Message from the Director
This week, DGS is observing Public Service Recognition Week, a time to appreciate the many public servants who keep government programs running each and every day. At DGS, our responsibilities encompass a spectrum broader than most other state departments. Our employees can design buildings, develop building standards, fix an industrial HVAC system, advocate for disability access, maintain a pristine rose garden, print thousands of professional-quality publications, manage administrative hearings, electrify the state fleet and install charging stations to support such fleet, and procure just about anything during an emergency – plus so much more.

In the spirit of Public Service Recognition Week, I am excited to welcome a new public servant to our organization: Stoyan Bumbalov who will serve as the new Executive Director of the California Building Standards Commission. Stoyan Bumbalov was sworn in on April 25 and will carry out the mission of the California Building Standards Commission to produce state building standards and administrative regulations as well as implement and enforce building code standards. |

DGS Celebrates Grand Opening of May Lee State Office Complex
Last month, DGS hosted the grand opening and ribbon-cutting ceremony for the May Lee State Office Complex located in the River District of Sacramento, California. This new state facility leads the way in sustainability as one of the largest zero-net carbon facilities in the country. The facility is named in honor of former DGS employee May Lee, the longest-serving California state employee, who had 79 years of state service and passed away last year. On Thursday, May 16 at 1 p.m., join DGS' Office of Small Business and Disabled Veteran Business Enterprise Services for a procurement training session to learn about the concept of sustainable purchasing. This training will provide a deep dive on how vendors can promote their environmentally preferable goods and services to the state of California.

NEW Opportunity to Qualify for the Small Business Certification with the State of California
Effective April 2024, the definition of what qualifies as a certified Small Business has expanded. Based on a business' Gross Annual Receipts (GARs), it may qualify to be certified as a Small Business and receive the Small Business contracting preference, if it meets the Small Business GARs-based size standards for state certification. The updates are as follows:
- Microbusiness – GARs limit increased from $5 million to $6 million.
- Small Business – GARs limit increased from $16 million to $18 million.
- Small Business for the Purpose of Public Works – GARs limit increased from $38 million to $43 million.

California Commission on Disability Access
To promote disability access in California through dialogue and collaboration with stakeholders including the disability and business community and all levels of government.

California Building Standards Commission
The California Building Standards Commission produces sensible and usable state building standards and administrative regulations that implement or enforce those standards.

4. Read the Office Building Manager Exam Bulletin carefully for minimum qualification requirements, application and exam information, and cutoff dates for processing.
5. Scroll to the bottom of the Exam Bulletin to the “General Information” header. Read and complete the “Affirmation Statement.” Review the “Filing Instructions” and begin the “Training and Experience Evaluation.”
