Funding for improvements to
City infrastructure and facilities.

We are using funding from T1 bonds to improve sidewalks, storm drains, streets, parks, community centers, and other key infrastructure and facilities.
Measure T1 provides $100 million of funding from bond revenue to pay for improvements to City infrastructure and facilities. Phase 1 projects are complete. This is an update on Phase 2 projects.

A ribbon-cutting ceremony took place on June 25th to celebrate the opening of the new Willard Clubhouse; a space designed with the community in mind. The clubhouse includes versatile community rooms, a kitchen, staff office, and gender-neutral restrooms. Sustainability was a key focus in its design, featuring eco-friendly elements such as solar panels, battery storage, radiant floor heating, and bird-safe glass. A new public restroom is also available nearby, conveniently located next to the tennis courts.

 Civic Center Uppler Plaza in construction.
The Civic Center Upper Plaza is in construction and expected to be completed at the end of Summer 2025.

 MLK JR. Youth Service Y.A.P. Community Center Rendering
The MLK Jr. Youth Services Center is closed for construction until spring 2027. During this time, the Young Adult Project (YAP) office is operating out of the Frances Albrier Community Center.
The City is upgrading the MLK Jr. Youth Services Center to make the 1950s building safer, more modern, and easier for everyone to use. This includes earthquake safety improvements and other major repairs. For more details, visit our project page.

African American Holistic Resource Center Project – ZAB approval scheduled for September/October. After approval, staff and consultants will be working on final design.

MLK Jr. Youth Services Center – Construction started July 2025.

Willard Park Clubhouse – The Willard Park Clubhouse held a grand opening event on June 25, 2025, and will have an open house on August 5, 2025. Full programming will begin when we receive permanent occupancy.

South Berkeley Senior Center – In design phase, public process beginning int the Fall of 2025.

1947 Center Street Window Replacement – Landmarks Preservation Commission process is complete. The next step is to submit the project for permitting.

Fire Station #2 – This project is currently in pre-construction. Notice to Proceed will be issued shortly.

Green Room & Building H – Received 4 bids and several bid protests delaying award. Anticipated Council approval of award following summer recess in September 2025.

Restrooms

Ohlone Park Restroom – Construction phase started. Pre-fab restroom is currently slated to be delivered in August 2025.

Willard Park Restroom – In construction, anticipated completion in August 2025.

Telegraph/Channing – Project was completed in January 2025 and grand opening held February 11, 2025.

Adeline/Alcatraz – Finalizing design.

San Pablo/University – Community Meeting #2 held 2/4/25. Consultant was hired to re-evaluate the restroom location.

Telegraph-Channing Parking Garage Restrooms & Elevators – Notice to Proceed issued, mobilization in late summer 2025 pending elevator procurement.

Harrison Park Restroom – In conceptual design.

Cesar Chavez Restroom on Spinnaker – Pursuing an alternate location on the south side of Spinnaker Way.

K Dock Restroom – Project is expected to bid in late July 2025. Construction is expected to start in late fall to early winter of 2025.

Ohlone Park Lighting – Construction phase started for the installation of dark sky compliant light fixtures at existing dark areas along the main pathway and bollard lights by the dog park entrance at Grant Street.

Tom Bates Sports Complex Restroom/Community Space – Project is bidding in August 2025 and will start construction in the Fall of 2025.
Waterfront

Replacement of Docks D & E at the Berkeley Marina – Phase 1 of Construction (in-water demolition of docks) was completed in November 2024. Phase 2 landside and waterside improvements are in construction. Construction is anticipated to be completed by January 2026.

FY22 Sidewalk Repair Project – Project complete.

Pathway Repairs – Part of Spec No. 23-11616-C (FY 23 Retaining Wall & Storm Drain Improvement Project). Notice to Proceed issued 3/7/25. Construction underway. Path repairs expected to begin in Fall 2025 (September/October)

Bollard Conversion to Landscaping – 90% Design. Expect to bid in July/August.

Storm Improvements at John Hinkel Park, Marin, Euclid, Spruce, Grizzly Peak, San Benito, High Court and Virginia – Projects complete.
