Spring is here! The trees are blooming everywhere, and we’re looking forward to the Earth and Arbor Day Festival and tree planting event this weekend.
Speaking of new beginnings, I am pleased to announce progress on several key efforts, including a new online encroachment permitting system, photovoltaic projects, new business openings, and the launch of the “Mayors Through the Years” webpage. The Business License Amnesty Program is also underway, and planning has begun for the Summer of Celebration Shop Local campaign to support local businesses.
The City is continuing to work with partner cities and Santa Clara County on the proposed sheriff service contract increases and will share updates as discussions move forward.
We are also focused on emergency management and preparedness, especially in light of the earthquake early this morning. Read about the latest efforts and learn how you can get involved and stay informed.

Save the Date: Telephone Town Hall - Understanding Proposed Sheriff Contract Increases
We continue to discuss Santa Clara County’s proposed increase to sheriff service contracts. The most recent numbers show a 39.6% increase. The cities have submitted a counterproposal that includes a 12% increase and a three-year phased approach to overhead costs while working with the County to establish a fair and transparent cost methodology.
A regional telephone town hall will take place on Tuesday, April 14 to discuss proposed increases to the Santa Clara County Sheriff’s Office contract and the Cities’ joint response. Mayors will present a phased counterproposal focused on transparency in cost calculations and impacts on city budgets and services. Participants can listen live, ask questions, and join via phone or Zoom, with access details shared in advance.

Get Ready for a Scavenger Hunt at The Annual Budget & Bites Workshop
Each year, the City hosts a community budget workshop to engage on a specific budget topic.
This year’s session will focus on OpenGov, Cupertino's financial transparency tool that allows residents to explore the City’s budget and historical finances through interactive visuals and downloadable data.
The workshop will include:

Business License Amnesty Program
The Business License Amnesty Program has officially launched on Monday, March 30, providing businesses with an opportunity to reduce or eliminate tax penalties and interest while achieving full compliance with the City’s business license requirements. The program was designed to promote equity among businesses, enable participation in City initiatives such as Restaurant Week, and generate a source of ongoing revenue for the City. Cupertino Summer of Celebration Shop Local Campaign
The City of Cupertino is celebrating the excitement of the International Soccer Tournament and the spirit of Independence Day from Saturday, June 13 to Monday, July 13 through a Shop Local campaign highlighting Cupertino’s eateries with special menus, deals, and discounts. This initiative encourages residents and visitors to stay, dine, and shop locally while enjoying world-class soccer and festive Fourth of July celebrations together with family and friends. Taste Buds Kitchen Coming to Westport Senior Apartments
Building plans have been submitted for tenant improvements at Westport Senior Apartments, located at 21301 Point Reyes Terrace, Suite 300. The incoming tenant, Taste Buds Kitchen, plans to occupy the 2,500-square-foot space. The project valuation listed in the application is $600,000. Cupertino Mayors Webpage
The City recently launched a new webpage, “The Mayors Through the Years,” highlighting Cupertino’s leadership history in an engaging and accessible way. The project included digitizing historic Mayor portraits and creating a clean, gallery-style experience that showcases the City’s legacy.

Mayor and Staff Complete Mandarin Program
The Mayor and I along with a few city staff members recently completed a Mandarin learning course in partnership with the Silicon Valley Chinese School. The program strengthened language skills and cultural understanding, helping the City better engage with Cupertino’s diverse community.

City of Cupertino Launches Online Encroachment Permitting System
The City is pleased to announce the launch of its new Online Encroachment Permitting System, which went live on March 23. The application was developed in-house by city staff through a collaborative effort between the Innovation & Technology, Applications Division and Public Works, Development Services Division. This system will improve and streamline the encroachment permit process, reduce staff processing times and improve customer experience for the more than 500 permits that are issued on an annual basis.
This new system is designed to support a wide range of projects, from small residential projects submitted by property owners; to major utility companies submitting routine encroachment permits. The entire permitting process, from plan review to permit issuance, will be completed through a single online portal that is streamlined and provides real-time status updates.

Photovoltaics Projects Progress
The City Council approved the Photovoltaic Systems Design and Installation (PV) project as part of the FY 2024–25 budget. In December 2024, the project moved forward to design and construction at Community Hall, Quinlan Community Center, and the Cupertino Sports Center. Updates on each site are provided below.
Community Hall (CCH) – The PV system installation is underway, with electrical conduits being placed. The City has scheduled the facility to be powered down electrically on Thursday, April 2. The work at CCH is expected to be completed and pass final inspection by Wednesday, April 15.
Sports Center (CSC) – The project is nearly complete, with minor lighting work and preparations for electric vehicle charging stations and ADA parking. The work at CSC is expected to be completed and pass final inspection by Wednesday, April 15.
Quinlan/Alves parking lot (QCC) – Installation has been delayed due to procurement and permitting of the required sprinkler system, so the carport will not be finished in April. QCC is an “aggregated site” under PG&E, meaning it includes multiple parcels on one utility account. Aggregated sites have until February 14, 2027, to complete work while retaining NEM2A rates. The contractor currently estimates completion in September. In the meantime, the City will work to reduce the construction fence footprint and continue improvements to the ADA path.

