State of the City: Mayor Mohan Highlights Successful Partnerships, New Opportunities in 2024
The annual State of the City was celebrated on February 15 in partnership with the Cupertino Rotary Club and the Cupertino Chamber of Commerce with nearly 200 residents, commissioners and other city leaders in attendance. The evening focused on recognizing the accomplishments of 2023 and looking ahead to the opportunities of 2024. Mayor Sheila Mohan delivered an address of togetherness, while highlighting city initiatives moving the needle on housing, community development, sustainability, transportation, and public safety. Record-Setting Numbers for City-Rideshare Program
Still have not utilized the City’s on-demand rideshare service yet? SV Hopper is a user-friendly, on-demand rideshare service serving people needing to travel anywhere in Cupertino, south Santa Clara, and major Caltrain Stations in Mountain View, Sunnyvale, and Santa Clara for no more than $3.50 per ride. In January 2024, the SV Hopper program achieved a significant milestone, recording its highest monthly ridership since service started in October 2019. This record-setting month of 7,225 completed trips marks a remarkable growth trajectory for the service. This milestone is also closely aligned with another notable achievement of the service recently surpassing 100,000 total completed trips for the life of the service. Vallco Project Update - 2nd Modification Approved
The City has approved the second modification to the Rise Development pursuant to streamlined, ministerial processes allowed under state law for projects that include a specified percentage of affordable housing units. Formerly the Vallco Town Center Development, The Rise is a mixed-use housing development with 2,669 units, of which 890 units are affordable to lower income households. The modified project includes 47 townhomes. The project also includes approximately 1.95 million square feet of office space, 226,000 square feet of retail space and at grade open space areas. The approval documents and approved plans are available online at Cupertino.gov/vallcosb35. Project details are available in the Development Activity Report and updated monthly.

Economy in Focus at Cupertino Development Forum
The City of Cupertino and SJ Spotlight co-hosted a forum focused on development activity and opportunities for investment in Cupertino in December 2023. The panel was comprised of City staff and industry practitioners representing real estate development and retail brokerage. Through a collaborative discussion, the audience was able to gain a deeper understanding on what’s happening in Cupertino as it relates to commercial and residential development, retail leasing, and the overall Cupertino economy. Cupertino Minimum Wage Now $17.75
On January 1, 2024, the minimum wage in Cupertino increased from $17.20 to $17.75 per hour. The Cupertino minimum wage will cover employees performing two or more hours of work per week in Cupertino. Employees are entitled to these rights regardless of their immigration status. All employers located within Cupertino are mandated to post the official notice in the workplace informing employees of the rate and their rights. New Fast-Food Industry Minimum Wage
Starting April 1, 2024, fast-food restaurant employees in California will be entitled to earn at least $20 per hour in accordance with Assembly Bill (AB) 1228. The minimum wage for fast-food employees will increase on an annual basis thereafter through 2029. AB 1228 applies to fast-food restaurants that are part of a national fast-food chain consisting of more than 60 establishments nationally. Cupertino Small Businesses Featured in SF Chronicle
The San Francisco Chronicle recently recognized two Cupertino small businesses, Liang’s Village (20530 Stevens Creek Blvd.) and Chicha San Chen (20688 Stevens Creek Blvd.), as some of the most popular Taiwanese cuisine and beverage establishments in the Bay Area. Liang’s Village is a third-generation family-owned and operated business specializing in Taiwanese Juancun (Mandarin for “military village”) comfort food, while the equivalent of three Michelin stars from the International Taste Institute was awarded to Chicha San Chen in 2021 prior to opening its first Bay Area location in Cupertino in September 2023. House of Miracles Creates Auto Miracles for 40+ Yrs
The City of Cupertino recently recognized House of Miracles (located at 21680 Lomita Ave.) for operating in Cupertino for over 40 years. A family-owned auto body shop serving the community since 1981, the family recently retired and sold the business to Charles Seo, owner of Santa Clara-based Kim’s Auto Body. Mr. Seo continues to honor the House of Miracles’ name for the auto body shop as the new owner and continues to service the community with automotive collision repairs, scratch and dent removal, frame straightening, glass replacement, and custom painting needs.

Free Artistic Bike Racks, Drive Up Your Customer Visits
Data shows that bike racks increase visits and sales. The Cupertino Rotary Club is providing free artistic bike racks to Cupertino businesses and commercial property owners. The bike rack will be funded by the Cupertino Rotary Club and the City of Cupertino, with installations completed by Rotary volunteers. Still haven’t finished your business plan? Connect with a Small Business Development Center (SBDC) Advisor through the Business Bootcamp cohort where you will learn about business planning, start-up and preplanning, and business management. This bootcamp is a 4-week program consisting of 3 hours of dedicated time each week, including 90 minutes of classroom training and 60 minutes of work with a no-fee consultant provided by Silicon Valley SBDC Network. Big Announcement: CA Jobs First, $182M Investment
The creation of a new state council focused on creating jobs and the awarding of $182 million in grants to jumpstart the Governor’s Regional Investment Initiative to accelerate economic and workforce projects throughout the state was recently announced. Each of the state’s 13 economic regions (including the Bay Area) were awarded $14 million to invest in sector-specific pre-development activities, enabling regions to take projects from exploratory and last-mile to ready-to-go projects that can access local, state, and federal funds, as well as private and philanthropic investments. EV Chargers for Small Businesses
PG&E has a new Electric Vehicle (EV) Charger Program for small businesses. This program installs EV chargers at no cost or cost-share assistance (up to $6,000 off per EV charger) at eligible properties. The Program is first-come, first-served, and open to eligible PG&E electric service customers qualified for small businesses or nonprofit organizations. Additional benefits may be available including two years of pre-paid network, customized operations and hardware plan, and assistance with rebates or funding sources. Layoff Assistance Webinars Available in March
NOVAworks and the Employment Development Department are hosting upcoming layoff assistance webinars. People facing recent or future layoffs can learn about resources to assist with career transition during free, one-hour webinars, including: certify weekly Unemployment Insurance benefits, filing for Unemployment Insurance, registration for Covered California healthcare, and support, coaching, and training resources.
