Dear Cupertino Community,
As summer begins, Cupertino continues to advance key priorities that will help shape our community’s future. This week, we met with state legislators to discuss a range of issues affecting Cupertino, including housing legislation and its impact on City operations, our current fiscal outlook, and transportation safety priorities such as e-bike safety and the implications of recent state policy. These discussions provided an important opportunity to share the City’s perspective and advocate for Cupertino’s needs.
We are also highlighting ongoing efforts to engage the community in important local decisions. First and foremost, negotiations with the Santa Clara County for law enforcement services continue. The City Council will hold a study session on June 16 to discuss the law enforcement contract. We remain committed to keeping the community informed throughout this process and ensuring the continued delivery of public safety services for our residents.
In addition, the City is conducting a community survey on potential ballot measures related to the Utility Users Tax and parkland protections, which will be presented to the City Council in July to help inform future action.
At the same time, we are pleased to share a recent milestone in advancing our housing goals: Valencia by SummerHill Homes broke ground last week along the Stevens Creek corridor, adding new townhomes that support Cupertino’s long-term housing needs.
Finally, summer is truly a time to enjoy all that Cupertino has to offer -- especially this Fourth of July – where we celebrate America 250 with the fireworks, outdoor concerts, and the Summer of Celebration Shop Local campaign. My newsletter provides plenty of opportunities for our community to get involved, including nominations for the CREST Awards and participation in the America 250 Art Showcase.

Law Enforcement Contract Update
The City has continued working closely with our regional partners and Santa Clara County on negotiations related to our law enforcement services contract.
As previously shared, the County has offered a short extension of the current agreements while negotiations continue and while a third-party consultant reviews the County’s proposed cost methodology allowing both parties additional time to work toward a legally compliant agreement that maintains critical public safety services for our communities.
The City Council will hold a study session on June 16 to discuss the law enforcement services contract and provide direction as negotiations continue. As we move forward, we are committed to transparency, protecting the City's interests, and securing the best possible outcome for our community. Ensuring the safety of our residents and the continued delivery of high-quality public safety services remain our highest priority.

Sacramento Legislative Day
On Tuesday, I joined Mayor Kitty Moore, Councilmember Ray Wang, and Deputy City Manager Kirsten Squarcia for Legislative Day in Sacramento. The day included meetings at the State Capitol, as well as visits with legislative offices, the California Department of Finance, and the California Department of Housing and Community Development.
Our discussions focused on several priority issues affecting Cupertino. We shared concerns about the large number of housing bills under consideration and their impact on City operations, including compliance with No Net Loss requirements. We also discussed the City’s current financial outlook, the continued loss of retail activity, and the potential fiscal impacts of the ongoing Sheriff’s contract negotiations with Santa Clara County.
In addition, we shared transportation safety priorities, including e-bike safety and other challenges associated with increased transit-oriented development, including the implications of AB 2576. These conversations provided an important opportunity to advocate for Cupertino’s interests and share the City’s perspective on legislation and policies that affect our community.

New Citywide AI Enablement Initiative to Upskill Staff
In line with our commitment to innovation, and forward-thinking mindset, the City has launched a new AI Enablement Program to help staff build practical skills with emerging technology and improve safe and responsible use of AI across the organization, with full staff adoption targeted by the end of September.

Ballot Measure Survey
The City has engaged independent research firm Godbe Research to survey a random sample of Cupertino residents regarding potential ballot measures related to the Utility Users Tax (UUT) and parkland rezoning protections. The survey period has been extended through June 19. Results will be presented publicly to the City Council on July 7 to help inform decisions on whether to advance either, both, or neither measure.

“Valencia” Breaks Ground
A groundbreaking occurred last Thursday for Valencia by Summerhill Homes. The project supports Cupertino’s housing goals, with 59 new townhomes planned along the Stevens Creek corridor.

Nominate for the CREST Awards
The City is accepting nominations for the 2026 Community Service Awards, recognizing outstanding individuals, organizations, and businesses that serve our community. Award categories include Rising Star, Organization of the Year, Lifetime Achievement, Hometown Hero/es, and Business/Businessperson of the Year. Winners will be honored on Wednesday, October 28, 2026. Nominations are due Tuesday, July 7, at cupertino.gov/crest.

We kicked off the City's Summer of Celebration campaign last week. To discover, navigate, and enjoy the city throughout this monthlong shop-local campaign, visit Explore Cupertino, our online hub designed to help residents and visitors experience everything Cupertino has to offer. The hub also features a welcome video from Mayor Kitty Moore inviting residents and visitors to discover what makes Cupertino unique, as well as a list of 25 local businesses offering monthlong deals and specials. Cupertino America 250 Art Showcase
Community members of all ages are invited to participate in the Cupertino America 250 Art Showcase in celebration of America’s 250th Anniversary. Residents are encouraged to create artwork that highlights the spirit of both Cupertino and America by sharing what makes our community, culture, and country special through their creativity. Selected artwork will be featured during Cupertino’s Fourth of July Celebration.
Artwork may be dropped off at Cupertino City Hall or submitted digitally online by Friday, June 26, 2026.

Draft Active Transportation Plan Available for Public Review
The Draft Active Transportation Plan is now available for public review through June 30. The plan identifies proposed projects and programs to improve walking, biking, and rolling throughout Cupertino. Staff will be accepting public comments during the review period, and residents are encouraged to provide feedback through the project website at cupertino.gov/atp.

Coming soon to Cupertino! Building plans have been submitted for tenant improvements at 19349 Stevens Creek Boulevard in Main Street Cupertino. The incoming tenant, Chubby Cattle restaurant, plans to occupy the 4,263 square-feet of retail space.

Photovoltaic Project Resumes Work at Alves Parking Lot
Work on the City of Cupertino’s Photovoltaic project resumed on Monday, June 8 in the Alves parking lot behind the Quinlan Community Center. The parking lot is fully closed off for two weeks from June 8 to June 19. After, some portion of the parking will be available until the project completes at the end of October.

Hot temperatures are expected in Cupertino and throughout the Bay Area until Friday, June 12. Santa Clara County libraries are open as Cooling Centers during regular business hours.

Community Emergency Response Team (CERT) Academy - Summer 2026
The Santa Clara County Fire Department offers the CERT Academy to train residents on disaster preparedness skills. In the event of a disaster or public safety emergency, CERT volunteers can assist their family and neighbors when first responders are not immediately available.
CERT classes are held on Tuesday and Thursday nights, 6 to 9 p.m., on the following dates: August 4 , August 6, August 11, Aug 13. The final in-person Skills/Graduation day is Saturday, August 15, from 8:30 a.m. to 1 p.m.
