City of Belmont Announces Daylighting Law Implementation: Warnings Begin January 1, 2025

The City of Belmont will begin implementing the new daylighting law, California Vehicle Code 22500(n)(1)(A) Assembly Bill 413, starting Jan. 1, 2025, as part of its continued efforts to improve pedestrian and traffic safety.
The daylighting law, Assembly Bill 413 prohibits stopping, standing, or parking within 20 feet of the vehicle approach side of any marked or unmarked crosswalk or within 15 feet where a curb extension (or bulb-out) is present. AB 413 took effect on January 1, 2024, but warnings will be issued to first-time violators during the initial phase of enforcement.
Daylighting increases the visual field of both pedestrians crossing the street, and drivers pulling up to an intersection. The diagram below shows how much easier the extra space makes it to see the curbs and the entire crosswalk.

“The safety of our residents is a top priority,” said Chief of Police, Ken Stenquist. “Daylighting will make our intersections safer and ensure that pedestrians are more visible to drivers. We do, however, want to be flexible while the community initially transitions to this new law.”
Public Works is removing existing marked parking stalls which have been affected by AB 413 and will be closely monitoring initial warning and citation data. Public Works will consider roadway improvements once more data becomes available. Help Public Works identify priority intersections for improvements by submitting a request to the Parking and Traffic Safety Committee (PTSC).
