Department of Agriculture and Planning and Building Department, Planning Division, Long Range Planning Unit, recommending the Board adopt and authorize the Chair to sign Resolution of Intention 114-2022 to Amend Title 130 of the County Zoning Ordinance and initiate a Zoning Ordinance Update for Sections 130.40.260 - Ranch Marketing and 130.40.400 - Wineries.

On September 21, 2021 (Legistar 21-1495) the Board established a Ranch Marketing Ad Hoc Committee consisting of Supervisors Parlin and Thomas. The Ad Hoc Committee met on January 18, 2022, March 1, 2022, April 7, 2022, and June 9, 2022. In addition, the Agriculture Commission formed an Agriculture Working Group consisting of members from the Agriculture Commission, Winery Owners, and supporting industry. The Working Group participated in the January 18, 2022, March 1, 2022, and April 7, 2022, Ad Hoc Committee meetings and also met independently on June 1, 2022, and June 24, 2022.

Following the meetings, it was determined that it will be necessary to amend Section 130.40.260 - Ranch Marketing and Section 130.40.400 - Wineries of the County’s Zoning Ordinance.

Next Steps:
An initial step in amending the Zoning Ordinance is the adoption of a Resolution of Intention (ROI), as required by Section 130.63.020 (Ordinance Amendments and Zone Change Applications) of the Zoning Ordinance.

Following adoption of the ROI, staff will prepare public review drafts of the proposed amendments and proceed with preparation of all necessary documentation and environmental review as required by the California Environmental Quality Act (CEQA).

Staff will then schedule public hearings with the Agriculture Commission and Planning Commission to receive public comments, review applicable environmental documents, and forward recommendations to the Board for consideration at the final adoption hearing(s).

Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with G&G Builders, Inc. for the provision of services to support the building and development of a congregate Navigation Center with an emergency shelter component, provided under Agreement 6775 because due to the limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff;

 SR 49 Confluence Workshop 7/14 Presentation Available

Thank you to everyone who was able to attend the El Dorado County Transportation Commission in-person community workshop on Thursday, July 14th. It was good to see everyone and hear directly from the community about concerns and hopes for the future of SR 49 American River Confluence. Attendees had the opportunity to hear from the project team directly about the project background, goals, and progress to date. To be eligible, equipment must be engaged in agricultural operations. Eligible project categories include on-road heavy-duty trucks, off-road equipment such as tractors and ag pumps, UTVs, & more.
-Applicants must complete and submit the appropriate FARMER application to their local Air Pollution Control or Air Quality Management District to be considered for funding.
-The local district will review the applications for completeness and forward eligible applications to Placer County APCD for review.
-Placer County APCD will provide the local district with a list of projects recommended for funding, along with maximum funding award amounts.
-The local district will contact applicants regarding award status

 Golf Entertainment Center Planned for Tribal Trust Land
Golf Center

The Shingle Springs Band of Miwok Indians have plans to create a 9-hole par-3 course and golf entertainment center to serve the Shingle Springs Tribal Community and area visitors. The development is planned on 34 acres of trust land located south of Hwy 50. Planning is scheduled to be complete by Fall 2022 with the project potentially breaking ground in 2023. We will keep you updated as we receive more information.

El Dorado County Department of Transportation's Mosquito Road Bridge Construction and Traffic Closures website is located HERE 

On the right-hand side of the page, there is a "Subscribe to Mosquito Bridge News" link where you can enter your email address. When the page is updated, an email will be sent to you letting you know. Transportation plans on updating this page throughout the duration of the project.
