fabian performed with his family dance group from Zuni Pueblo called the Zuni Rainbow dancers, originating from his grandparents in the early 1900s.
Shelley and Fabian live in the Village of Zuni Pueblo in Northwestern New Mexico where Fabian was born and raised. They hope to bring education, peace, love and unity to all through their music, stories and dance.

Downtown Specific Plan Update Meeting – November 10th
On November 10th at 5:30 p.m., the City will hold a second community workshop in-person and via Zoom during a regularly scheduled Planning Commission meeting, to gather further community input on the future of Downtown.
The current Downtown Specific Plan was adopted in 2000 with a 10-year vision and now more than 20 years have passed. The City is revisiting and evaluating the desired balance of uses within Downtown; refreshing the vision for beautification, improved mobility, and streetscape enhancements; with the goal of increasing connections from downtown to surrounding neighborhoods and creating a destination for residents and visitors. Family Game Night at the Library – November 17th
El Segundo Public Library is celebrating National Family Literacy Month this November with a family game night.
On Thursday, November 17th from 6:00 p.m. - 7:30 p.m., stop by the Sue Carter Room of the library for some literacy based crafts, snacks, and fun board games for the whole family. For more information, call 310-524-2726

E-Bike Safety Training – November 19th
To help residents understand the new road rules for electronic bikes, the El Segundo Police Department is holding a free e-bike safety course with the help of the Los Angeles County Bicycle Coalition.
Certified league cycling instructors will present both a safety and skills course. Topics include: how to safely ride an e-bike, related laws, and recommended equipment.
The e-bike safety course will take place on Saturday, November 19th, from 10:00 a.m.- 11:30 a.m. and the location is still being determined. Community Development Survey, Closing November 4th
The City of El Segundo's Community Development Department has engaged Matrix Consulting Group to evaluate the operations and organization of the Department, including the Planning Division and the Building and Safety Division.
The focus of the study is to identify opportunities to streamline processes and enhance service levels provided to customers.
We hope that you will take this opportunity to share your views in an open, honest and constructive manner.
Summary results of key findings, but not individual responses, will be provided to the City. Please note that, as with any government agency, the information collected is not private and is available to the public upon request.
It should take approximately 15 minutes to complete the survey. The survey will close on November 4, 2022.

The El Segundo Chamber of Commerce's 58th Annual Holiday Parade applications are open! The parade will take place on Main Street on Sunday, December 11th from 1:00 p.m. - 3:00 p.m. This year's theme is "A Groovy Holiday" and will feature floats, marching bands, children groups, businesses, community organizations and maybe even a visit from Ol' Saint Nick himself to delight spectators from all over the South Bay! Hyperion Facility Tour November 10th 4:00 p.m. – 5:30 p.m.
The Hyperion Water Reclamation Plant staff will host a presentation and tour of the facilities on Thursday, November 10th from 4:00 p.m. - 5:30 p.m. Due to capacity constraints, the tour will only be available to the first 25 people that RSVP. Please email LASAN.CleanWater.Outreach@lacity.org to sign up. Light refreshments will be provided.
The El Segundo Citizens Forum will resume in January 2023.

West Basin's Free Rain Barrel Program, November 19th
West Basin is hosting a free rain barrel distribution event at the Edward C. Little Water Recycling Facility:
Date: Saturday, November 19th, 2022
Time: 8:00 a.m. - 11:00 a.m.
Where: 1935 S. Hughes Way, El Segundo, CA 90245
The West Basin Rain Barrel Program offers up to two free, 50-gallon rain barrels, valued at $80 each, as a way to save water and reduce stormwater runoff. Visit the website for requirements and restrictions at www.westbasin.org/rainbarrels. Be sure to register to pick up your rain barrel(s) in advance online.

- Thanksgiving - Thursday, November 24th & 25th
City Hall's regular operating hours are Monday - Thursday, 7:00 a.m. - 5:00 p.m. and Friday, 7:00 a.m. - 4:00 p.m.
