Affordable Housing Density Bonus Update

The City Council is pleased to invite your participation in a Public Hearing concerning the following:

WHO:

The City of Culver City Current Planning Division

WHAT:

The City is updating its Affordable Housing Density Bonus ordinance to align with State Law and the goals of the 2045 General Plan and to support the increased production of affordable housing. The update involves a Zone Text Amendment introducing additional density bonus programs and Community Benefit Bonuses. Updates also include an increase in the number of concessions/incentives a developer may request.

WHEN:

Monday, March 17, 2025, at 7 PM.

WHY:

The purpose of the Public Hearing is for the City Council to review and receive public input on the Affordable Housing Density Bonus update, and act on the text amendment.

CEQA:

Pursuant to California Environmental Quality Act (CEQA) statutes, a Finding of Consistency (FOC) has been prepared pursuant to the applicable provisions of CEQA Guidelines Section 15183. The FOC describes the Revised Density Bonus Program and compares its impacts to those identified in the Final Culver City General Plan 2045 and Zoning Code Update Environmental Impact Report (State Clearinghouse No. 2022030144), which was certified in July 2024, to determine whether the Proposed Project would have new or increased significant environmental impacts beyond those identified in the General Plan EIR. The FOC analysis demonstrates that the Proposed Project is consistent with the Culver City General Plan and with the Certified EIR.  


The Culver City Agenda and Project staff report will be available for viewing at City Hall and online no later than 72 hours prior to the meeting date and time. Submit comments BEFORE 3 PM on Monday, March 17, 2025, by LETTER to Culver City Current Planning Division, ATTN: Jose Mendivil, 9770 Culver Boulevard, 2nd Floor, Culver City, CA 90232, FAX at (310) 253-5721, E-MAIL to jose.mendivil@culvercity.org, or PHONE at (310) 253-5757.  City Hall Hours are Monday through Friday, 7:30 AM to 5:30 PM, and closed every other Friday (Closed March 7th). The Project file is currently available to view by contacting the case planner.

Virtual attendance is offered as a courtesy.  Technical difficulties shall not require meeting postponement.

How to Attend/Watch the Meeting:

How to Provide Verbal Public Comment In-Person or Online:  Find the meeting link under "Request to speak at a Meeting" on the City's website.  Complete and submit the online form.  Indicate if you are attending in-person or online and select all items on which you wish to make a verbal comment.  A QR code to the online form will be provided on site for in-person attendees.  Verbal public comments are taken at the time the particular agenda item is considered.  Requests to speak must be submitted before the start of the public comment period for each agenda item or will not be considered.  All speakers are encouraged to REGISTER TO SPEAK in advance of the meeting, as speakers will be called in chronological order, based on when they registered.  Each speaker may address the members of the body for up to three minutes.
