Funding for improvements to
City infrastructure and facilities.

Measure T1 provides $100 million in funding for improvements to City infrastructure. The 38 Phase 1 projects are complete. This is an update on the $65M Phase 2 project list.
Below is a photo from the December 1st ribbon cutting celebration for the Timber Piling Replacement, Finger Dock Replacement, and the O & K Electrical Upgrade projects. The conclusion of these $6M Marina infrastructure projects and the ground-breaking of 5 new projects totaling $27M was attended by (left to right) Deputy City Manager LaTanya Bellows, Councilmember Rigel Robinson, Assemblywoman Buffy Wicks, Mayor Jesse Arreguin, Councilmember Terry Taplin and City Manager Dee Williams-Ridley.

The Ohlone Park Playground Improvements are complete, with a ribbon- cutting on September 23, 2023 (see photo below). In the Spring of 2024 (TBA), we will celebrate the completion of the Mural Garden project. Site improvements include new playground areas, increased accessibility and ADA improvements, new furnishings, seating, bike racks, drinking fountain, landscaping and new playground subdrainage system and utilities.

Storm Drain Improvements include installation of various storm drain catch basins to minimize flooding on Marin Ave, Spruce & Euclid Streets, and horizontal directional drilling from Grizzly Peak Blvd to Shasta Road.

The Marina Timber Piling Replacement project is complete. This project included replacement of 66 timber piles with new concrete piles in the inner harbor that were either deteriorated or missing. The original timber piles were installed in the 1960s and 1970s to support docks.

 Prince St. Sidewalk Before and After
The City shares the cost of sidewalk repair with property owners through the 50-50 Program. There has been a considerable backlog of waitlisted sidewalk repair locations for this program. The T1 funding for this project will make significant progress towards completing this work.
Construction of the Sidewalk Repair Project is underway and is scheduled for completion in the Spring of 2024.

African American Holistic Resource Center Project – Currently in planning phase. Conceptual plans are being generated based on ongoing community feedback.

MLK Jr. Youth Services Center – Project submitted to the Zoning Adjustments Board. Waiting on result of recently submitted CRC grant.

John Hinkel Park – Project completed. Park opening was celebrated on July 16, 2022.

Civic Center Park Turtle Island Monument Garden – Project is in permitting phase. Anticipated construction start is Spring 2024.

Ohlone Park (East) Playground Replacement and Site Improvements – Construction is complete. The landscaped area is establishing and will be open at the end of February 2024.

Ohlone Park Restroom & Lighting – A project update and lighting fixture survey was posted to the project website and distributed to the project email list in September. The project is now moving forward with detailed construction documents.

Tom Bates Restroom and Community Space – This project is currently at 60% design and has begun the necessary CEQA Technical Studies.

Cesar Chavez Park New Restroom – This project is in design. Public process will start soon.

Pathways – In progress, 75% complete - Path repairs at Oxford School Way Path and Visalia Steps to be completed by sidewalk contractor (Sposeto) as part of the Sidewalk Repair Project. Handrails at Visalia Steps to be installed by PW staff once Visalia Steps repairs are complete. Upper Columbia Path design is complete and has been posted for bid as part of Retaining Wall & Storm Drain improvement project.

Berkeley Selective Piling Replacement – All pile removal, installation, and repairs are complete. The contractor will remain onsite for the next 2 weeks installing pile guides and pile caps.
