The Department has proposed changes to the California Code of Regulations to implement, interpret, or make specific Food and Agricultural Code Sections 14902, 14902.1, 14903, 14925, 14930, 14938, 14991, 14992, 14993, 14994, 15011, 15021, 15041, 15042, 15051, 15053, 15061, 15062, 15071, 15071.5, 15072, and 15073.
This rulemaking seeks to permanently adopt the Commercial Feed Regulatory Program's emergency regulations aligning Title 3, Division 4, Chapter 2, Subchapter 2 of the California Code of Regulations with national standards for recognized official names of feed ingredients.

On March 4-6, 2025, Samantha Moran-Defty, Senior Environmental Scientist Supervisor, and Erika Lewis-Ortega, Research Data Specialist II, traveled to Nashville, Tennessee to attend the annual Animal Feed Regulatory Program Standards (AFRPS) Face-to-Face Meeting. Attendance at this annual meeting is required per the terms of CFRP’s AFRPS cooperative agreement with FDA; this was the final meeting for the current five-year cooperative agreement, which expires on June 30, 2025. Moran-Defty and Lewis-Ortega attended presentations by FDA staff and participated in a collaborative tabletop exercise with other states to apply procedures developed under the standards to various emergency scenarios. CFRP thanks FDA for the opportunity to attend this meeting and collaborate with other AFRPS states.
