Cupertino Pavement Conditions Best in Bay Area
In the first week of November, the Bay Area Metropolitan Transportation Commission will release Pavement Condition Index (PCI) data for all cities in the Bay Area region.
In 2020, Cupertino received an average PCI value of 85 out of 100, which was the highest score in the nine-county Bay Area region. Palo Alto and Dublin tied for second, with an average PCI value of 84.
Over the last several years, the City has implemented an aggressive maintenance program to improve the condition of our street network. As a result, the City will be able to maintain the street network by applying a variety of less-costly preventative maintenance treatments. When the right treatment is applied at the right time, annual expenditures are reduced, and PCI can be maintained.

The Via-Cupertino Community Shuttle is back!
Our fleet of nine vans is back up and running! Now with new lower-clearance vans, making your ride more enjoyable. Two wheelchair vans are available and all non-wheelchair vans now have bike racks.
Rideshare anywhere in Cupertino, including Sunnyvale Caltrain, Kaiser Santa Clara, and Rancho San Antonio Open Space. Via-Cupertino operates Monday through Friday, 7 a.m. to 7 p.m., and Saturday 9 a.m. to 5 p.m. Discounted fares are available for students, seniors, low-income, and disabled riders.

Quarterly Sales Tax Update
The City receives 1% of proceeds from sales and use taxes imposed within Cupertino boundaries. Sales tax receipts for the first quarter of the 2021 calendar year (January to March) were 90.1% above the same period one year ago. However, adjustments for delayed payments, audits, and other reporting modifications resulted in actual sales that increased 60.1%. Most sales tax categories continued to feel the effects of the pandemic during the first quarter of 2021. In-store foot traffic lagged, and while apparel and specialty merchants did well, the overall general consumer goods category declined. Occupancy restrictions pinched restaurant, hotel, and leisure receipts by 24.9%, with casual dining leading the decline. Similarly, fuel and service stations felt the impact of fewer driving miles. Conversely, the City's share of the Countywide use tax pool allocations rocketed up 66.9%. This huge increase is largely attributed to new taxes on out-of-state online purchases (Wayfair) and surges in online shopping. Net of adjustments, taxable sales for all of Santa Clara County grew 3.3% over the comparable time period; the Bay Area region was up 0.8%.
Regarding statewide sales tax trends, according to our consultant HdL Companies, local one-cent tax revenues for California overall were 9.5% higher than January through March of 2020. The Shelter-in-Place directive began one year ago, which had the impact of immediate store and restaurant closures. That, in combination with remote and work from home options for employees, significantly reduced commuting traffic and fuel sales. When comparing this data to data from the current period, percentage gains are dramatic. Furthermore, this pandemic dynamic, combined with the Governor's first Executive Order last spring allowing for the deferral of sales tax remittances, explained why non-adjusted cash results were actually up 33%.

City Storm Report
The much-needed atmospheric river storm brought significant rainfall through California and Cupertino as it passed through on October 23 and 24.
The City of Cupertino's maintenance and operation teams tracked the storm and began preparation by cleaning drain inlets throughout the City to ensure that neighborhoods did not flood. In addition, City employees ensured that all equipment was ready to be deployed during the storm.
On Sunday, October 24, the City's on-call employee received multiple calls throughout the morning and responded to several issues. However, due to worsening conditions, calls began increasing and additional employees were brought in to assist.
As a result of the wind and rain, multiple trees on public and private property broke leaving tree branches and limbs strewn about streets and yards across multiple neighborhoods. The wind speed was as high as 31 miles per hour, and some of the broken trees and branches caused property damage to fences and vehicles. There were also a few locations that had localized flooding due to debris being caught in the drain inlet. With the winds and a rainfall totaling over 2.14 inches on Sunday, the City's Urban Forest and Storm Water Collection System held up well – especially since most trees still held a full canopy of leaves.
The City received approximately 20 storm-specific service requests through the Cupertino 311 application online. City employees have been assessing various neighborhoods and removing debris throughout Cupertino.

Anticipating a potentially wet winter, City employees will be prepared for the season and encourage all residents to prepare as well. Cupertino residents can pick up sandbags from the City's Service Center to prevent any flooding at their homes. Sandbags are available 24 hours a day are are limited to 15 sandbags per resident.

Don't miss your last chance to feed your garden some nutrient-rich compost from Cupertino's compost site! Weather permitting, the compost site will continue to open every Friday and Saturday from 8 a.m. to noon until November 13.

Streetlight Pole Replacement Project
The City of Cupertino's Capital Improvement Program (CIP) includes the annual Streetlight Pole Replacement Project, which replaces aging streetlight pole infrastructure throughout the City. Many of the City's streetlight poles are approximately 40 to 50 years old and have reached the end of their service life.

For this year's work, the City contracted with NEMA Construction to assist in the replacement of 46 streetlight poles located within the area bounded by Bubb Road, McClellan Road, South De Anza Boulevard, Prospect Road, and South Stelling Road as well as locations on South Tantau Avenue and South Blaney Avenue. |

The total cost of the project with material and labor is approximately $214,290. Assuming a service life of 40 years, the cost for each pole is approximately $120 a year. The City will continue replacing streetlight poles annually. To date, there are approximately 163 poles remaining and the City anticipates all streetlight poles will be replaced by the end of 2024.

This position is an honorary post, sponsored by the City of Cupertino and seated in the Cupertino Library. The Poet Laureate's poems will be featured in events, programs, and publications, with the goal of raising awareness, interest, and participation in poetry, literature, and language among Cupertino residents.
