BART is pleased to share this update about an upcoming event related to future transit-oriented development (TOD) at Ashby BART station’s west parking lot. The teams competing for the chance to create TOD at Ashby BART station’s west parking lot will make public presentations at a BART-sponsored event on Thursday, May 22, from 6:00pm - 8:00pm at Ed Roberts Campus, 3075 Adeline Street, at Ashby BART.
An evaluation panel with representatives from BART, the City of Berkeley and Equity 4 Black Berkeley reviewed proposals and selected two developer teams to advance to the presentation:

Ashby BART Strategic Alliance, comprised of Affirmed Housing Group, Inc. and Community Housing Development Corporation of North Richmond (CHDC)

Adeline Alliance Partners, comprised of The Pacific Companies, Strategic Urban Development Alliance LLC (SUDA), and Resources for Community Development (RCD)
Each team will make a brief presentation on its credentials, experience, and past projects, followed by a Q&A period for questions submitted from the audience. This event will focus on the two teams’ qualifications, and will not cover teams’ initial design proposals which will be vetted and modified through the Objective Design Standards process led by the City of Berkeley (please see www.berkeleyca.gov/bartplanning for more info). Event attendees will be encouraged to provide feedback on the developer teams via a survey. The evaluation panel will consider the survey results in finalizing the scoring of the two teams. The City of Berkeley made a historic commitment of $26.5 million toward affordable housing at Ashby station, including $18.5 million reserved for the Ashby West Lot. In recognition of this, BART is offering this opportunity for the public to hear from prospective teams during the evaluation process. This rarely occurs with competitive public solicitations due to the need to ensure that respondents are evaluated based on published criteria only. For this reason, public engagement for this developer selection is focused on a question period and survey. In summer, the BART Board of Directors is expected to take action to select the highest scoring developer to engage with BART, the community, and the City to define a future transit-oriented development at the Ashby BART West Lot. At later community meetings, the selected team will share its vision for the site and there will be ample time for public comment and discussion. The City of Berkeley will lead a separate developer solicitation process for the Ashby BART east parking lot, anticipated in Winter/Spring 2026.
