*As of November 20, 2020, the Los Angeles County Public Health updated the El Segundo confirmed case count to 158. Los Angeles County Department of Public Health began reporting cases of positive COVID-19 based on the zip code the patient listed in the medical records. This reporting started on March 22, 2020 and El Segundo has had 158 reported cases.
**The Centers for Disease Control recommends a 14-day quarantine once a patient tests positive and then recommends a follow-up test to validate that the patient doesn’t have active virus. It has been determined that a majority of cases resolve within the 14-day period, however some patients remain symptomatic beyond the 14-day period.
*** These are the calculated case rates and testing positivity numbers determined by the ES AHIMT from Los Angeles County Department of Public Health data, available at the time of calculation.
*****If the five-day average of cases is 4,000 or more or hospitalizations are more than 1,750 per day, outdoor and indoor dining at restaurants, breweries, wineries and bars will be prohibited and these businesses will only be able to offer pick-up and delivery services. If the five-day average of cases is 4,500 or more or hospitalizations are more than 2,000 per day, a Safer at Home Order will be mandated for three weeks. The Order would only allow essential and emergency workers and those securing essential services to leave their homes. In addition, a 10:00 p.m. to 6:00 a.m. curfew would be mandated, with essential workers exempt.
Public Health Reports 35 New Deaths and 4,272 New Confirmed Cases of COVID-19 in Los Angeles County
The Los Angeles County Department of Public Health has confirmed 35 new deaths and 4,272 new cases of COVID-19. To date, Public Health identified 325,876 positive cases of COVID-19 across all areas of L.A. County and a total of 7,200 deaths.
COVID-19 transmission is alarmingly high in L.A. County. Over the last three days, there have been a total of 13,247 new cases reported; a 3-day average of 4,415 daily new cases.
The County's daily test positivity rate has also increased significantly and now is 7.3%. The test positivity rate was 3.9% on November 1.

New Restrictions Effective Today, November 20
As COVID-19 cases surge and hospitalizations continue to increase, the Los Angeles County Department of Public Health released modified Health Officer Orders effective today, Friday, November 20, 2020 to aimed at reducing the potential for exposures in settings where people are not always wearing their face coverings in an effort to prevent more cases, increased hospitalizations and more deaths.
The changes include:
- For non-essential businesses permitted to operate indoors—including retail stores, offices, personal care services—occupancy will be limited to 25% maximum capacity.
- The number of patrons at outdoor restaurants, breweries and wineries will be limited to 50% max outdoor capacity (tables must be spaced 8 feet apart).
- The number of customers at cardrooms, outdoor mini-golf, go-karts and batting cages will be limited to 50% maximum outdoor capacity.
- Services at personal care establishments may only be provided by appointment to customers wearing face coverings by staff wearing face coverings. Services that require either the customer or the staff to remove their face covering, such as facials and shaves, are not permitted.
- Food and drinks cannot be served at these establishments to customers.
- Restaurants, breweries, wineries, bars, and all other non-essential retail establishments must close from 10:00 p.m. to 6:00 a.m.
- Outdoor gatherings remain the only gatherings permitted, and they must only include 15 people maximum who are members of no more than 3 households.

In addition, the County has established thresholds for additional actions if cases and/or hospitalizations continue to increase.

Governor Newsom Orders Curfew for Counties in Purple Tier
In response to the alarming increase in COVID-19 cases across California, Governor Gavin Newsom and the California Department of Public Health issued a Limited Stay at Home Order effective November 21, 2020 at 10:00 p.m. through 5:00 a.m. December 21, 2020. The order prohibits non-essential activities and gatherings with members of other households between 10:00 p.m. and 5:00 p.m.

If you have been exposed to someone with COVID-19 or been around groups of people without face coverings or physical distancing, self-quarantine for 14 days to avoid unknowingly spreading COVID-19.
CDC Updates Guidance for Thanksgiving
The Centers for Disease Control is urging the public not to travel and updated its guidance for Thanksgiving to slow the spread of COVID-19. According to the CDC, more than 1 million cases were reported in the United States over the last 7 days and travel may increase the chances of getting and spreading the virus. The agency is recommending the public to celebrate at home with the people you live with to slow the spread. Click here to view the updated recommended guidelines.
Travel Advisory Urges Against Non-Essential Out-of-State Travel
In response to the rising cases, California Governor Gavin Newsom joined Oregon Governor Kate Brown and Washington Governor Jay Inslee in issuing travel advisories urging visitors entering their states or returning home from travel outside these states to self-quarantine for 14 days to curb the surge. The travel advisories urge against non-essential out-of-state travel and encourage residents to stay locals as we approach the busiest travel seasons of the year.

Event Organizers Cancel Candy Cane Lane Festivities Due to COVID-19 Concerns
Candy Cane Lane, the magical holiday lights destination attracting thousands of visitors to El Segundo, will take a pause for the first time since 1949. Due to COVID-19 safety protocols and the Los Angeles County Department of Public Health Officer Order prohibiting large public events and gatherings, the event organizers decided to cancel this year's festivities.
