Cupertino Housing Element Sites Inventory Approved
The Cupertino City Council met on Monday, August 29 and Tuesday, August 30 to discuss and, ultimately, approve the Housing Element Sites Inventory. The Council first discussed the Sites Inventory on Tuesday, August 16 and continued the discussion to August 29.
The Sites Inventory is the list of properties identified for new housing during the upcoming eight-year Housing Element planning period of 2023 to 2031. During their consideration of the item, Council made several changes to the Sites Inventory as recommended by the City’s Planning and Housing Commissions. These changes will be noted on the Housing Sites Inventory at engagecupertino.org/housingelement.
Now that City Council has taken action on the Sites Inventory, the City can begin its environmental review, or California Environmental Quality Act (CEQA), process for the Housing Element Update. The environmental review process is expected to take approximately nine months to complete.
The next Community Engagement Plan - Strategic Advisory Committee meeting will be held virtually on Friday, September 16 at 11 a.m. Details for this meeting will be available here. Also, on the evening of Tuesday, September 27, a virtual community meeting on the Housing Element Update, focusing on Affirmatively Furthering Fair Housing (AFFH) objectives, will be held. This will be the third in a series of AFFH-focused community meetings that began in May.
This 6th Cycle Housing Element Update is required by State law and covers the planning period of 2023 to 2031. The Housing Element is part of Cupertino's General Plan and identifies policies and programs intended to meet the housing needs of the City's current and future residents at all income levels. State law requires that all city and county Housing Elements be updated every eight years.
Comments and input from the community are vital to achieve a successful Housing Element Update, and participation in public meetings and the community engagement process is strongly encouraged. Upcoming Below Market Rate (BMR) Virtual Workshop
On September 19, Rise Housing Solutions will host the annual City of Cupertino Below Market Rate (BMR) Virtual Workshop. Members of the public are invited to join for an overview of the City’s BMR Ownership and Rental programs, how to join the 2023 waitlist, requirements of the program, eligibility process, and real time Q&A.
The virtual workshop will be held on Monday, September 19 from 6 to 7 p.m. You are not required to RSVP and can join by clicking here. If you are unable to attend, the recording will be available online here.
The 2023 waitlist and application period will be open from October 1 through 31. Attendance at the workshop is not required to apply for the 2023 waitlist. During the application period, applications will be accepted online (recommended) at the link below or you may contact Rise Housing Solutions to receive a paper copy. Cupertino Kicks Off New Business Outreach Program
Cupertino's strong business base is essential to the City’s economic success. In an effort to further enhance the quality working relationship with companies that choose to operate in Cupertino, the City's Economic Development Division recently introduced the new Cupertino Business Outreach Program (CBOP).
CBOP is a service designed to help the City and its businesses identify the unique needs of local employers and connect with resources. CBOP incorporates an in-person visit to companies located within Cupertino for a conversation with the leadership team and an optional tour of the operations.

Rollout of Waste Management Tool Green Halo
The City of Cupertino's Environmental Programs Division administers various requirements that must be included in new or redeveloped private commercial and single or multi-family housing projects. This is to conform with State of California stormwater pollution requirements and solid waste reduction and recycling mandates. These include a requirement to divert from landfill a minimum of 65% of nonhazardous construction and demolition waste, which also aligns with CalGreen requirements.
The City has implemented Green Halo, a web-based waste management tracking software tool that makes tracking the quantities and types of disposed materials easier. As of July 1, in order to get a building permit in the City of Cupertino, all applications for projects meeting certain size and value criteria as "Covered Projects" are required to submit a Debris Management Plan through Green Halo. This process replaces the previous Construction and Demolition (C&D) Plan and Report, which was difficult and sometimes confusing for contractors to complete accurately.
Green Halo makes it easier for contractors to correctly report diversion rates for their projects and determine their diversion calculations because they pull facility diversion data automatically. Not only is Green Halo helping contractors, it also saves City staff time by removing additional steps related to the previous C&D Plan and Report, eliminating the need for separate spreadsheet data entry, and providing instant visibility on overall diversion through charts and graphs. As of August 30, the covered projects had diverted 92.72% of their construction and demolition waste with 661.22 tons being diverted from the landfill.

Notable City Events
Bobateeno is Back!
Students in 8th through 12th grade are invited to take a mental break, de-stress, and socialize with Cupertino Youth Activity Board at Bobateeno while enjoying boba! This year's event will be held on Saturday, September 17 from noon to 3 p.m. at the Cupertino Civic Center.
Attendees will also be able to connect with community partners, local mental health resources, and participate in recreational activities.

Coastal Cleanup Day is September 17
In partnership with the Creeks Connection Action Group, the City of Cupertino is hosting a community creek cleanup on Saturday, September 17 from 9 a.m. to noon at Saratoga Creek, 10486 Sterling Boulevard in Cupertino.
Volunteers and City staff will clean up areas surrounding Saratoga Creek. Gloves, trash grabbers, and other tools will be provided. Volunteers are encouraged to bring water to stay hydrated and dress for safety: wear closed toe shoes, long sleeves, long pants, and sunscreen. This event is a fun, family-friendly way to help clean up our local environment!
Every participant needs to have a signed waiver to participate. Waivers will be sent to participants after registration to fill out in advance, but they will also be provided at the site. To participate, please register on the Eventbrite page.
Shop at Annual Citywide Garage Sale
Cupertino's 17th annual Garage Sale weekend will happen on September 17 and 18. You can search for bargains and find rare and unusual items throughout Cupertino. Commonly found items typically sold at garage sales include used clothing, books, toys, household decorations, sports equipment, board games, furniture, and appliances.
Every year, over 200 households participate by hosting their own garage sale on this weekend, attracting thousands of shoppers from all over the Bay Area. Anyone can shop at the garage sale, and no registration is needed.
The interactive map will be uploaded on the City website on Tuesday, September 13. This map will allow you to search items, plan your route, and navigate the sales from your mobile device.
A limited supply of printed maps will be available outside of Cupertino Library, Quinlan Community Center, and Cupertino Senior Center on Tuesday, September 13.

Cupertino's Annual Fall Bike Fest is September 24
Cupertino's Annual Fall Bike Fest is on Saturday, September 24. Join us from 9 a.m. to 1 p.m. at our new location at the Civic Center Plaza and Torre Avenue, where the street will be closed to cars for the occasion.
Come early to get your helmet and bike checked for safety. Participate in contests, hands-on activities, a family bike ride, and an educational bike rodeo. It's free and fun for the whole family!
