A One-of-a-Kind Collection Celebrating Black History Month
We visited the Domini Hoskins Museum this week and will go back again to soak in all of the incredible artifacts of black heritage that Belmont's Carolyn Hoskins has collected.
The pop-up museum will only last until Feb. 28 at its current Redwood City location.
From peanuts to books to beauty products, the collection traverses the inventions and contributions of African Americans to the history of America. Some names you'll recognize, like the sports stars and entertainment legends, but others will be a wonderful discover.

Storm Recovery Resources County Center Closes Feb. 22
San Mateo County is hosting a Disaster Recovery Center for individuals impacted by the early winter storms.
The center is at the Event Center in San Mateo through Wednesday, Feb. 22, and will be open from 9 a.m. to 7 p.m. every day, including Saturdays, Sundays, and President’s Day.
Services including FEMA disaster relief registration, DMV assistance, and crisis counseling will be available to name only a few of the many federal, state and local services that will be available.
The San Mateo Event Center is located at 1346 Saratoga Drive in San Mateo.

Disaster Resources for Residents / Businesses Deadline Coming Up
California Governor Gavin Newsom declared a statewide state of emergency on Jan. 4, 2023, related to a series of atmospheric river systems bringing high winds, substantial precipitation, and river and urban flooding.
The Declaration authorized the mobilization of the California National Guard and directed Caltrans to request immediate assistance through the Federal Highway Administration’s Emergency Relief Program. The Governor also activated the State Operations Center to its highest level.
This was followed by an Emergency Declaration from President Joe Biden on Jan. 9, 2023 and a Presidential Declaration of a Major Disaster on Jan. 14, 2023, releasing Federal aid in the primary counties of Merced, Sacramento, Santa Cruz, Santa Barbara, Monterey, San Luis Obispo, San Joaquin, Calaveras and San Mateo for damages caused by severe winter storms, flooding, landslides, and mudslides beginning on Dec. 27, 2022.
Assistance includes grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs for individuals and business owners. Funding for emergency work is also available to State, tribal, and eligible local governments and certain nonprofits.
Residents and business owners can begin applying for FEMA assistance at: www.DisasterAssistance.gov or by calling 800-621-FEMA (3362).
Deadline to apply is March 16, 2023.
For help with SBA disaster loan applications, residents and business owners can contact their local Small Business Center or call 800-659-2955. The SBA will also be opening Local Assistance Centers in all primary counties.

Update: Waterdog Lake Open Space Trails
Due to weather-related damage, we will be closing a section of Rambler Trail. This is in addition to the closure already in place on a section of the Chaparral Trail.
We are investigating repair options at this time.
These sections will remain closed until further notice.
These closures are in place for visitor safety. Please also remember to stay off wet trails. If you are leaving tire tracks or footprints, it is too wet. Thank you for your cooperation, Belmont!
Housing Element Adoption Part of the 2035 General Plan for the period of 2023-2031
On. Jan. 30, 2023, City Council certified the final Programmatic Environmental Impact Report (EIR) and adopted the Housing Element of the 2035 General Plan for the period of 2023-2031.
The Housing Element outlines a plan for accommodating the housing needs of Belmont residents and accommodating the City’s share of projected regional housing growth at all income levels over the next eight years.
Thank you to the many residents and stakeholders who took the time to provide feedback and participate in the development of the new Housing Element.

Join the 2023 Community Police Academy Classes Start March 1
Sign-ups are now open for the 2023 Community Police Academy. The free training course starts March 1, 2023, for six evening classes that will guide residents through a behind-the-scenes view of your local police department.
Participants will learn the functions, capabilities, limitations, and future plans of the Belmont Police Department. Building trust, transparency, and mutual respect in the community is the goal of the academy.
Participants will gain first-hand knowledge of, including:
- patrol operations
- communications
- evidence collection
- hiring and recruitment
- traffic control
- animal control
- laws of arrest
- search and seizure
- use of force
- investigations
- crime analysis
- police procedures
- ethical issues
These sessions are designed for student interaction. Students will be encouraged to ask questions, perform hands-on activities and provided opportunities for ride-a-longs and sit-a-longs with police officers and dispatchers. Each session will be taught by a member of the Belmont Police Department.
Once basic training is complete, graduates are welcome and encouraged to apply for the department volunteer program and continue to support and assist the department with various community events and activities.

Lifesavers Needed Community Emergency Response Team (CERT) Training
We look around at the things that happen - earthquakes in Turkey and in Humboldt County, flooding, landslides, wildfires, power outages. What, if anything, can we do to minimize the stress and upheaval these events cause?
CERT is a national program that empowers regular residents with training in emergency preparedness, how to help family and neighbors in a disaster, fire suppression, light search and rescue, disaster first aid, and how to effectively assist professional responders.
Our SMC Fire CERT Program is made up of people just like you, who have gone through this free training, and volunteer to be at the ready for their family and community.
Our next CERT Training begins on March 7. It is free, but space is limited. Details and registration info can be found at:

Streets & Traffic Division Updates
Sunnyslope Work Next Week
Starting Wednesday and finishing by Thursday, our Streets and Traffic division of Public Works will be paving the 1300 Block of Sunnyslope Avenue from O'Neill Avenue to Broadway.
The work will take place in the center of the street and traffic will be controlled and permitted in both directions at all times.
Work will begin at 8 a.m. on Wednesday, Feb. 15. until 5 p.m., the same hours for Thursday, Feb. 16.

UPDATE: Storm Water Detention Basin Project
Public Works is at 60 percent design and continuing with environmental compliance procedures for the Twin Pines Park Storm Water Detention Basin project.
Geological investigation, preliminary Cultural Resource investigation, and Hydrology and Hydraulic (H&H) analysis are now completed.
H&H analysis shows that Phase 1 of the basin would capture 58 percent of the 2-year storm, and up to 81 percent of the 10-year storm with Phases 1 and 2. This means when complete, the project would lessen any flooding, similar to what we experienced during the January storms.

All storm drains in Belmont go directly to Belmont Creek and into San Francisco Bay.
In order to keep them flowing properly and to minimize localized flooding during rain events, protecting our waterways and keeping them clear is key to water pollution prevention and flooding prevention.
