The following information was distributed through the County's email notification system (GovDelivery) about changes that take effect January 6, 2026 to make Board meetings more efficient and assist the public in planning how to participate in the meetings. On November 18th, the Board of Supervisors unanimously approved updates to the regular meeting procedures to improve overall operational efficiency and increased ease and convenience for public participation. These changes will begin on January 6, 2026 and include the following:

• The Chief Administrative Officer (CAO) will announce any revisions to the published agenda at the beginning of the meeting, rather than requiring a Board action for adoption of the agenda.

• The published agenda itself will better highlight all the ways the public can view, attend, and participate in meetings and the Clerk of the Board will read it into the record at the beginning of the meeting and Open Forum.

• Public comment

o Public comment on Closed Session items will now be taken at the same time as public comment on the Consent Calendar. This adjustment is intended to improve meeting flow and allow the Board to more seamlessly recess into Closed Session by gathering all public comment one every Closed Session item rather than each time it adjourns to Closed Session throughout the day.

o Additionally, public comment for all remaining agenda items (excluding noticed Public Hearings) will be taken in one public comment period following consideration of the Consent Calendar. This new structure provides greater efficiency and consideration of the public’s time, allowing citizens to arrive in the morning to provide any public comments – whether regarding Closed Session, Consent Calendar, or regular agenda items – without needing to wait hours for individual items to be called later in the day (unless it is a noticed Public Hearing).

o Open Forum will continue to be scheduled at 1:00 PM as the opportunity for members of the public to address the Board for three minutes about any subject matter that is not on the meeting agenda.

o As always, citizens may email comments on any and all agenda items to edc.cob@edcgov.us to be entered into the public record.

PIT Count

Volunteers are needed to assist with the 2026 Point In Time (PIT) Count on the morning of January 29th.

Your participation would make a meaningful impact.

We depend on teams of volunteers to canvas our community and ensure that all our neighbors experiencing homelessness are counted. No prior experience is necessary, training will be provided, and volunteers will work in pairs or small groups.