New AlertSCC Webpage Launched for Santa Clara County
The Santa Clara County Office of Emergency Management has launched a refreshed AlertSCC webpage, featuring improved layout, step-by-step registration guides, and expanded multilingual resources to strengthen public readiness. The updated portal provides clearer, more accessible information, with new direct links for English, Spanish, Chinese, Vietnamese, and Tagalog, while the short URL AlertSCC.org now redirects to the new site. Application Deadline Extended: Emergency Services Coordinator
The application deadline for the Emergency Services Coordinator position has been extended to Friday, April 17. The City is recruiting for a full-time position in the City Manager’s Office to support emergency preparedness, response, and recovery efforts. Staff Review Draft Emergency Operations Plan with Witt O’Briens
Staff met with the City’s emergency management contractor, Witt O’Briens, to review a draft structure and content outline for the updated Emergency Operations Plan (EOP). As the draft progresses, there will be opportunities for community and stakeholder input. The firm will also provide on-demand emergency management services during Emergency Operations Center activations.

New Brochure Promotes Block Leader and Neighborhood Watch Programs
A new Block Leader and Neighborhood Watch brochure highlights the two programs, which aim at fostering neighborhood connections and supporting public safety. It will be on display at City facilities and the Cupertino Library, and will be distributed at the Earth and Arbor Day event on Saturday, April 4, where City staff will be tabling.

Sheriff’s Office E-Bike and E-Scooter Resources
While buying e-bikes can reduce car trips and encourage independence, parents should consider important information—such as safety, speed, maintenance costs, and theft risk—before buying or riding e-bikes and e-scooters, especially for youth.

The City plans to hold a community meeting in the future focused on youth e-bike use and safety. The session will cover current trends, legal considerations, and best practices, along with an opportunity for questions and discussion.

Keep Yourself Safe from Mosquitoes
As we enter warmer temperatures, animals and insects like mosquitoes and rodents are becoming active. Not only can they be a nuisance, but they could also spread diseases that make us sick.
The Santa Clara County Mosquito and Vector Control District works year-round to protect the County of Santa Clara from diseases spread by insects and animals, known as vectors. Mosquitoes especially, are a problem, and certain ones can spread diseases like West Nile virus, dengue, and Zika. Businesses and residents in Santa Clara County can request an outdoor inspection to receive technical guidance at no added cost.
Here are some tips to protect yourself, your loved ones, and your neighbors:

Dump and drain containers with standing water, like buckets and planter plates, on a weekly basis.

Scrub the containers with hot, soapy water or a diluted bleach solution to remove mosquito eggs. Then place them upside down in the sun for 24 hours. Do not rinse until you are ready to use the item again.

Wear insect repellant that contains DEET, IR3535, oil of lemon eucalyptus or picaridin as the main ingredient.

Now Enrolling: 2026–27 Silicon Valley Career Technical Education (SVCTE)
Registration for the 2026–27 school year at Silicon Valley Career Technical Education (SVCTE) is now open for partner districts, with general enrollment for all 10th-12th graders and adults beginning Monday, April 6.
Offering UC “a–g” approved, career-connected courses, SVCTE is launching a new AI Engineering program and a Field Ironworkers Pre-Apprenticeship to help students earn certifications and college credit. For more information, visit the SVCTE website at svcte.metroed.net.

Earth and Arbor Day
The City’s annual Earth and Arbor Day Festival is Saturday, April 4, from 11 a.m. to 3 p.m. at Civic Center Plaza. A tree planting event will take place at Creekside Park earlier in the day at 9 a.m.

Hack Cupertino returns to the Quinlan Community Center April 11 to 12. Open to teens ages 13–18, this 13-hour overnight hackathon invites participants to work in teams and solve a unique challenge revealed at the opening ceremony. It’s a fun opportunity to build coding skills, collaborate with peers, and bring creative ideas to life.

Annual Commissioner Training
On Monday, March 30, the City Clerk’s Office held the Annual City Commissioner Training session in Community Hall. In accordance with the City Council Procedures Manual, this mandatory training is required for all Commission and Committee members. Topics covered an overview of roles and responsibilities relevant to conducting the work of the Commissions. Topics included sections of the Commissioners’ Handbook and updates on new legislation. Thank you to all our commissioners and committee members for serving the city and for participating in this important training.

Teen Resource Fair
On Saturday, March 21, Cupertino Parks and Recreation held its annual Teen Resource Fair, focused on giving teens the opportunity to explore job opportunities, volunteer roles, and wellness resources. The event brought together a strong group of community partners and engaged teens looking to get involved and plan for the months ahead.
The City extends its appreciation to the Fremont Union High School District Intradistrict Council Wellness Committee and Main Street Cupertino for their support in making the event possible.

Cupertino Staff Present at Joint Technical Advisory Committee Meeting
On Thursday, March 5, Environmental Programs Assistant Steven Hirsch presented Cupertino’s foodware ordinance, now in an enforcement-focused phase, to the Technical Advisory Committee (TAC) hosted by Alameda County’s StopWaste. The presentation generated positive feedback and questions, and highlighted shared challenges and ideas that participants will bring back to inform their own programs.
Cupertino staff participate regularly in TAC meetings, which bring together solid waste professionals from each city, the County, the private waste industry, businesses, and community organizations. TAC advises the Santa Clara County Recycling and Waste Reduction Commission (RWRC), the principal advisory body to the County Board of Supervisors on countywide solid waste planning issues.

Cupertino Little League 2026 Opening Ceremony
On February 28, the Cupertino Little League celebrated the opening of the 2026 season and inaugurated the new scoreboards at Wilson Park.
