Hello Neighbors,
As we head into this season of gratitude, I want to express my heartfelt appreciation to our community. I am deeply honored to have been appointed City Manager this past week and to continue serving the City. City Council’s unanimous decision on my appointment has brought positive media attention to Cupertino, and many of you have reached out with kind words of support, encouragement, and excitement. Thank you. It truly means a lot to me. More about the announcement in this newsletter.
In this edition, you’ll also find highlights of the City’s recent recognition from the Metropolitan Transportation Commission for our smooth, well-maintained streets, an achievement we can all take pride in. There’s also a business buzz section with updates around all things economic development. With winter weather approaching, we’ve included helpful reminders to support our local businesses this holiday season and resources to help you stay prepared. You’ll also find details about the upcoming Coyote Community Meeting, aimed at helping residents stay informed and safely coexist with our local wildlife.

City Council Unanimously Appoints Tina Kapoor as New City Manager
The Cupertino City Council unanimously appointed Tina Kapoor as Cupertino’s new City Manager on Tuesday evening, making permanent the City Council’s decision to appoint Kapoor as Interim City Manager in May 2025. The full press release is available at cupertino.gov/pressreleases.

Cupertino in the Spotlight with Upcoming TV Series
A recent San José Spotlight article, “Cupertino may enter the limelight with TV show” reports that the City may soon gain national attention as the namesake of a new CBS series titled Cupertino, slated to premiere in fall 2026. Earlier this month, staff brought forward a film-permit ordinance to help ensure the City offers a clear and streamlined pathway for managing filming activities in the City.

The Rise: Project Update
The developer for The Rise has submitted a revised planning set to the City. This update advances the project into vertical construction, with the first phase scheduled to begin in 2026. The initial phase, “Town Square West”, will include 1,369 new homes, among them 232 affordable family units, as well as 200,000 square feet of retail, dining, and entertainment space. It will also provide more than three acres of new public open space.

Mayor and Vice Mayor Election
The City of Cupertino invites the community to attend the annual selection of the Mayor and Vice Mayor and the official Swearing-In Ceremony on Thursday, December 11, 2025. Doors will open with refreshments at 5 p.m., followed by the Special City Council Meeting at 6 p.m. The event will be held at Cupertino Community Hall, 10350 Torre Avenue, Cupertino, CA 95014.

Be Flood Ready This Rainy Season
Here are six flood-readiness tips for residents:

Make an emergency plan for your household and pets.

Assemble a 3-day emergency kit with water, food, and supplies.

Get flood insurance early as most standard policies don’t cover flood damage.

Pick up free filled sandbags at Valley Water distribution sites.

Don’t Forget to Compost Your Holiday Tree: A Green Way to Wrap Up the Season!
When your holidays are over, give your tree a sustainable send-off. Follow these steps to prepare it for curbside pickup:

Remove decorations and tinsel.

Dispose of string lights as hazardous waste and not the landfill, recycle, or compost cart.

Cut trees into pieces five feet or shorter.
-
Place smaller branches and needles in the green organics cart.
-
Set your tree pieces and carts curbside on your collection day.
-
Make sure your compost cart lid is closed.
Artificial plastic trees cannot be composted or recycled. Consider donating to a local charity or nursing home, or disposing of them through a free bulky-item curbside pickup.
If disposing of trees before or after January, trees must fit completely inside your compost cart. Contact Recology at (408) 725-4020 for additional help.

City Hall Holiday Closures
Cupertino City Hall will be closed on Thursday, November 27, for Thanksgiving Day and Friday, November 28, for the day following Thanksgiving. Regular business hours will resume on Monday, December 1. For the 2025 schedule, see the full list of the City’s holiday closures.

Economic Development Committee Meeting
On Monday, November 17, 2025, the Economic Development Committee held its first meeting to discuss upcoming economic opportunities for 2026: Super Bowl LX, the FIFA World Cup, and the TV show Cupertino. The committee also began exploring potential projects for its 2026 Work Plan and appointed Jane Lin as Chair and Selina Kaing as Vice Chair. A special meeting is tentatively scheduled for December 11, 2025.

Launch of Cupertino Business Resource Hub
The City of Cupertino is thrilled to announce the launch of its Business Resource Hub, a centralized platform designed to empower local entrepreneurs and small businesses. Unveiled as part of the City’s celebration of Small Business Saturday, this new initiative underscores Cupertino’s commitment to economic growth and innovation, offering streamlined access to specialized resources, technical assistance, and networking opportunities.
Through the Hub, business owners can connect with experienced business-support professionals, participate in expert-led workshops, and benefit from direct business coaching and mentoring, all designed to strengthen the local economy and support a thriving business community.

