Proposed Culver City Mandatory Soft-Story (SWOF)

Seismic Retrofit Ordinance


The City Council is pleased to invite your participation in a Public Hearing concerning:

WHAT:

The City Council is considering a seismic strengthening ordinance to address “Soft Story” buildings in Culver City. Soft Story buildings are of wood construction and have soft, weak open-front (SWOF) wall lines at the ground floor, with one or more floor(s) above, that are particularly vulnerable to earthquakes. The Ordinance will add Chapter 15.02.500 “Mandatory Seismic Strengthening Provisions for Existing Wood-Frame Buildings with Soft, Weak or Open-Front Walls” to the Culver City Municipal Code (CCMC), and is considered an amendment to the Building Code.

Monday, August 9, 2021 at 7:00 PM – City Council Public Hearing – Introduction (First Reading)

Persons who are unable to attend the meeting but wish to submit written comments may do so before Noon on Monday, August 9, 2021.

 

Monday, August 23, 2021 at 7:00 PM – City Council – Proposed Adoption (Second Reading)

Persons who are unable to attend the meeting but wish to submit written comments may do so before Noon on Monday, August 23, 2021.  


The City Council agenda item reports are available for viewing online no later than 72 hours prior to the meeting date and time.  Persons may submit comments BEFORE Noon the day of the hearing by LETTER to Building Safety Division at Culver City City Hall, 9770 Culver Blvd., 2nd Floor, Culver City, CA 90232, FAX at 310-253-5824, E-MAIL to lukas.quach@culvercity.org, or Phone at (310) 253-5802. 

A copy of the 2019 Building Code and proposed draft ordinance being considered for introduction on August 9, 2021 will be available at the Building Safety Counter on the 2nd floor of City Hall beginning July 12 or online as part of the July 12, 2021 City Council agenda (where the proposed ordinance will be discussed but not introduced).

 

INSTRUCTIONS FOR MEETING PARTICIPATION:

To combat the spread of COVID-19, the City proclaimed a local emergency on March 14, 2020 and issued subsequent public orders beginning March 16, 2020.  In accordance with such orders, City Hall has been closed to the public and in-person meetings have been discontinued until further notice.

How to Submit a Written Public Comment Prior to a Meeting: Find the active eComment link to the right of the agenda date, then add your comment to the agenda item you choose. Watch a video tutorial on How to make an eComment. 

How to Watch the Meeting: You can watch the meeting online, on the City's YouTube channel or on the City cable channel.

How to Attend the Meeting Remotely: All attendees must Register to Attend on Webex, after which you will receive an email with directions and a link to join the meeting, once it has begun. Watch a video tutorial on how to register on Webex.

NEW: For those who wish to speak during the meeting: Please join the Webex meeting and use the Q&A function to indicate the agenda item for which you wish to make a comment. When the City staff announce it is the time to take public comment, you will "raise your hand" and, when appropriate, you will be prompted to make your comment.
