Message from Director Ana Lasso
In October, I had the pleasure of attending the ribbon-cutting ceremony for the newest affordable housing community built on previously vacant state land. The ceremony marked the completion of the first stage of the Sugar Pine Village project, creating 68 affordable units. Once complete, the Sugar Pine Village project will provide 248 much-needed new housing units for families and workers in the Tahoe region.
These affordable housing projects are standout examples of the state working together to ensure that every Californian has a place to call home. With Sugar Pine Village, DGS is proud to take part in creating a sustainable and inclusive community that reflects the values of the Tahoe region.
The development marked the second project to complete construction for the Excess Sites Program under Governor Newsom's Executive Order N-6-19. To date, DGS has helped identify 49 sites statewide that are suitable and available for housing. Currently there are 20 sites under development that are expected to yield over 4,000 units. I am proud that DGS is able to play a role in such an important effort.

Introducing TACPA:
The Target Area Contract Preference Act Program
The Target Area Contract Preference Act (TACPA) program was established to stimulate business investment in distressed areas of the state and create job opportunities for Californians to improve the economic vitality of their communities. The DGS Procurement Division’s Policy, Training and Customer Service Branch oversees the Support Services Unit (SSU), which evaluates TACPA applications associated with contract solicitations that exceed $100,000. TACPA provides for a 5% workplace bid preference for a California-based business that is located in the qualified zone and a 1% to 4% preference for bidders who agree to hire eligible persons with high risk of unemployment.

DGS is conducting a Disparity Study in partnership with Mason Tillman Associates, Ltd.
The purpose of this study is to assess whether any exclusionary practices have occurred in the state's procurement of goods and services. Specifically, it will examine California’s contracting processes to determine whether all businesses, including minority-owned, woman-owned, LGBTQ-owned, and certified small and disabled veteran-owned businesses have equitable access to state contracting opportunities.
Community meetings are being held to give businesses the opportunity to ask questions, share their experiences with state contracting, and discuss any challenges or barriers they have encountered.
