City of Belmont Reminds Community of SB 1383 Organic Waste Recycling Requirements

The City of Belmont would like to remind the community about SB 1383, which mandates the recycling of organic (compost) waste. Businesses must subscribe to the compost collection service by January 31, 2026. Failure to do so may result in a fine of up to $500, as authorized by the City of Belmont.
In September 2016, California set methane-emissions reduction targets (SB 1383, Lara, Chapter 395, Statutes of 2016) as part of a statewide effort to reduce emissions of short-lived climate pollutants. The law aims to reduce organic waste disposal by 75% by 2025 and recover (for people to eat) at least 20% of currently disposed surplus food by 2025.
What is organic waste? Organic waste includes yard trimmings, food scraps, and food and beverage-soiled paper products (e.g., pizza boxes, paper towels, napkins).
Who does SB 1383 apply to? SB 1383 applies to all residents (single-family homes and apartments/condos), businesses, education agencies, and non-local entities (special districts, state/federal facilities, and prisons).
What do the SB 1383 requirements mean for you? Whether you are a resident or business, you are required to properly sort all food scraps, yard trimmings, and food-soiled paper, and place them in your curbside compost bin. Failure to do so can result in a fine of up to $500 authorized by the City of Belmont.
Pursuant to City of Belmont Ordinance (2021-1160), residents and businesses are required to subscribe to the compost collection service or complete a waiver.
Action Required Subscribe to the compost collection service by contacting Recology San Mateo County by January 31, 2026. Failure to do so may result in a fine of up to $500 authorized by the City of Belmont.
