Funding for improvements to
City infrastructure and facilities.

We are using funding from T1 bonds to improve sidewalks, storm drains, streets, parks, community centers, and other key infrastructure and facilities.
Measure T1 provides $100 million of funding from bond revenue to pay for improvements to City infrastructure and facilities. Phase 1 projects are complete. This is an update on Phase 2 projects.

African American Holistic Resource Center Project – In conceptual design phase, preparing zoning package.

MLK Jr. Youth Services Center – Plans submitted for building permit review. Anticipate bidding in early 2025 and starting construction in Summer 2025.

Willard Park Clubhouse – In construction.
- SBSC – In design phase, preparing for community meetings and drawings for building permits in Spring 2025.

Fire Station No. 2 – Advertised for public bid in December 2024, anticipated construction in Spring/Summer 2025 following award and contract execution.

Fire Station No. 6 –Project on hold after funding reallocated. Funding returning next year.

1947 Center Street Improvements –The design complete and the structural alteration permit has been submitted to the building department for review.

Green Room & Building H – Design and permitting phase complete. Will be advertised for public bid beginning of 2025.

Wash Station – Currently in contract execution phase. Anticipated construction in the beginning of 2025.
Restrooms

Telegraph/Channing – PG&E scope completed in October 2024. The Contractor has mobilized, and project estimated completion is expected by February 2025.

Adeline/Alcatraz – Currently under PG&E design, with completion expected in March 2025.

San Pablo/University – Design completed. Currently working on securing an encroachment permit with Caltrans.

Telegraph-Channing Parking Garage Restrooms & Elevators – Currently in contract execution phase. Anticipated construction in Spring 2025.

Harrison Park Restroom – In conceptual design.

Cesar Chavez Restroom on Spinnaker – Site location directly on Spinnaker Way where existing port-a-potty and ADA parking spaces are located has been selected. A self-cleaning restroom is being pursued. A second community meeting was held on October 30, 2024. Currently the project is moving forward from conceptual design to the formal design process. Pre-Construction work to bring underground utilities to the project site before construction starts. Construction is expected to start in 2025.

Ohlone Park Restroom – Design complete, construction contract awarded. Project in pre-construction phase. Construction to commence in January 2025 but anticipating a long lead time for pre-fabricated restroom, on-site work will not start until Spring 2025.

K Dock Restroom – Construction is expected to start in 2025. Plans have been developed and the project is in the permitting phase.

John Hinkel Park – Playground and Amphitheater Improvements were completed and celebrated on July 16, 2022.

King Pool Tile and Plaster Replacement – Construction completed, and pool is open.

Grove Park Field and Playground Renovation Project– Playground renovations were completed and celebrated on March 6, 2024. Field renovations were completed and celebrated on May 16, 2024.

Civic Center Park Upper Plaza Improvements – Design complete, construction contract awarded. Project in pre-construction phase. Construction at the plaza to commence in January 2025.

Ohlone Park (East) Playground Replacement and Site Improvements –Renovations were completed, and re-opening was celebrated on September 23, 2023.

Ohlone Park Lighting – Design complete, construction contract awarded. Project in pre-construction phase. Construction to commence in January 2025, but anticipating a long lead time for materials, on-site work may not start until Spring 2025.

Aquatic Park Tide Tubes Clean Out – Soil Removal: Phase 1B project is completed.

Tom Bates Sports Complex Restroom/Community Space – Project is in the final design phase. The CEQA public review period of the Initial Study - Mitigated Negative Declaration has also been completed and currently working on addressing comments. Project will advertise in early Spring 2025 and anticipated to start construction in the Summer of 2025.
Waterfront

Replacement of Docks D & E at the Berkeley Marina – First Phase of Construction (in-water demolition of docks) began in late September and completed by November 2024. Construction of new docks and landside improvements will resume in June 2025 and anticipated to be completed by January 2026.

Pathway Repairs – part of Spec No. 23-11616-C (FY 23 Retaining Wall & Storm Drain Improvement Project). Construction executed. Expected start January 2025.

Bollard Conversion to Landscaping – In design. Target for bid in February 2024. Construction expected to begin in Summer/Fall 2025.

Storm Improvements – Construction completed at John Hinkel Park, Marin, Euclid, Spruce, Grizzly Peak, San Benito, High Court and Virginia.