New Restaurant Safar By Karimi Receives Occupancy to Operate
Safar By Karimi, a new Indian restaurant, has successfully passed inspections by Santa Clara County Health, Santa Clara County Fire, and the City of Cupertino. As a result, the City has issued a Certificate of Occupancy, completing the requirements needed to begin operations. The restaurant is located at 19930 Stevens Creek Blvd, Cupertino, CA 95014, and is tentatively scheduled to open in December 2025.

Coyote Community Meeting
Learn how to safely and confidently coexist with coyotes in our community! Join the City of Cupertino and wildlife experts from the University of California Agriculture and Natural Resources, Santa Clara County Mosquito and Vector Control District, and Midpeninsula Regional Open Space District on Monday, December 1, for tips on coyote behavior, reducing attractants, and what to do during an encounter.

Celebrating California Authors will take place on Saturday, December 6, at 10 a.m. at Cupertino Community Hall. This in-person program features distinguished writers Steven Rowley, Devorah Major, and Bärí A. Williams, whose works reflect California’s diversity and cultural richness. Community members are invited to register to attend and stay for the book signing following the discussion.

StanfordNext: Upcoming Community Open Houses
Stanford University is developing StanfordNext, a long-term land use plan that will guide future academic, housing, transportation, sustainability, and infrastructure needs within existing campus lands. The plan aims to support the university’s mission while aligning with regional priorities, and community input will play a central role.

Draft Plan Bay Area 2050+ Is Here
The Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG) have released Draft Plan Bay Area 2050+ and its Draft Environmental Impact Report (EIR) for public review and comment after over two years of work. The plan outlines 35 strategies and investments to be implemented by 2050. This planning cycle also includes the parallel Transit 2050+ effort, which aims to re-envision Bay Area public transit in partnership with regional operators.
Residents are welcome to learn about the draft plan and provide feedback at the upcoming hybrid public hearings scheduled for December 3 and December 4 at 6pm. Details on how to join the zoom can be found at the MTC meeting and events page.

Friendship City Renewal Ceremony
Last week, the City hosted the Friendship City Renewal Signing Ceremony at City Hall, with Mayor Liang Chao and representatives from each of our four Friendship Cities in attendance. The ceremony included the signing of renewal documents for New Taipei City, Taichung City, Tongxiang City, and Xianning City. We are grateful for the continued collaboration with our Friendship Cities and look forward to strengthening these valuable international partnerships in the years ahead.

Teen Speaker Series
The Teen Speaker Series wrapped up in November with three well-attended sessions, each drawing more than 20 teens and parents to explore college planning, financial literacy, and tech careers. Guest speakers Vinnie Gupta and Tina Pratt shared strategies for standing out in college applications, while Cathy Tam and Sunny Wang introduced the basics of budgeting, saving, and compound interest. The series concluded with tech professionals Rithik Sachdeva and Rushabh Doshi, who discussed key skills and how students can prepare for future opportunities. Teen Commissioner Sumedha Kumar and Teen Commission Vice Chair Harly Liu guided the conversations and Q&A throughout the series.

CUSD Students Tour McClellan Ranch Preserve Creek
This fall, more than 200 Cupertino Union School District (CUSD) students participated in the McClellan Ranch Preserve Creek Tour, a hands-on environmental education program offered twice a year by Cupertino Parks and Recreation and McClellan Ranch Preserve. Students from Sedgwick, De Vargas, Eisenhower, and Stevens Creek Elementary Schools studied the health of Stevens Creek using the Pollution Tolerance Index, examining macroinvertebrates—small aquatic organisms that help indicate water quality and support species such as the threatened Central California Coast Steelhead.
Special thanks to the students, teachers, chaperones, and the City's Ranger Team for supporting environmental education and inspiring future stewards of our natural community.

National Ruby Bridges Walk to School Day
This year’s National Ruby Bridges Walk to School Day in Cupertino was a tremendous success! On Friday, November 14, five Cupertino schools participated and held events that encouraged their school communities to walk to school together, while many others hosted walk and bike encouragement activities throughout the month.
The largest celebration took place at Lincoln Elementary school, where nearly 200 participants, including students, families, teachers, staff, and CUSD leadership, gathered at Blackberry Farm before walking together to campus as a community. Other schools joined in as well, with Sedgwick Elementary hosting a Walk to School Dayand Eaton Elementary organizing three neighborhood walk groups, one of which was joined by Mayor Chao.
