Women in Leadership: Celebrating Women's History Month at the Department of General Services
In honor of Women's History Month, I want to take a moment to celebrate the women in our department. Here at DGS, we are proud to have many women in executive roles, with more than 50% of our executive team represented by women. From deputy directors to chiefs, advisors, managers, analysts, office technicians, custodians and more, these women significantly and positively impact our department.
In expanding our leadership team with strong women, we are thrilled to announce that Madelynn McClain has been appointed Deputy Director of DGS' Real Estate Services Division. Madelynn began serving as Chief Financial Officer at the Department of General Services in 2023, and we are excited to see her take on this new role. Rebecca Kirk was recently appointed Executive Officer of DGS' Office of Public School Construction. This serves as a homecoming for Rebecca, who previously worked at DGS from 2007-2017. Lastly, we are excited to congratulate Heather Carlson, our new Chief Financial Officer. Heather brings over 20 years of finance and administration experience, as well as in-depth knowledge of the state's budgeting, accounting and legislative processes.

What a year! DGS 2023 Year in Review
The year 2023 was an eventful one for our department, marked by numerous significant achievements. We are pleased to present our annual publication highlighting the department’s major accomplishments: the 2023 Year in Review. 2023 Year in Review Highlights:
Empowering Small Businesses and Strengthening Procurement DGS continued to foster growth and efficiency in procurement, spearheading initiatives aimed at bolstering support for small businesses, enhancing procurement practices, and facilitating training opportunities. We achieved significant milestones, including the revision of Small Business and Disabled Veteran Business Enterprise Services regulations and the implementation of policies to promote diversity and inclusion. Additionally, efforts in IT procurement, emergency resource support, contracts management, and collaborative agreements underscored DGS’ dedication to driving innovation, promoting inclusivity, and safeguarding the interests of the people of California.

Building a Stronger Team In an ongoing effort to attract top talent and address departmental needs, DGS organized impactful hiring events showcasing DGS as an employer of choice. These events have proven instrumental in recruiting hundreds of applicants for various vacancies within our organization. Notably, the Procurement Division's virtual hiring events attracted 178 attendees and garnered a remarkable 932 applications for 24 vacancies. Similarly, the Facilities Management Division's One-Day Hiring Event drew 182 attendees, with DGS staff offering comprehensive support from application assistance to interviews.
Advancing Infrastructure DGS continued to demonstrate innovation and dedication in fulfilling state agencies' facility and real property needs. For example, the department continued its momentum on affordable housing initiatives: selecting firms for development projects, breaking ground on new housing developments, and closing ground leases for transformative projects like the Sugar Pine Village in South Lake Tahoe. Moreover, DGS completed an impressive 72 construction contracts totaling approximately $624 million. As we look ahead to the 2024 opening of the May Lee State Office Complex on Richards Boulevard, we celebrate DGS' contributions in shaping California's infrastructure landscape.

The California Supplier Diversity Symposium

Last week, DGS hosted the first-ever California Supplier Diversity Symposium. This event – which drew enough attendees to reach capacity – focused on increasing the economic impact of California’s small and/or diverse businesses by expanding access to business resources and procurement opportunities. The symposium brought together state agencies and diverse businesses from across California to hear from industry-leading experts about the latest policies and insights shaping supplier diversity. Exhibitors provided information about contracting opportunities in insurance, utilities, health care, transportation and government sectors.
