Housing Element Update
The City of Cupertino continues preparing the 6th Cycle Housing Element Update, which covers the planning period of 2023 to 2031. The Housing Element is part of Cupertino's General Plan and identifies policies and programs intended to meet the housing needs of the City's current and future residents at all income levels.
Community members can stop by the City's Community Development Department booth at the Earth and Arbor Day Festival on Saturday, April 23 from 11 a.m. to 3 p.m. to learn more about the Housing Element Update.
The next Community Engagement Plan - Strategic Advisory Committee Meeting will be on Monday, April 25 from 11 a.m. to 1 p.m. The Planning Commission will meet on Tuesday, April 26 at 6:45 p.m. to discuss potential sites for new housing, a key piece of the Housing Element Update. Details for both meetings will be available soon at engagecupertino.org/housingelement.

Lawrence-Mitty Property Annexed into Cupertino
The annexation of the Lawrence-Mitty property into the City has been approved. The property was purchased by the City in September 2020 to develop a neighborhood park on the eastern side of Cupertino, as identified in the City’s 2020 Parks and Recreation System Master Plan. The property consists of approximately 7.8 acres located between Lawrence Expressway, Interstate 280, and Bollinger Road, with the Saratoga Creek Channel running through the site along the western side.
Since the purchase of the property, the City has been coordinating with the Local Area Formation Commission (LAFCO), City of San Jose, and other service providers to annex the property into the City’s jurisdiction. The LAFCO Board of Directors approved the annexation of the property into Cupertino on April 6. This will help ensure that the City can fulfill the vision of converting this neglected property into a public park for the community.
The City is currently preparing the Lawrence-Mitty Master Plan, which will collect input and ideas from the community for the future development of the park.

City of Cupertino Water System
Water services within the City of Cupertino are provided to residents and businesses through three separate water systems. Two of those systems are operated by investor-owned private Class A (large size) utility companies. California Water Services provides water services within the northeastern portion of the City and San Jose Water Company provides water service to the southeastern portion.
The City-owned Cupertino Water System (System) delivers approximately three million gallons of potable water per day to residences and businesses within its area. The System is comprised of approximately 4,600 water service connections, 50 miles of pipeline, three storage tanks, one pump station, and two wells. Cupertino Water has emergency interties (connection points) with both the water system operated by the City of Sunnyvale and the system operated by San Jose Water Company.
The Cupertino Water System is currently being leased and operated by San Jose Water Company per an agreement that was executed in 1997 and amended in 2019. The lease was set to expire on September 30, but the term was recently extended through September 30, 2024.

Cupertino's 14th Annual Earth and Arbor Day Festival
Cupertino’s 14th annual Earth and Arbor Day Festival is returning as an in-person event! On Saturday April 23 between 11 a.m. and 3 p.m., Cupertino and neighboring communities will celebrate our shared Earth at the annual Earth and Arbor Day Festival.
This year, the festival is moving just down the block to Cupertino’s Library Field at 10800 Torre Avenue. This space will allow more room for activities, social distancing, and bring us closer to the trees.
While the celebration is in a new location, many of the activities will return. These activities include the 40-foot climbing wall, family bike ride, tree planting ceremony, art activities, electric vehicle demonstrations, climate action planning, food trucks, and a full day of performances. This year will also show new features like a solar-powered stage and a travel pop-up museum with interactive exhibits to educate attendees about environmental issues. Over 50 businesses and non-profits have registered to table and partner with the City in making this event a success. Among the tabling partners, 10 different City divisions will be present to tell the community about City projects and programs.
Face masks will be encouraged and hand sanitization stations will be located throughout the event.

Help Reimagine an All-Inclusive Playground
Help the City reimagine an all-inclusive playground at Jollyman Park by getting involved. The Jollyman Park project will replace the existing outdated play equipment with new all-inclusive playground equipment, which is equipment designed to be for everyone. The new design will support recreation and social interaction for people with autism, sensory challenges, cognitive challenges, developmental difficulties, or physical difficulties. The primary goal is to create a space for all people and all ages, all abilities, and all backgrounds to better connect with the Cupertino community.
We want to hear from the community, and have various ways you can provide input:
