Funding for improvements to
City infrastructure and facilities.

We are using funding from T1 bonds to improve sidewalks, storm drains, streets, parks, community centers, and other key infrastructure and facilities.
Measure T1 provides $100 million of funding from bond revenue to pay for improvements to City infrastructure and facilities. Phase 1 projects are complete. This is an update on Phase 2 projects.

On February 11, 2025, the City hosted a Ribbon Cutting for the Grand Opening of the first of three public restrooms at the corner of Telegraph Avenue and Channing Way. This is the first public restroom on the City right-of-way open 24 hours a day, addressing a key need along one of the densest and busiest commercial districts in Berkeley. Construction continues at the Willard Park Clubhouse and Restroom Replacement project and is anticipated to be complete in 2025.

Facilities/Buildings

African American Holistic Resource Center Project – In conceptual design phase. Zoning package was submitted last quarter, and comments were received. Revisions to the package are being prepared for resubmittal.

MLK Jr. Youth Services Center – Plans submitted for building permit review. Anticipate beginning the bidding process in March 2025 and starting construction in Summer 2025.

Willard Park Clubhouse – In construction, anticipated completion in June 2025.

South Berkeley Senior Center - In design phase, preparing for community meetings and drawings for building permits in Spring 2025.

1947 Center Street Improvements –The design is complete, and the structural alteration permit has been submitted to the building department for review. Project is to be presented to the Landmarks Preservation commission.

Fire Station #2 - Contracting for construction in progress.

Fire Station #6 - Project now funded thru construction, design resuming.

Green Room & Building H – Design and permitting phase complete. Advertised in February 2025 but did not receive any bids. Will re-issue bid in Spring 2025.

Ohlone Park Restroom – Construction phase started. Because of the long lead time needed for the pre-fabricated restroom, on-site work may not start until Spring 2025.

Telegraph/Channing – Project was completed in January 2025 and grand opening held February 11, 2025.

Adeline/Alcatraz – PG&E design is competed. Community #2 meeting held 2/18/25 and are evaluating public comments.

San Pablo/University –Community Meeting #2 held 2/4/25 and are evaluating public comments. Consultant has been engaged to re-evaluating restroom location.

Telegraph-Channing Parking Garage Restrooms & Elevators – Currently in contract execution phase. Anticipated construction in Spring 2025.

Harrison Park Restroom – In conceptual design.

Cesar Chavez Restroom on Spinnaker – Conceptual Plans have been developed and 35% Design Plans are being developed. A Geotechnical Investigation was carried out in August 2024 and the Geotechnical Report is finalized. Pre-construction work to bring underground utilities to the project site are being investigated and planned for. Construction is expected to start in mid to late 2025 and could last until early 2026.

K Dock Restroom – Plans are being finalized for the K-Dock Restroom Renovation Project and Bid Documents are being prepared. First round of City of Berkeley Building Permit comments have been received and are being addressed. Construction is expected to start in early FY26.

John Hinkel Park Playground and Amphitheater Improvements – Project complete.

King Pool Tile and Plaster Replacement – Project complete.

Grove Park Field and Playground Renovation Project–Projects complete.

Civic Center Park Upper Plaza Improvements – In construction, completion expected at the end of June 2025.

Ohlone Park (East) Playground Replacement and Site Improvements –Project complete.

Ohlone Park Lighting – Construction phase started. Because of the long lead time needed for materials, on-site work may not start until Spring 2025.

Tom Bates Sports Complex Restroom/Community Space – Project is in the final design phase addressing building review comments. The CEQA public review period of the Initial Study - Mitigated Negative Declaration has also been completed and will be presented to City Council for adoption in March 2025. Project will advertise in the Spring 2025 and anticipated to start construction in the Summer of 2025.
Waterfront

Replacement of Docks D & E at the Berkeley Marina – First Phase of Construction (in-water demolition of docks) was completed in November 2024. Phase 2 of construction will continue with landside improvements by April, and waterside work including installation of the new docks will resume in June 2025. Construction is anticipated to be completed by January 2026.

Streets/Storm/Pathways

FY22 Sidewalk Repair Project – Project complete.

Pathway Repairs – Part of Spec No. 23-11616-C (FY 23 Retaining Wall & Storm Drain Improvement Project). NTP issued 3/7/25. Construction to begin in late March and will continue until completion in the fall.

Bollard Conversion to Landscaping – 90% Design phase. Expect to bid in April or May. Pending confirmation of construction funding.

Storm Improvements at John Hinkel Park, Marin, Euclid, Spruce, Grizzly Peak, San Benito, High Court and Virginia – Projects complete.
